E-Government is a set of pervasive technologies and automated processes now. The open data plays a crucial role in the successful implementation of this concept. The Open Data Platform (ODP) architecture is described here as the framework for the open data access systems implementation, including specific requirements. The proposed architecture and its components were discussed in this paper in detail for its availability, productivity, and reliability. The open data subsystem based on the architecture presented here was developed for the Jordan Government and was successfully implemented and tested. Thus, this architecture showed its viability. The focus of the paper is the detailed analysis of the proposed ODP architecture and its characteristics. The ODP is a significant system for the mature e-Government. We propose here the architecture for it with usage-proven characteristics. This fact adds the value to the e-Government framework stability, and significant characteristics and improves the overall quality of the system.

Cultural heritage institutions have recently started to share their metadata as Linked Open Data (LOD) in order to disseminate and enrich them. The publication of large bibliographic data sets as LOD is a challenge that requires the design and implementation of custom methods for the transformation, management, querying and enrichment of the data. In this report, the methodology defined by previous research for the evaluation of the quality of LOD is analysed and adapted to the specific case of Resource Description Framework (RDF) triples containing standard bibliographic information. The specified quality measures are reported in the case of four highly relevant libraries.

Public and private organizations increasingly release their data to gain benefits such as transparency and economic growth. The use of these open data can be supported and stimulated by providing considerable metadata (data about the data), including discovery, contextual and detailed metadata. In this paper we argue that metadata are key enablers for the effective use of Linked Open Data (LOD). We illustrate the potential of metadata by 1) presenting an overview of advantages and disadvantages of metadata derived from literature, 2) presenting metadata requirements for LOD architectures derived from literature, workshops and a questionnaire, 3) describing a LOD metadata architecture that meets the requirements and 4) showing examples of the application of this architecture in the ENGAGE project. The paper shows that using metadata with the appropriate metadata architecture can yield considerable benefits for LOD publication and use, including improving find ability, accessibility, storing, preservation, analysing, comparing, reproducing, finding inconsistencies, correct interpretation, visualizing, linking data, assessing and ranking the quality of data and avoiding unnecessary duplication of data. The Common European Research Information Format (CERIF) can be used to build the metadata architecture and achieve the advantages.

Cultural heritage institutions are exploring Semantic Web technologies to publish and enrich their catalogues. Several initiatives, such as Labs, are based on the creative and innovative reuse of the materials published by cultural heritage institutions. In this way, quality has become a crucial aspect to identify and reuse a dataset for research. In this article, we propose a methodology to create Shape Expressions definitions in order to validate LOD datasets published by libraries. The methodology was then applied to four use cases based on datasets published by relevant institutions. It intends to encourage institutions to use ShEx to validate LOD datasets as well as to promote the reuse of LOD, made openly available by libraries.

La presente investigación, analiza los conceptos más importantes del pensamiento Crítico, así como su importancia y utilidad en los procesos de formación profesional a nivel de Posgrado. Se hace un análisis detallado de los conceptos más ampliamente aceptado y de los factores inmersos en el desarrollo y aplicación de este tipo de pensamiento. Finalmente se propone un modelo que engloba los conceptos y factores analizados y como se interrelacionan entre ellos; el objetivo final es brindar a los docentes y directivos de Instituciones de Educación Superior, una herramienta que posibilite la inclusión de este tipo de pensamiento en sus procesos enseñanza-aprendizaje con el fin último de mejorar la calidad de los procesos de formación. Palabras Clave: Pensamiento Crítico, Educación Superior, Educación ABSTRACT This research analyzes the most important concepts of critical thinking as well as their importance and usefulness for the educational processes at graduate level. A detailed analysis of the most widely accepted concepts and factors involved in the development and application of this kind of thinking has been made. O surgimento de novas tecnologias, tem introduzido meios para a divulgação e a disponibilização das informações mais eficientemente. Uma iniciativa, chamada de Europeana, vem promovendo esta adaptação dos objetos informacionais dentro da Web, e mais especificamente no Linked Data. Desta forma, o presente estudo tem como objetivo apresentar uma discussão acerca da relação entre as Humanidades Digitais e o Linked Open Data, na figura da Europeana. Para tal, utilizamos uma metodologia exploratória e que busca explorar as questões relacionadas ao modelo de dados da Europeana, EDM, por meio do SPARQL. Como resultados, compreendemos as características do EDM, pela utilização do SPARQL.
