Downpours are increasing in frequency and severity due to climate change. Cities are particularly susceptible to flooding from downpours because of their large share of impervious surfaces. Minimising pluvial flood risk requires all involved stakeholders to collaborate and overcome various barriers. Although an increase in citizen engagement in climate adaptation is generally preferred, experiences with inclusive decision-making are often limited. The aim of this paper is to obtain a deeper understanding of how the capacity to govern pluvial flood risk can be developed through citizen engagement. We scrutinised the capacity of local actors to govern pluvial flood risk in the city of Utrecht, the Netherlands. For the analysis of Utrecht’s problem-solving capacity, the Governance Capacity Framework provided a consistent assessment of the key governance components. The results indicate that Utrecht’s capacity to govern pluvial flooding is relatively well-developed. Collaboration between public authorities is advanced, sufficient financial resources are available, and smart monitoring enables high levels of evaluation and learning. However, citizen awareness and engagement in policy making is rather low. Accordingly, citizens’ willingness to pay for flood adaptation is limited. Stimulating flood risk awareness by combining financial incentives with more advanced arrangements for active citizen engagement is key for Utrecht and other cities.

Abstract Adaptation to climate change, in terms of both academic and policy debates, has been treated predominantly as a local issue. This scalar focus points towards local agency as well as the contested responsibilisation of local actors and potential disconnects with higher-level dynamics. While there are growing calls for individuals to take charge of their own lives against mounting climatic forces, little is known about the day-to-day actions people take, the many hurdles, barriers, and limits they encounter in their adaptation choices, and the trade-offs they consider envisaging the future. To address this gap, this article draws on 80+ interviews with urban and rural residents in Western Australia to offer a nuanced analysis of everyday climate adaptation and its limits. Our findings demonstrate that participants are facing significant adaptation barriers and that, for many, these barriers already constitute limits to what they can do to protect what they value most. They also make visible how gender, age, and socioeconomic status shape individual preferences, choices, and impediments, revealing compounding layers of disadvantage and differential vulnerability. We argue that slow and reflexive research is needed to understand what adaptation limits matter and to whom and identify opportunities to harness and support local action. Only then will we be able to surmount preconceived neoliberal ideals of the self-sufficient, resilient subject, engage meaningfully with ontological pluralism, and contribute to the re-politicisation of adaptation decision making.

Purpose – The number of poor and informal urban settlers in the world is rapidly growing, and they are increasingly vulnerable to the impacts of a changing climate. Therefore, understanding the nature and sustainability of locally adopted coping and adaptation strategies are key, yet still under-researched areas. Design/methodology/approach – Based on ethnographic research conducted in two poor, flood-prone municipalities in Pikine/Dakar, this paper identifies such coping and adaptation strategies and examines their prospects for maladaptation. Findings – The paper shows that poor urban dwellers are not mere passive spectators of climate change. With the very limited resources they have at their disposal, it is found that local actors respond to perennial flooding with very diverse strategies, which have varying degrees of success and sustainability. A key finding is that local coping and adaptation strategies are mainly maladaptive because they divert risks and impacts in time and space and have detrimental effects on the most vulnerable. Unless there is a broad assimilation of all groups in decision-making processes locally, individual and even collective coping and adaptation strategies may easily put the most vulnerable households at greater risk. The findings reveal that community-based adaptation is not a panacea per se, as it may not, by itself, compensate for the lack of basic services and infrastructure that is forcing the urban poor to cope with disproportionate levels of risk. Originality/value – The paper, hence, contributes to address a central question in scholarly debates on climate adaptation, vulnerability and disaster risk management: Are local coping strategies a stepping stone towards adaptation or are they on the contrary likely to lead to maladaptation?

This case explores the Methow Beaver Project (MBP), an ambitious experiment to restore beaver (Castor canadensis) to a high mountain watershed in Washington State, USA. The Pacific Northwest is already experiencing weather regimes consistent with longer term climate projections, which predict longer and drier summers and stronger and wetter winter storms. Ironically, this combination makes imperative more water storage in one of the most heavily dammed regions in the nation. Although the positive role that beaver can play in watershed enhancement has been well known for decades, no project has previously attempted to re-introduce beaver on a watershed scale with a rigorous monitoring protocol designed to document improved water storage and temperature conditions needed for human uses and aquatic species. While the MBP has demonstrated that beaver can be re-introduced on a watershed scale, it has been much more difficult to scientifically demonstrate positive changes in water retention and stream temperature, given hydrologic complexity, unprecedented fire and floods, and the fact that beaver are highly mobile. This case study can help environmental studies students and natural resource policy professionals think about the broader challenges of diffuse, ecosystem services approaches to climate adaptation. Beaver-produced watershed improvements will remain difficult to quantify and verify, and thus will likely remain less attractive to water planners than conventional storage dams. But as climate conditions put additional pressure on such infrastructure, it is worth considering how beaver might be employed to augment watershed storage capacity, even if this capacity is likely to remain at least in part inscrutable.

This article explores the relations between a foreign aid donor and local actors in the context of the dissemination of development discourses and practices in an authoritarian context. It addresses the question “To what extent may the local dynamics alter the original goals of a donor and lead to unintended consequences?” Based on archival research, interviews, and secondary literature, this case study examines the Yunnan Uplands Management Project (YUM) in 1990–95, the Ford Foundation's first grant program on rural poverty alleviation in China. While the Foundation did not attain its main goal of making YUM a national model for poverty alleviation, the local actors were able to use YUM to develop individual capacities and to build roles for themselves as development actors in the form of associations and nongovernmental organizations, resulting in further support from the Foundation. The study contributes to our understanding of donor-local actor dynamics by highlighting the gaps between the original goals of a donor and the perspectives and motivations of local actors. The study suggests that local dynamics may influence the goals of donors and the ways they seek to disseminate development discourses and practices to local actors, despite the common conception of donors as hegemonic or culturally imperialistic.

This report presents current research on aboriginal activity centers in Taidong County, Taiwan, primarily in the townships of Chishang and Yanping with over 30% of the population being of aboriginal ancestry. Taidong County is the region with the most distinctive aboriginal communities in Taiwan. The research attempts to identify the actors behind the operation of such centers and their significance for aboriginal communities. The research investigates the process of selecting suitable location for the facilities, the specific features of such centers, the potential religious significance of the locations including the role of traditional beliefs in predominantly Christian aboriginal communities, the symbolic value of structures built in the traditional style for construction of ethnicity and financing that enables the construction of the facilities and the organization of the festivities held in them. The principle research method used was interviews with local actors including local representatives, organizers of festivities, as well as members of local communities. The research began in 2017.
