Vocational training for ethnic minorities in general in general and ethnic minority women in particular in the 5 provinces of the Central Highlands is one of the issues that are always top priority in policies on socio-economic development of the provinces in the Central Highlands. It is very important and necessary to research and properly assess the status of vocational training for ethnic minority women in the district-level vocational education and continuing education centers in the five Central Highlands provinces. The author of the article has conducted a survey on the current situation of developing vocational training models for ethnic minority women in the Central Highlands in the 2016-2020 period, analyzing the strengths, weaknesses, reasons and the problems posed to effectively manage and develop the vocational training model for ethnic minority women in the Central Highlands in the coming time.

This scientific paper examines and evaluates the situation of vocational training for ethnic minority women in extremely difficult communes in the Southwestern region. Based on this grounds, it is building and proposing a rational, effective and scientific vocational training model. The results of the survey and analysis show that the situation of vocational training for ethnic minority women in extremely difficult communes in the Southwestern region is ranked only of average and low efficiency. One of the reasons is that research and development of a suitable, effective and scientific model of vocational training for ethnic minority women has not yet been studied and built. Within the paper, the author proposes the following four model groups: 1) Vocational training model by organization (with 6 specific models); 2) Vocational training model by the field of labor (with 2 specific models); 3) Vocational training model for labors in specialized farming areas (with 2 specific models); 4) Vocational training model for ethnic minority women in handicraft villages (with 3 specific models)

The Khmer ethnic minority group resides mainly in the Southwestern provinces. In the past years, the socio-economic life of the people has been constantly developing, The appearance of rural and remote areas has not ceased to flourish. However, besides the positive factors, due to the subjective and objective impacts, the inhabited area is still a low-lying education area, low education level; living conditions of the people are very difficult, many Khmer households do not have or lack of productive land, residential land... This article mentions with one of the contents of socio-economic development, hunger eradication and poverty reduction in the Khmer ethnic minority area in the present period. That is to develop effective vocational training models for Khmer ethnic minority women. Through this, offering specific solutions which contribute to improving the effectiveness of vocational training, solving employment for Khmer ethnic minority women.

Resume. Global social shifts are requiring qualitative growth of staffing education at all levels. In the period of changes, the system of certification training and postgraduate education of managerial, pedagogical and scientific-pedagogical workers of the branch identified as a priority in implementing innovative approaches to the formation of a new generation of educators, development of new strategies, forms, the content of their professional growth. The study proposes to consider diversification of advanced training for education workers at all levels using the consortium resource as a new institutional form of an educational organization. The effectiveness of the proposed model in ensuring the systematic coordination of inter-institutional cooperation in the fields of academic mobility, research, technological development, and innovation, enhancing the competitiveness of national education at the international level had been proved. Following the example of the activities of the Consortium of Postgraduate Education Institutions and the Ukrainian Open University of Postgraduate Education new opportunities for the qualitative development of postgraduate education have been opened. These opportunities are sharing open educational technologies, resources, and repositories, creating new models of collaboration to develop and disseminate educational resources, the purpose of which is to ensure the quality of education and to implement educational activities based on new technology, didactics and the organization of training. The basic directions and models of innovative approach are analysed for education workers training at all education levels in the context of sustainable development goals, the need for diversification of professional development of pedagogical, scientifically pedagogical and managerial education workers in the context of multi-vector interaction of educational institutions through a consortium is investigated and substantiated. It is proved that the introduction of diversified models of institutional organization of education in the digital society is a crucial component of the continuity of professional development of management, pedagogical and scientific-pedagogical workers and education as a whole.

Local ethnic minority women in the extremely difficult communes of the Central Highlands have received suitable vocational training, most of them have found jobs and have income. But in reality, there are still many local ethnic minority women in the extreme difficult communes of the Central Highlands still face many difficulties in accessing careers, in choosing training jobs and benefiting from appropriate vocational training model... On the basis of research and analysis of the results of vocational training implementation; Practical implementation of models of vocational training and job change for local ethnic minority women in the extremely difficult communes, the author of the article has proposed views and orientations on building training models; Proposing 07 solutions to manage and develop vocational training models and sustainable poverty reduction in the Center for Vocational Education and Continuing Education at district level for local ethnic minority women in special difficult communes in the Central Highlands today. Through the testing process, 07 management solutions have been evaluated as urgent and highly feasible.

Purpose The purpose of this paper is to discuss the implementation of a skills development project aimed at increasing the technology competencies of participating librarians in Columbia University’s Science & Engineering Libraries, in response to changing instructional needs. Design/methodology/approach Adopting a DIY or Maker learning model gave librarians a perfect opportunity to experience learning new technology skills just as their users encounter them. Findings The authors conclude that this collaborative project methodology could potentially fit a large variety of different library environments, providing other institutions with an excellent opportunity to reassess and revamp staff skills, no matter their instructional focus. Originality/value The literature notes that previous library staff training models were largely devised for newly matriculated Library and Information Science graduates preparing to enter the workforce. Burgeoning technology developments require libraries to explore novel methods to expose staff to new technology skills; this case study applies the programmatic lens of the Maker Movement to a collaborative staff learning model.

The article is devoted to the analysis of the formation and imple- mentation of the organized recruitment system. Organized recruitment as a new technology for attracting labor migrants has been carried out in the Russian Federation since 2018. The main purpose of the organized recruitment is training in complex pre-immigration centers and sending citizens of the countries of the Commonwealth of Independent States (CIS) to work in the Russian Federation. An organizational recruitment is a set of measures for the selection and training of demanded labor migrants, registration and maintenance of their labor relations with interested Russian employers. Organizational recruitment is a complex pro- cess of coordinated interaction between the employer, labor migrants, recruit- ment agencies, vocational training centers and other organizations participating in the organizational recruitment. Organizational recruitment can become an important tool for facilitating the adaptation of labor migrants in the Russian Federation, since a labor migrant arrives according to an organizational recruit- ment at a prepared and previously agreed workplace, and the employer, having received a demanded employee, is interested in creating the necessary social, household and other conditions for his early adaptation. The article analyzes the problems faced by the organizers implementing this scheme for attracting labor migrants. The reasons for the actual failure of the organizational set, which for three years of implementation could not turn into a functioning debugged sys- tem. At the end of the article, the author offers recommendations for improving the organized recruitment system.
