Pedagogical patterns describe teaching ideas that can be applied in different ways in teaching in different disciplines, and for different types of students. They are a tool for sharing experience and good practices between teachers. The use of pedagogical patterns in online learning is a challenge that can be met by using an appropriate software system for learning management. The article proposes a model of educational objects, suitable for software imple-mentation, which we call pedagogical pattern instances, or for short - in-stances. One instance combines specific learning content with additional fea-tures. Learning content can have different “views” that present knowledge in different ways, for example, through text files of presentations, audio or video content, interactive content, etc. Logical categories of characteristics and activities form the “aspects” of the instance, such as methodology, adap-tivity, assessment, etc. The proposed pattern instance model is flexible. It can be expanded with new features and adapted to specific goals and designs. The paper also outlines a conceptual framework of an e-learning software system using the presented model of a pattern instance.

In recent years, the role of internet and communication technology (ICT) has significantly impacted organisational activities including leadership practices. In this sense, interactions between leaders and followers have undergone tremendous technological changes that have reduced face-to-face interactions. Therefore, this study was designed to examine the imple-mentation of using technological advances to develop an e-leadership platform for teachers and school leaders. A survey of the feedback from 260 in-service teachers currently with two private secondary schools was undertaken. Findings revealed that the school principals had used ICT-based e-leadership practices to conduct online meetings with teachers and disseminate relevant information on the school’s administrative tasks. Most importantly, the principals have used e-leadership on a regular basis in planning and developing strategic school-improvement plans with teachers. As a result, the use of ICT-based e-learning has increased teachers’ efficiency and performance and contributed to practical and effective school administration.

The purposes of this research are to describe and compare the effectiveness of the imple mentation of scientific approach using problem based learning and learning cycle 5E model viewed from achievement spiritual attitudes, social attitudes, knowledge, and skills of students on polyhedral topic in Junior High School Grade VIII. This research is quasi experiment using nonequivalent (pre-test and post-test) group design. Population in this research are all of students grade VIII Junior High School 12 Padang. The sample was grade VIII4 and VIII5. The instruments used are questionnaires spiritual attitude and social attitude, knowledge and skill test. The results of the research are as follows the implementation of scientific approach with problem based learning and learning cycle 5E model is effective viewed from the achievement spiritual attitudes, social attitudes and knowledge of students, but not effective viewed from students skill, and there are no differences between the effectiveness of the implementation of scientific approach using problem based learning and learning cycle 5E model.

The article substantiates the thesis that administrative law is the legal basis for the implementation of public  administration. Each public institution performs a certain function in the state, which contributes to the imple- mentation of state policy in a particular area of public life in order to achieve the common good - building a civil  society and the rule of law in a particular area. The institution of public administration is no exception as an activ- ity aimed at solving priority tasks and achieving specific goals to increase the efficiency of state bodies and enter- prises, institutions or organizations in a clearly defined area, optimizing their activities in view of a set of external  and internal factors. Like any public activity, public administration is determined by the rules of law that regulate  relations in this area and through which it is implemented and performs its direct functions. It was found out that  public administration is realized through norms of administrative law. It is the norms of administrative law that  can help to form such a model of public administration in Ukraine, which will make it possible to harmonize the  relationship in the system “man - state” and ensure that the interests of both parties in public policy in all spheres  of society. It is proved that administrative law with its system of institutions and legal norms should become the  platform on which public administration in Ukraine will develop. Therefore, it is substantiated that public admin- istration is realized through the norms of administrative law, because it is the norms of administrative law that  regulate the activities of executive authorities, local governments, enterprises, institutions and organizations, ie  subjects of public administration.

Effectively communicating with diverse groups involved in environmental management is critical to facilitating successful projects. This five-step communication plan is designed to enable resource managers and extension professionals to successfully engage their stakeholders. This plan, which uses oyster reef management as an example, was informed by two primary sources: an expert meeting with stakeholder leaders and coastal res- idents and a review of relevant literature. By incorporating stakeholder input throughout the planning and imple- mentation of natural resource management projects, new and innovative ideas emerge, and relationships between stakeholders, managers, and extension agents are strengthened.

The decline in the birth rate, the increase in migration outflows and the deterioration of the health of the Russian Arctic population make it necessary to find innovative solutions to these issues. The scientific problem is to reveal the mechanisms of the influence of innovations and methods of their imple-mentation in the sphere of the formation and realizing of the Arctic demographic potential. The aim of the article is to study the perception of innovation by the population of the Arctic territories when solving personal demographic issues and to assess the relationship between this perception with socio-demographic characteristics. The novelty of the study is in an attempt to link demographic and innovation processes in the Arctic. It was reflected in the substantiation of the theoretical model. The key element of the model is the zone of innovations perception by the population, formed on the basis of the interaction of demographic and innovation processes and combining the following directions of perception: population innovative activity, the desire to learn, the willingness to invest in innovations, the assessment of the innovations availability and willingness to use them, the inclusion of the population into the digital environment when solving demographic problems. The empirical basis was formed by the author's sociological survey of the Arctic municipalities population of the Arkhangelsk region, conducted in 2019. It was revealed that innovation perception is mainly influenced by the age and education and, to a lesser extent, by the level of their income. The results obtained can be used to develop a state regional policy for the demographic development of the Arctic territories based on the use of innovations.

The article is devoted to outlining certain aspects of the legal regulation of the right to Internet access throughthe prism of foreign experience. The issues of regulation of the right to Internet access in the normative acts of in-dividual states are analyzed. The specifics of the obligations of the state and providers of relevant services that existin the context of ensuring the right to Internet access are determined.The author emphasizes that the role of the state in terms of providing access to the Internet also involves properinteraction with service providers, assisting them through regulatory and institutional mechanisms. Whereas thequality of providing access to the Internet largely depends on the coordinated cooperation of the state with provid-ers. In addition, attention is drawn to cases where states block certain web resources and impose certain restrictionson access to the Internet.The author concludes that the right to Internet access, despite its recognition as necessary in terms of the needsof modern mankind and the current state of technology, remains largely complicated in the direction of its imple-mentation in practice. After all, the state is obliged to provide unhindered (except for exceptions established by law)and quality access to the Internet, and service providers – to provide appropriate Internet access in accordance withmodern technologies and conditions specified in the contract with users.Therefore, the complexity of such obligations is due to two aspects: first, the need for legal, institutional andtechnical access to the Internet, which requires financial, material and technical and other resources; secondly, the presence in a number of countries (for example, in China, Muslim countries) of significant restrictions on access to the Internet for reasons of national security, religious attitudes, ideology, etc.

This scientific article is devoted to the study of an important issue on the essential and temporal characteristics of regulatory and protective civil legal relations. In operation it is necessary that the factor of time in different ways affects the essence and existence of both regulatory and protected legalization. A comparative study of the term of their existence is carried out, similar and excellent features are identified. It is noted that in contrast to the estab-lished mechanisms for regulating the time measurements of interactions in an undisturbed state, with the scientific postulation of existence / implementation of security and legal powers there are numerous problems. And the first of them is that the overwhelming majority of researchers practically identify the terms of protection of violated sub-jective law with a lawsuit. So the author advocates the thesis, the lawsuit and the period of protection of protection rights are not the same. Only the realization of claims are not limited to the security of the person in case of viola-tion of its rights. If a person made its own law, presenting a lawsuit for a court period, which means that it has been able to realize its security rights requirement for a faulty debtor by means of state coercion. If not, then its security right will still continue although without the ability to enforce. But, in any case, regardless of whether the belief of the judiciary or an extrajudicial way to protect its impaired material law, the duration of compulsory or voluntary realization of its security powers does not fall under the influence of a different institute. Therefore, ways to solve the problem of distinguishing security terms, providing various definitions and legal provision of periods of imple-mentation of security regulations, which arises as a result of and at the time of the offense, and the element of this law - the claim, which provides an appropriate result with the use of state coercion. Proposals for systematization of material terms are made, based on the effects of their expiration regarding the possibilities of implementing the legal status of the carrier.

Active imagination is a kind of dialogue that a person conducts with different parts of “ego”. The article has expressed the need to introduce a comprehensive program for the development of active imagination and its constellations in adolescents. Thepurposeofthearticle is to elaborate a model for imagination development, particularly active, in adolescents; to justify the comprehensive program for the develop-ment of adolescents’ imagination at the psychologi-cal level using pedagogical methods and to approbate the comprehensive program in the educational space. Researchmethods: “The achievement motive” (mod-ified by M. Mahomed-Eminova), “Diagnostics of per-sonal creativity” (O. Tunik), “Diagnostics of non-verbal creativity” (a short form of the Torrance Test adapted by A.V oronina), “Diagnostics of linguistic-cognitive creativity” (T. Halkina, L. Aleksieieva). Results.Upon indicators of achievement motivation of adolescents, there is a prevalence of the motive to avoid failures that indicates their low self-esteem, a lack of confidence and organization etc. Most respondents have also shown average and below average levels of the devel-opment of non-verbal and verbal-cognitive creativity. The research has established that personal creativity is at the average development level, which is manifested in curiosity, the ability to imagine and complicity of think-ing. An indicator of risk tolerance is at a low level given respondents’ tender age and adolescent crisis. Under-developed creative component of active imagination leads to the loss of further productivity of an adolescent and his becoming as a whole. Conclusions. Indicators of the ascertaining stage of the study have confirmed the undeveloped active imagination of adolescents and its main constellations that prompts the imple-mentation of the program of psychological influence on the development of imagination. Post-formative actions have proved the availability of positive dynam-ics in the development of active imagination and its main components at a statistically significant level. This is a key proof of the effectiveness of the author’s comprehensive program that approves its introduction in the psychological and pedagogical process of inter-action between adolescents and grown-ups.Keyw ords:imagination, active imagination, constella-tions of active imagination, program for development of active imagination. У статті розкрито необхідність впровадження комп-лексної програми розвитку активної уяви та її консталяцій у підлітків. Метадослідження: розробка моделі розвитку уяви, зокрема активної в представників підліткового віку; обґрунтування комплексноїпрограми розвитку уяви підлітків на психологічному рівні з використанням педагогічних методів та апробація комплексної програми в освітньому просторі. Методидослідження:“Мотивація досягнення” (модифікація М. Магомед-Емінова), “Діагностика особистісної креативності” (О. Тунік), “Діагностика невербальної креативності” (короткий варіант тесту Е. Торренса, адаптація А. Вороніна), “Діагностика мовленнєво-мисленнєвої креативності” (Т. Галкіної, Л. Алексєєвої). Результати.За показником мотивації досягнення в підлітків переважає мотивація уникнення невдач, а це засвідчує їх низьку самооцінку, невпевненість, неорганізованість тощо. Також у значної частини респондентів виявлено середній та нижчий за середній рівні розвитку невербальноїта вербально-мислиннєвої креативності. Встановлено, що особистісна креативність перебуває на середньому рівні розвитку, що виражається в допитливості, здатності уявляти та складності мислення. Показник готовності ризикувати також перебуває на низькому рівні, зважаючи на юний вік оптантів та наявність підліткової кризи. А недостатньо розвинена творча складова активної уяви обумовлює зниження подальшої продуктивності молодої людини і її подальшого становлення загалом. Висновки.Показники констатувального етапу дослідження засвідчили недостатній рівень розвитку активноїуяви підлітків та її провідних консталяцій, що слугувало причиною впровадження програми психологічного впливу на розвиток уяви загалом. Як засвідчили постформувальні заходи, наявність позитивної динаміки щодо розвитку активної уяви та їїпровідних компонентів на статистично значущому рівні у представників експериментальної групи. Це є головним доказом ефективності запропонованоїнами комплексної програми і уможливлює її впровадження в психолого-педагогічний процес взаємодіїміж підлітками та дорослими.Ключовіслова:уява, активна уява, підліток, консталяції активної уяви, програма розвитку активної уяви.
