This study uses a computable general equilibrium approach to investigate the impact of high global food and agricultural commodity prices and two mitigation options (a rise in agricultural input subsidies and an improvement in agricultural productivity) on poverty and economic performance of Malaysia. Simulated results showed that, as a whole, the high global food price has a negative impact on the economic growth of Malaysia. It decreases real gross domestic product of Malaysia by 0.53%. Although the food price hike initially increases poverty in urban areas, it would significantly decrease the poverty of rural and noncitizen households. However, both mitigation options can reduce the negative impact of the shock on the poverty and economic growth of Malaysia. The agricultural subsidy rise option cannot reduce the poverty level of all household groups, whereas the productivity improvement option can alleviate the poverty level of all household groups. In conclusion, results suggest that the agricultural productivity improvement option is more effective than the agricultural subsidy rise option to mitigate the negative impact of global food price shocks on the economy and poverty of Malaysia.

AbstractThroughout Asia, the relationship between the state and the rural sector has shifted from taxation to subsidy. The political tussles over subsistence between resistant peasants and taxing states, eloquently described by James Scott, have been replaced by a more affluent political dynamic focussed on subsidy and productivity. This article explores this transformation by means of a comparative study of Thailand and South Korea. Like many other countries, Thailand and South Korea have followed the path from taxation to subsidy but Thailand has never successfully addressed its legacy of low agricultural productivity. Contemporary South Korean agriculture, by contrast, is a result of a century-long investment in productivity improvement, in both its taxation and subsidy phases. The interaction between government policy and agricultural productivity has important political implications. Whereas South Korea has made a successful democratic transition and achieved a broad consensus on support for the agricultural sector, Thailand has failed to effectively manage the contemporary dilemmas of exchange between rural people and the state.

Oleh karena itu penguatan sektor pertanian melalui program peningkatan produktifitas perlu dilakukan dimana salah satunya berhubungan dengan peran penyuluh pertanian. </em><em>Tujuan dari kegiatan penelitian ini adalah mengukur </em><em>kinerja penyuluh pertanian dalam rangka meningkatkan produktifitas pertanian di Jawa Timur</em><em>. </em><em>Pendekatan penelitian ini menggunakan pendekatan/metode deskriptif, analitik dan korelasional. Daerah penelitian dilaksanakan secara purposive method pada 4 (empat) kabupaten di Jawa Timur, yaitu Jember, Banyuwangi, Nganjuk, dan Kediri. kinerja penyuluh pertanian dalam rangka peningkatan produksi pertanian Di Jawa Timur memiliki kategori sangat baik. Strategi Kebijakan Penyuluhan yang tepat untuk meningkatkan produktivitas pertanian adalah meningkatkan program-program terkait kelembagaan, kuantitas dan kualitas penyuluh serta perbaikan kelembagaan kelompok tani. Tujuan yang harus dicapai adalah peningkatan mutu penyuluhan pertanian, sasaran dari tujuan tersebut adalah peningkatan kualitas dan kuantitas penyuluh melalui pendidikan dan pelatihan, serta pemberdayaan kelompok tani.</em></p><p align="center"> </p><p align="center">AGRICULTURAL EXTENSION CAPACITY IN EFFORTS TO INCREASE AGRICULTURAL PRODUCTIVITY IN EAST JAVA</p><p><strong>ABSTRACT</strong></p><p><em>East Java province is one of provider agricultural products. Therefore, the strengthening of the agricultural sector through productivity improvement programs need to be done one which relates to the role of agricultural extension. The purpose of this research activity is to measure the performance of agricultural extension in order to increase agricultural productivity in East Java. This research approach using the approach / method descriptive, analytical and correlational. Research area by purposive method in 4 (four) districts in East Java, that are Jember, Banyuwangi, Nganjuk and Kediri. Agricultural Extension Performance in order to increase agricultural production in East Java has a very good category. Right Extension Policy Strategy to improve agricultural productivity is improving programs related to institutional, quantity and quality of the extension and improvement of farmers groups. Goals to be achieved are improving the quality of agricultural extension, the target of these objectives is to increase the quality and quantity of extension through education and training, as well as the empowerment of farmer groups.</em></p><p><em><br /></em></p>

Anchored by construal level theory and appraisal theories of emotion, this study examines whether discrete emotions vary along with perceived psychological distance of climate change impacts. We found that reduced psychological distance perception led to an increase in concrete emotions such as anger, fear, sadness, and guilt. In contrast, increased psychological distance perception led to an increase in hope—an abstract emotion. Compared to anger, anxiety, and hope, fear, guilt, and shame had more limited impact on climate mitigation action and policy support. Trait empathy moderated the effect of psychological distance manipulation on distance perception and emotions.
