This chapter is devoted to the description of the existing system of training, retraining, and advanced training of state and municipal employees in Russia and the proposal of options for solving the problems facing society and strengthening Russian statehood. The organization of training, retraining, and advanced training of state and municipal employees includes a system of measures to create new, re-profile, and improve existing educational institutions and optimize the mechanisms for competitive selection and selection of trainees and teachers. At the same time, education has a decisive role in training personnel for state and municipal service.

Актуальность статьи обусловлена проблемами, связанными с необходимостью разработки эффективных способов интеграции педагогических технологий и открытых образовательных ресурсов (ООР) в образовательном процессе. В статье раскрыты перспективы и преимущества использования ООР и массовых открытых онлайн-курсов (МООК), показана их роль в развитии и непрерывном обновлении компетенций в области использования цифровых технологий в образовании. Цель статьи заключается в оценке потенциала ООР, выявлении основных проблем интеграции педагогических технологий и цифровых ресурсов в образовательном процессе, систематизации барьеров использования открытых образовательных ресурсов, разработке способов преодоления трудностей цифровой трансформации учебного процесса. Анализ проведенного опроса преподавателей позволил определить особенности применения ООР в образовательном процессе вуза; выявить группы барьеров, с которыми сталкиваются преподаватели в использовании ООР. В качестве важного дидактического средства интеграции образовательных и открытых цифровых ресурсов рассматривается технология смешанного обучения. Описаны варианты проектирования моделей смешанного обучения, которые были разработаны и внедрены в программах повышения квалификации преподавателей КНИТУ. Проанализированы результаты реализации моделей смешанного обучения, которые различаются приемами использования ООР для изучения учебной дисциплины, а также степенью реструктуризации образовательного процесса. Полученные результаты исследования позволили предложить рекомендации по проектированию моделей смешанного обучения, по разработке методической поддержки ООР, которые являются инновационными инструментами широкого распространения и использования образовательных материалов. Статья предназначена для преподавателей вузов и организаций, осуществляющих повышение квалификации педагогических работников. The relevance of the article is due to the problems associated with the need to develop effective ways to integrate pedagogical technologies and open educational resources (OER) in the educational process. The article reveals the prospects and advantages of using OER and massive open online courses (MOOCs), shows their role in the development and continuous updating of competencies in the use of digital technologies in education. The purpose of the article is to assess the potential of OER, identify the main problems of integrating pedagogical technologies and digital resources in the educational process, systematize the barriers to using open educational resources, and develop ways to overcome the difficulties of digital transformation of the educational process. The analysis of the survey of educators made it possible to determine the features of the use of OER in the educational process of the university; identify groups of barriers that educators face in using OER. Blended learning technology is considered as an important didactic means of integrating educational and open digital resources. Variants of designing blended learning models are described, which were developed and implemented in advanced training programs for educators of KNRTU. The results of the implementation of blended learning models are analyzed, which differ in the methods of using OER for studying an academic discipline, as well as in the degree of restructuring of the educational process. The results of the study allowed us to propose recommendations for the design of blended learning models, for the development of methodological support for OER, which are innovative tools for the wide distribution and use of educational materials. The article is intended for educators of universities and organizations that provide advanced training for educational workers.

The article is dedicated to Mariya Dmitrievna Kovrigina. She was a prominent organizer of Soviet healthcare, the Honoured physician of the Russian Soviet Federative Socialist Republic (RSFSR). During the Great Patriotic war and the post-war period M.D. Kovrigina for 17 years held many leading posts of Deputy Minister and Minister in the apparatus of Ministry of Healthcare of the RSFSR and USSR (1942-1959). Then for 27 years, she worked as the rector of the Central institute for Advanced Training of Physicians (1959-1986). The article provides some little-known facts from the biography of M.D. Kovrigina, which allows showing her contribution to the development of Soviet healthcare, as an experienced and professional organizer and as person sincerely sick soul for the work entrusted to her.

В статье представлен анализ полученных результатов изучения проблем, возникающих в процессе применения цифровых образовательных ресурсов и цифровых технологий педагогами общеобразовательных учреждений в образовательном процессе. Показана возможность методической площадки как одной из форм методического сопровождения педагогов в освоении и совершенствовании у них умений использовать цифровые образовательные ресурсы и цифровые технологии в школьном обучении. Статья предназначена для работников общеобразовательных учреждений, системы повышения квалификации педагогических работников, исследователей. The relevance of the article is due to the need to study the problems of using digital educational resources and digital technologies in the educational process of educational institutions. The analysis of literary sources on the problem of digitalization in education allowed the author to concretize the advantages and disadvantages of this process in the context of schooling. The article presents an analysis of the obtained results of studying the problems arising in the process of using digital educational resources and digital technologies by teachers of educational institutions in the educational process. The possibility of a methodological platform as one of the forms of methodological support of teachers in the development and improvement of their skills to use digital educational resources and digital technologies in school teaching is shown. Introduction. The training of management personnel is a priority task of the state policy in health care since the effectiveness and efficiency of the health care system depends on the level of competence of these specialists, both at the level of a particular territory entire state as a whole. In improving the potential of the leading personnel in the industry, the activities of Department of social hygiene and organization of healthcare of the Central Institute for Advanced Training of Physicians were of particular importance. Having this information will help understand the origins of the development of the foundations of the training health management personnel system. The purpose of the study is to identify the main features of the activity and the contribution of the Department of social hygiene and organization of healthcare of the Central Institute for Advanced Training of Physicians in the 30-80th of the XX century in the formation and development of the system of training health management personnel. Material and methods.Based on the scientific principles of historicism, consistency and objectivity, content analysis, comparative-historical, problem-chronological, typological research methods were used, which made it possible to establish cause-and-effect relationships connecting the identified individual historical events and facts. Results.The diligent work of the department contributed to the development of the basic principles and mechanisms for raising the level of professional qualifications of management personnel aimed at optimizing the activities of health authorities and institutions, improving health protection and improving the quality of medical care for the population, increasing the personal responsibility of medical workers for work results, the ability to work with personnel in conditions. Conclusion. The obtained results of the study, based on the context of the historical reconstruction of activities, indicate the significant contribution of the department to the creation of the fundamental foundations and a robust base for the training of health management personnel. The variety of completed forms and terms of training contributed to the prompt and flexible solution of problems related to territorial characteristics, conditions of professional activity, training needs, the formation of a school of advanced experience in training leading personnel in the industry.

In 1988 I was lucky to attend advanced training (4 months) at the department of civil procedure of the Lomonosov Moscow State University, which was headed by Mikhail Konstantinovich Treushnikov, an amazing man: a talented scholar, a former judge, intelligent, calm, who managed to preserve the Volga language and himself as he was – a Person and a Teacher for many generations of lawyers, among which not only Moscow State University graduates. Being already a teacher, I listened to his lectures with pleasure together with my students, and I truly enjoyed the content and the manner in which the material was presented. By the way, I used some examples later in my lectures, they were so colorful and multifaceted. Three decades later I found myself again at the department of civil procedure of Moscow State University, when I was congratulating a successfully defended scholar: the same atmosphere of intelligent staff, kind and very talented scientists, headed by the timeless Mikhail Konstantinovich. Mikhail Konstantinovich’s contribution to procedural science and to the development of procedure law is invaluable. It so happened that in scientific terms I joined a large number of proceduralists working on questions of evidence. And I have always learned from our great Scientist and Person, Mikhail Konstantinovich Treushnikov. Mikhail Konstantinovich was also a talented teacher and organizer. Textbooks, commentaries, practical works of the department are invariably interesting and executed at the highest level. There are already several generations of talented and successful scholars in the department of civil procedure, who themselves became teachers for the next generations – to open the way to the development and success of young people is also a talent of the Head and the Scientist.

The paper actualizes the importance of modifying the portrait of a 21st century teacher, which is being transformed in an era of uncertainty. On the basis of theoretical analysis, the authors fixed the modern requirements for a teacher working in the digital era: professional, creative, information, communication, social competence; multitasking; emotional intelligence; cultural, professional and pedagogical mobility. Differences were identified between the modern teacher and the teacher who worked at school 10 years ago; identified professional risks. During the empirical research, quantitative (questionnaires, content analysis) and qualitative methods (polls, interviews, included and non-included observation, analysis of the teachers creative works) were used. The research involved 300 teachers from the Pskov and Moscow regions, as well as from the city of St. Petersburg. The empirical research carried out made it possible to supplement the teachers professiogram with practice-oriented skills. Based on the results of the research, the authors propose a professional development program for teachers called The Modern Teacher and the Challenges of the 21st Century. The advanced training program for teachers is based on the provisions of the system-activity, anthropological and synergetic approaches, and is implemented through interactive forms of work. The topic of classes, forms of conducting, and the features of interaction with teachers during the courses are described. The practical significance of the study lies in the possibility of meaningful updating and implementation of advanced training programs for teachers working in the digital era. The professiogram of a modern teacher has undergone a transformation: a multi-tasking teacher-manager who owns technical means and knows how to find contact with children living in digital reality becomes a teacher of a new formation.

The aim of the study was to assess the effectiveness of the formation of universal and professional competencies of doctors healthcare organizers during distance learning on training cycles. The objectives of the study included the development of an additional professional advanced training program "Organization of health care and public health" with the inclusion of a training module using distance learning technologies (DLT) "Development and implementation of a quality management system in a medical organization", development of a distance course "Organization of internal quality control and safety of medical activities" with an adapted system for assessing the level of competence formation in the form of test control and experimental verification of the effectiveness of the formation of universal and professional competencies of doctors healthcare organizers in distance learning in comparison with the traditional form in training cycles. Reliable results have been obtained on the effective formation of competencies both in traditional learning and in learning using DLT. The assessment of the reliability of the differences in test results after training between the experimental group, trained using DLT, and the control group, using the traditional form of training, was carried out. There were no statistically significant differences in test results between the compared groups. Thus, the results of the study indicate that the use of DLT in teaching and the education quality control system adapted to them makes it possible to effectively form the universal and professional competencies of doctors in the courses of advanced training. At the same time, mandatory preliminary measures should be taken, including the development of a professional development program with the inclusion of a distance learning module and the development of a distance course with an adapted knowledge control system.
