The Promise of Representative Bureaucracy and Citizen’s Trust in the Civil Service in Nepal

PurposeThe purpose of this paper is to investigate, firstly, to what extent has Nepal’s bureaucracy become representative in terms of reflecting the country’s demographic composition, and secondly, has the bureaucracy become more responsive to citizens since the implementation of a quota policy in 2007.Design/methodology/approachThis paper relies on factual and perceptual data in analysis. In order to analyze and interpret representative bureaucracy, this paper adopts factual data derived from the secondary sources, especially data generated by the Government of Nepal. Second, the perceptual set of data was collected through two rounds (2008, 2014) of a country-representative survey in Nepal.FindingsThe findings suggest that in terms of representativeness, the bureaucracy is still dominated by high-caste Hindus, while other ethnic communities, except the Newars, are utterly under-represented. Surprisingly, Dalits are represented in higher posts as per their percentage in the population, but they are still underrepresented in the civil service in general. Women’s representation has also increased through participation in the civil service, but they still mostly hold junior or non-gazetted posts. Citizens’ evaluations regarding responsiveness and processes of service provision are also mixed.Originality/valueThis paper is a unique attempt to understand the aspects of representativeness and responsiveness in relation to Nepalese Civil Service.

Past theories of representative bureaucracy have four weaknesses: they assume that traditional controls are ineffective without empirical evidence, rely on secondary variables, omit the effects of lifetime socialization, and do not consider the role of individual bureaus. Because of these weaknesses, a representative bureaucracy need not be a responsive bureaucracy. Although restricted by secondary analysis, this paper seeks to eliminate these failings and empirically demonstrate the unrepresentative nature of the United States federal bureaucracy. The representativeness of various grade classifications, special services, and bureaus is also measured; and the United States upper civil service is compared to that of five other nations. After an attempt to measure the values of bureaucrats, the future concerns of the theory of representative bureaucracy are outlined.

The purpose of this paper is to examine the historical and comparative analysis of colonial and post-colonial civil service in Nigeria and to probe issues connected with Nigerianisation of the civil service. It attempts to justify that both colonial and post-colonial civil service recorded bureaucratic successes but quota and federal character policies partly affected post-colonial bureaucratic practice in Nigeria. The paper applies historical and comparative analysis of colonial and post-colonial civil service in Nigeria. The paper finds that colonial administration introduced representation of indigenous officials in administration and recognized the strength of the merit principle in the practice of representative bureaucracy in Nigeria but post-colonial administration mixed meritocracy with federal character and quota policies. The paper presents elaborative discussions on strategies to break up the power hegemony of national executive with constitutional provisions of federal character policy and effects of its application subsumed in the analysis that administrative decentralization has its flaws.
