The Role of the Roads and Transport Authority (RTA) in the Transformation of Dubai into a Smart City

The continuous growth of cities brings out various concerns for improved development and management of the multifaceted urban systems, including those of resilience and smartness. Despite the many significant efforts in the research field, both notions remain changeable, thus retaining the lack of commonly accepted conceptual and terminological frameworks. The paper’s research goals are to designate the current direct and indirect links in the conceptualizations and research trends of the resilience and smart city frameworks and to prove the potential of the conceptual convergence between them in the context of urban systems. The application of a semi-systematic literature review, including bibliometric evidence and followed by content analysis, has led to the observation that as the resilience discourse opens up to embrace other dimensions, including technology, the smart city research turns its interest to the perspective of urban protection. Therefore, both concepts share the goal for urban sustainability realized through specific capacities and processes and operationalized with the deployment of technology. The paper’s findings suggest that the conceptual and operational foundations of these two concepts could support the emergence of an integrated framework. Such a prospect acknowledges the instrumental role of the smart city approach in the pursuit of urban resilience and unfolds a new model for sustainable city management and development.

Can the smart city provide a new perspective for public and academic libraries? How does the smart city impact the libraries as cultural and scientific assets? And how can libraries contribute to the development of the smart city? An overview of recent library models, like the learning center or the green library, reveals affinities with the concept of the smart city, especially regarding the central role of information and the integration of technology, people, and institutions. From this observation, the paper develops the outline of a new concept of the smart library, which can be described in four dimensions, i.e., smart services, smart people, smart place, and smart governance. However, the smart library concept does not constitute a unique model or project, but a process, a way of how to get things done, that is less linear, less structured, and more creative and innovative. Also, smartness may not be a solution for all library problems.

Ruang terbuka hijau telah dikenal memiliki peranan yang penting dalam meningkatkan kualitas lingkungan perkotaan. Ruang terbuka hijau dalam perencanaan kota kerap dianggap sebagai elemen pendukung terwujudnya smart city. Penelitian ini bertujuan untuk menemukan seberapa jauh peran ruang terbuka hijau lewat penyediaan wifi corner dalam perencanaan kota menuju konsep smart city. Metode yang digunakan adalah deskriptif kualitatif berdasarkan observasi, survey lapangan dan serangkaian wawancara. Studi kasus yang diambil dalam penelitian ini adalah dua kota di Kalimantan Selatan, yaitu Banjarmasin dan Banjarbaru yang telah memiliki konsep smart city. Hasil penelitian menunjukkan bahwa ruang terbuka hijau dalam perencanaan kota memiliki potensi yang kuat sebagai elemen pembentuk smart city. Apabila ruang terbuka hijau suatu kota telah direncanakan dengan baik dari berbagai segi fasilitas dan terkoneksi dengan jaringan internet yang berkualitas, maka dengan sendirinya konsep smart city akan lebih mudah dicapai. Kata kunci: perencanaan kota, ruang terbuka hijau, smart city, wifi corner. Green space has an important role in enhancing environmental quality of a city. Green space often considered as a supporting element for the concept of smart city. This research intended to acknowledge the role of green space through the installation of wifi corner in urban planning towards smart city. The methods that has been used was descriptive qualitative through observation, field survey and interviews. The case study in this research were Banjarmasin and Banjarbaru which already has the smart city concepts. The result shows that green space in urban planning is a potential element towards smart city. A well good planned green space with all the facilities that connected to a good internet network in a city might help forming the concept of smart city. The paper analyzes the key steps taken by different cities worldwide and gathered into a clear step-by-step roadmap that can be useful for emerging smart cities. The Roadmap covers three main stages as we see them during the process of development: preparation, formation and spreading stages. We reveal how this is incorporated in the Ukrainian context. Our analysis of smart city solutions from all over the world (based on the BeeSmartCity database) showed that the tech component on its own is not enough to overcome urban challenges within different domains (environment, economy, government etc.), as we see each of the solutions has a human component involved in a form of knowledge generation and sharing, different forms of co-creation and partnership etc. Thus, ICTs are a required but not a sufficient element of building successful citizen-friendly and resilient cities.
