The article discusses selected issues of the development of the power industry in Russia. The relevance of the development is related to the development of the electric power industry, meets the Federal Law of the Russian Federation No. 399 “On Amendments to the Federal Law “On Energy Saving and Improving Energy Efficiency...” dated 12/28/2013. The article used statistical methods, the method of averages, the index method ; analyzed trends in the production and consumption of electricity in the Russian Federation; Cause-and-effect relationships between production, consumption, and rising electricity prices have been identified; developed criteria for evaluating the effectiveness of measures to implement the program for the development of the power industry proposed the author’s approach to calculating the degree of effectiveness of the measures taken to ensure the implementation of the program; justified the conclusion about the need to create an institutional system as a mechanism for the innovative development of the electric power industry.

Introduction. The article is devoted to the export potential analysis of the electric power industry in the Russian Federation during the convergence period of the electric power complex into the Common Electricity Market of the Eurasian Economic Union.Materials and methods. The authors review the main indicators of the electricity sectors of the Eurasian Economic Union State Members. As a result of the analysis, it is revealed that the Russian electric power industry is the most large-scale and diversified industry in comparison with other Union state members. It is substantiated that the electric power complex of the Russian Federation could be fully provided with Russian fuel and energy resources, which give additional stability and competitiveness. Results. The evaluation of the electric power industry export potential of the Russian Federation couldn’t be made without determining the electric energy competitiveness, in which, according to the authors, it is advisable to include indicators of specific reference fuel consumption, loss in grids and cost of electric energy, both on the territory of the Eurasian Economic Union State Members and in the overseas market. As a result of the competitiveness analysis, it was revealed that Russian electrical energy may have certain competitive advantages in the common market and in foreign electricity markets.Discussion and conclusions. The main conclusions about the research results are made by the authors.

The article analyzes the formation of the contractual communication structure in the electric power industry after its reform in the Russian Federation. The electric power industry in the USSR was built on the basis of technological unity. This principle was violated as a result of the privatization of the energy sector. At the organizational level have been produced: a parallel gap of the joint electricity producer; series‑parallel gap of transmission; the functional gap of electricity transmission; electricity market is divided into wholesale and retail. A large number of intermediaries were created. In the future, a special structure of contractual relations was created, which was mandatory. The conclusion of contracts for energy companies became mandatory; contracts became standard; pricing was mandatory. This was done on the basis of the principle of technological unity of the electric power industry, which allowed the author to draw a conclusion about the administrative and legal nature of the structure of contractual relations in the electric power industry.

The concept of the “Energy strategy of Russia for the period up to 2035” implies a comprehensive structural transformation of the energy sector and its transition to a qualitatively new level through the use of digital technologies. One of the first steps in building a model of the Internet of energy in Russia may be the introduction of a mechanism for creating industrial microgrids, for which a draft resolution of the government of the Russian Federation has already been developed. The article considers the features of functioning of a new subject of electric power industry - active energy complexes, their conceptual, economic and legal features, and also developed a method for evaluating the system effects of their implementation.
