Current study is aiming to investigate the key determinant factors of city attractiveness. Research background was triggered by, firstly, the lack of literature focused on this phenomenon. Secondly, the concern of people to live in environmentally friendly place and the local plan to complete city management in order to increase economics performance and international competitiveness by using visibilities and economics benefit globally. This research took sampling with specific target (600 respondents) from local potential talents, such as young entrepreneurship, international business, high educated persons with age range 25 until 45 years old. A ten likert scale is used to evaluate city brand which is considered as a key factor to influence city attractiveness. A structural equation modeling is deployed to analyze the city attractiveness driven. Those driven factors such as environmental outlook, responsive social service, tourism and cultural tangible, education and job opportunity, safety and health, international level and city attractiveness performance. Statistical outputs demonstrated that all hypotheses (H1 until H5) have shown significant antecedents of city attractiveness. H6 stated that international level is insignificant as a driver for city attractiveness performance.

In order to improve the monitoring effect of corporate human resource efficiency under the smart city management model, this paper establishes an evaluation model for the human resource management model between different growth stages of the organization, different organizations in different industries, and different organizations in the same industry. The proposed human resource management model is based on the deduction result of human resource planning and design, work system design and employee system design, and the dynamic matching of the three. Moreover, this paper uses the three-factor vector evaluation model to modify the management efficiency of the human resource model and designs the corresponding intelligent enterprise human resource efficiency monitoring model. In addition, this paper analyzes the system functions and designs experiments to test the model in this paper. Through experimental testing, it can be seen that the enterprise human resource efficiency monitoring system under the smart city management mode proposed in this paper has good practical results.

Digitalization of all spheres of the economy and social relations in the country sets the vector of changes in the management of regional economies. Having analyzed the most important directions for the domestic economy, enshrined in the national program Digital Economy of the Russian Federation, the absence of any significant references to the regions as subjects of the digital economy was revealed. It has been stated that for the effective transition to a digital economy the regions should independently develop and implement regional projects taking into account the risks of lagging behind, the potential of the region and available resources. There are considered the opportunities and threats for the regional economies during the transition to the digital economy. The analysis of the role of the state and regions in the formation of the digital economy is carried out. Examples of complex programs and concepts for the development of the digital economy in the regions of Russia are given, the main trends in the implementation of regional digital initiatives are listed. Structural changes in the economy are based on the internal technological and organizational modernization ensuring an increase in the efficiency of economic entities. The priority directions of digitalization of the most important industries and spheres for the Astrakhan region - agriculture, healthcare and city management - are substantiated. For the effective implementation of measures for the transition to the digital economy, it is proposed to create educational pools, taking into account the scientific and educational potential of the region. The formation of educational pools will increase the competitiveness of scientific institutions and educational organizations of region within the framework of training specialists in the above-mentioned industries and spheres.

The aim of the article: The main aim of the article is to present the essence and significance the institution of civic budget as a tool not only allowing citizens to actively participate in the process of deciding about the directions of spending public funds, but also a tool to determine the directions of social expectations, the essence and importance of social participation. Hypothesis: The hypothesis accepted in the study stipulates that the growing popularity of the civic budget makes it an effective tool for social participation. Methodology: The study was based on a literature review, legal acts, information on the functioning of the civic budget in Lodz as well as a questionnaire conducted among the city residents. Results of the research: The civic budget in Lodz has been functioning for eight years, and during this time it has been constantly contributing to the idea of citizen involvement in the decision-making process. Although the budget procedure itself is undergoing numerous corrections and transformations, as the ongoing political, social and macroeconomic changes must be taken into account, it is still a basic tool enabling active participation and involvement of citizens. The matters it concerns are important to the community, and the civic budget offers an opportunity to express their opinions on key issues. The conducted survey indicates that Lodz is a positive example of using the participatory budget mechanism in the city management process. The sustained high (on a Polish scale) turnout confirms the inhabitants’ interest and willingness to change the public space, thus positively influencing the building of a sense of local community.

Abstract: Wise city management, good road management is one of the most important things. Traffic congestion can be effectively controlled, provided that the number of vehicles passing through a traffic junction can be determined in advance. The proposed approach introduces a framework, which has the potential to continuously transmit traffic and generate alarms in the event of a major traffic congestion at the Sangli control station or in similar Indian cities. The number of vehicles passing through the area well before the required road junction can be estimated using the help of image processing techniques. In addition, monitoring information can be shared with a remote control centre near the city via the Internet. The tests performed show the effectiveness of this Internet-based technology (IoT) technology. <div>Dashboard has been around for a long time, and many have been developed as a governing and monitoring tool in city management, such as crime monitoring. However, the majority of crime dashboards function as a visualization tool and few of them has been specifically developed for crime analysis and prediction.</div><div>This thesis focuses on the development of geospatially-enabled crime dashboards with spatial analysis capabilities for supporting crime analysis and prediction. A prototype has been designed and implemented to support the understanding of crime events for crime reduction efforts. This dashboard will assist policy makers and leaders in crime fighting by visualizing basic statistical information of crimes, revealing their spatial and temporal patterns, identifying crime clusters, and analyzing relationships between crimes and other factors. Based on the criteria developed in this thesis, the prototype confirmed its ability of enhancing the understanding of crime events.<br></div>
