<p><strong>Abstract.</strong> Unmanned Aerial Vehicle (UAV) technology is revolutionizing and acting as an alternative for many of remote sensing applications, particularly for very high resolution satellite requirements, considering easy of flying in the areas of persistent cloud cover like North East. According to top market reports, UAV business is growing at very fast rate. It is valued at USD 18.14 Billion in 2017 and is projected to reach USD 52.30 Billion by 2025, at a CAGR of 14.15% from 2018 to 2025.</p><p>North Eastern Space Applications Centre, Umiam, Shillong, Meghalaya, which is responsible for promoting space technology tools for governance and development activities; has taken up a lead role in initiating use of Unmanned Aerial Vehicle for large number of applications such as natural resources management, infrastructure development, disaster response and rescue, project monitoring, research and development etc. Capacity building, training and outreach are important activities taken up by NESAC for promoting use of UAV remote sensing at central/state/academic/research institutions and individual level.</p><p> As part of capacity building, NESAC has successfully organized two 2 weeks training program for UAV Remote sensing &amp; Applications for the participants all over the country. NESAC has also organised 1 week training programs for officials from State Remote Sensing Centres of North Eastern Region and North Eastern Council. More than 100 participants have been trained from different part of the country. The focus of the training was to include all aspects of UAV Remote Sensing applications. The details of course curriculum are: basic concepts of UAV, building of UAVs, UAV flight simulation, flight planning, UAV data processing, generation of DSM/DTM/Orthomosaic, use of UAV data for different applications in the field of Agriculture, Disaster management, Forestry, Infrastructure planning, construction monitoring etc. Pilot project is also incorporated as part of the training. Apart from training programs at NESAC, large numbers of application projects (&amp;gt;<span class="thinspace"></span>60<span class="thinspace"></span>nos.) have been successfully completed. Outreach activities are also carried out which includes exhibiting UAVs at seminars, demonstration to large no. of students, showcasing UAV capabilities at disaster drills carried out by State Disaster Management Authority (SDMA) etc. The new initiatives of UAV convinced all concerned at taking up UAV RS applications for governance and developmental activities. Abstract. India is one of the top space-faring nations in the world, which not only to build satellites and launches them using indigenously developed launch vehicles but also spearheads the use of space technology for many applications at the national and international level. Training, education and capacity building (TECB) are important components in promoting the use of space technology, thereby benefitting the society. North Eastern Space Applications Centre (NESAC) is one of many institutions under the umbrella of Indian Space Research Organisation (ISRO), Department of Space (DOS) which is responsible for promoting TECB at National level. ISRO / DOS also supports TECB at an International level through many initiatives such as IIRS – ITC JEP, UN-CSSTEAP, CEOS, UNSPIDER, UN-FAO, WMO, Commonwealth, and BIMSTEC etc. NESAC established in 2000, initiated capacity building and spearheaded Outreach programs from 2019 in the North East Region of India. Prime Minister of India announced in the plenary meeting of BIMSTEC(Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) Summit at Kathmandu, Nepal in August 2018, recognizing NESAC to conduct space technology training programs of two weeks and 3 months for BIMSTEC Countries every year for the next five years with full financial support from Government of India. The first two week training program on “capacity building on the earth observation applications and research” was successfully conducted for 24 participants, four participants each representing Bangladesh, Bhutan, Thailand, Myanmar, Nepal, and Sri Lanka. The participants are from User Departments, Science and Technology Ministries, Space Organizations and Academia and Research Institutions. The training benefitted the participants from state of the art training facilities and experienced faculties from NESAC/ISRO/Academia from across India. The summary of feedback from the participants (excellent – 57%, good – 40%, average – 2.6% and poor – 0.4%) indicates that the course is very much useful as it has enhanced their knowledge in earth observation, geospatial analysis capabilities that will be put into use on their return. The training and capacity building has opened new vistas of cooperation and possible collaboration between BIMSTEC countries ranging from availing satellite data, expansion and access to data sharing portals, creating knowledge network to promote young researchers and expert sharing within the region, further to expand the capacity building by initiating distance learning programs, taking up joint research and application projects, etc. The rich experience of conducting a unique program, one of its kind and detailed feedback and possible expansion of BIMSTEC programs in the future is presented in the paper.

Space activities can bring tremendous benefits to global development and humanity. For the safety, security, and long-term sustainability of outer space, activities and developments in the exploration and use of outer space must therefore be guided by the effective formulation, implementation, and enforcement of law and governance. Concerted and quality space law education and capacity-building efforts are necessary for the cultivation of competent professionals, scholars, and next-generation experts who are cognizant of the emerging issues and challenges posed by the proliferation of space activities and actors in the global commons of outer space. In order to fully grasp space law, it is important to possess a basic understanding of space technology, space applications, and the space environment in which the exploration and use of outer space take place. Not only should space law professionals and scholars be trained in law and have a deep understanding of especially public international law, but the approach to space law education and capacity-building must also be uniquely holistic and interdisciplinary. Hence, education and capacity-building can stimulate international development and cooperation in space activities and contribute to building expertise and capacity in countries with emerging space capabilities.
