Arguments commonly used in discussions about design, planning, policy-making issues have not been adequately analyzed in the literature. The structure of such ‘planning arguments’ is discussed. Based on the conceptual framework of the ‘argumentative model of planning’ proposed by H. Rittel, an approach for their systematic and transparent evaluation by discourse participants is presented. Procedural implications for its application in the planning process are discussed, and the potential for information technology support for such processes explored.

The purpose of this exploratory subanalysis was to compare the effects of two depression quality improvement approaches on clinical outcomes and service utilization for individuals with comorbid depression/anxiety. This study used data from Community Partners in Care (CPIC), a cluster-randomized comparative effectiveness trial ( N = 1,018; depression = 360; comorbid depression/anxiety = 658). Each intervention arm received the same quality improvement materials, plus either technical support (Resources for Services, RS) or support for collaborative implementation planning (Community Engagement and Planning, CEP). For the comorbid depression/anxiety subgroup, the collaborative planning arm was superior at improving mental health-related quality of life and mental wellness, as well as decreasing behavioral hospitalizations and homelessness risk at 6 months. The effects were not significant at 12 months. A collaborative planning process versus technical support for depression quality improvement can have short-term effects on mental wellness and social determinants of health among those with comorbid depression/anxiety.

To help synthesize and systematically organize the information, knowledge and resources for spatial decision support (SDS), and to help researchers and practitioners engaged in an actual planning process find relevant information and resources for solving their specific planning problems, the SDS Consortium and University of Redlands have developed a conceptual framework for SDS and a collection of SDS resources, hosted on the SDS Knowledge Portal. The conceptual framework includes a set of defined, inter-connected concepts pertaining to planning and spatial decision support, such as planning and decision problem types, application domains, knowledge domains and planning process including phases and steps. This conceptual framework is further used to organize a representative set of SDS resources, such as planning process workflows, methods, tools and models, data sources, case studies, literature, and so forth. The SDS Knowledge Portal facilitates learning of SDS and accessing SDS resources, promotes semantic clarity by adopting a common vocabulary for the user community, and promotes interoperability among SDS resources by using a standard set of concepts to define and classify these resources.

Introduction:Electronic Dance Music events (EDMs) are complex mass gatherings and given published rates of illnesses, injuries, and hospitalizations, these events can place an additional burden on local health care services. Accordingly, during the planning process for EDMs many stakeholders are involved; however, local hospitals, a key part of the medical safety plan, are often excluded. In this case report, it is posited that the involvement of local hospital(s) and the resulting integration of on-site and acute-care service provision during an event, ultimately reduces the burden placed on local hospitals.Methods:Case report; synthesis of published literature.Results:A 25,000 person per day, two-day mass gathering EDM event trialed a model of collaborative planning with a local community hospital. Planning included the identification of a hospital liaison, pre-event teleconferences between event staff, contracted and public medical response teams, emergency management teams, harm reduction practitioners, public health, and hospital personnel. Throughout the collaborative planning process, vital information was shared in order to optimize patient continuity of care and streamline the transition of care from site medical response to an acute care setting. Outcomes included the prevention of unnecessary transfers to the hospital; however, those patients who required transfer had their initial treatment started prior to leaving the venue. Further, collaborative planning also contributed to improved bidirectional data sharing to better understand the impact on the local hospital of the event, including transfers from the onsite medical team as well as transports from the community and self-presentations for care.Discussion:The collaboration of onsite medical and hospital teams improved the delivery of essential medical care to the patrons of the event and added a layer to the safety planning process essential to mass gathering events.

As New Zealand embarks on a new way of doing freshwater planning it is important to consider the forces driving this change, and some of the fundamental ideas about knowledge and democratic institutions that are being redefined along the way. Understanding these changes will help us to identify some of the challenges we must address to realise the potential of collaborative planning. This article draws upon the international and emerging New Zealand literature on collaborative planning, as well as the authors’ experience with a collaborative planning process for the greater Heretaunga plains of Hawke’s Bay.

New flood risk management policies account for climate and socio-economic change by embracing a more integrated approach. Their implementation processes require: collaboration between a group of stakeholders; combining objectives and funding from various policy domains; consideration of a range of possible options at all spatial scale levels and for various time horizons. Literature provides limited guidance on how to organise a collaborative planning process to devise integrated flood risk management (IFRM) plans. This paper presents a case study where a recently developed framework for process design and management has been used and evaluates whether or not the collaborative planning process led to an IFRM plan. The case study is Dordrecht (NL) where the new multi-layer-safety (MLS) approach has been applied in the context of the Delta Programme. The Delta Programme investigates how the Netherlands can adapt to the effects of climate change. MLS comprises three flood safety layers to reduce flood risk: flood protection, spatial planning, and emergency response. The framework has been shown to be effective in the delivery of an IFRM plan, it has been enriched by defining the interfaces between and phasing of planning activities, and can be further improved to better guide implementation and governance activities.

SUMMARYThis paper provides a systematic way to consider justice in community-based environmental planning and management. A conceptual framework connects the literature on management functions to the empirical and theoretical research on justice. Two contrasting case studies of the water reform process in Australia are used to illustrate how to apply this framework. These case studies show that certain perspectives of justice are particularly pertinent during different phases of a planning process, and that community-based environmental planning and management can be more difficult when the stakeholders involved have different values and views about a resource, and when perceived injustices occur early in a planning process.
