The disruptive growth of new information technologies is transforming the dynamics of citizen communication and engagement in the urban context. In order to create new, smart, inclusive, and transparent urban environments, the city governments of London and Madrid have implemented a series of innovative digital applications and citizen communication channels. Through a case study approach, this research assesses the best practices in the field of digital communication and citizen engagement implemented by London and Madrid, with a particular focus on the profile, content, and functions of these new channels. The results of this research are intended to identify relevant new dynamics of interaction and value co-creation for cities and their residents.

The article assesses the importance of citizen engagement in engendering good governance in the health sector. However, citizens need an effective ‘voice' in order to be heard. Thus, the article argues for the need to utilise existing civic organizations like the rural women's associations as platforms of civic engagements. Using Akwa Ibom state as a study location, the article investigated the role of rural women's associations in citizen engagement in the primary health sector. Findings reveal that although rural women's associations are engaged in diverse socio-economic and political activities, they however do not engage in socially accountable activities. Nevertheless, findings further reveal that associations have the potentials of becoming platforms for social accountability if harnessed by development partners. The argument of the study is anchored on the participatory development approach which argues about the need for beneficiaries of development to become active participants in the development process.

Citizen engagement with open government data (OGD) can enhance the effectiveness of governments and improve not only the quality of public policy making but also public services provisioning and ability to address societal problems. Although previous research gives insight into citizen's drivers and inhibitors for engaging with OGD, they have not yet been integrated into a single conceptual model. The aims of this study are twofold: 1) to systematically review the literature on individual citizens' drivers and inhibitors for engaging with OGD and 2) to develop a conceptual model of citizen engagement with OGD based on the findings of the literature review. To attain this objective, the authors systematically analyzed 52 papers published in the period 2009-2019. Seven categories of drivers of citizen engagement are identified: citizen's profile, personal, performance-related, economic, social, technical, and political. Three groups of inhibitors are also identified: citizen's profile, technical, and political. This study helps in understanding how the engagement of citizens can be enhanced.

Today, politicians like other political actors use social media to interact with their audiences. In the relevant literature, studies on the use of social media by politicians focus more on how politicians use social media for political communication during the election periods and its impact on the election results. Furthermore, these studies mainly focus on national politicians. Few studies focus on the use of social media during a non-election period by the local politicians, and these studies analyse the purpose of using social media. Therefore, in the relevant literature, there is a need for empirical studies to measure the citizen engagement level of local politicians during the non-election period and analyse its determinants beyond the purpose of using social media. In this context, this study aims to analyse the relationship between some factors and the level of citizen engagement of the mayors on Twitter in Turkey. The findings of the analysis show that there is a relationship between the status of municipalities and the engagement level of mayors.

The continuing erosion of citizen trust and confidence in government has been attributed to a number of factors. This chapter examines the potential role of digital transformation of government in reversing this decline. Based on a systematic literature review, key factors that influence citizen trust and confidence in government as an institution are identified, including citizen satisfaction and expectations, government transparency and accountability, transformation of government, and government performance. The review of the literature also reveals a lack of knowledge and understanding of how transformation of government can influence the growing decline in citizen engagement with government. To address this gap, a conceptual model capturing the key constructs is proposed to support a better understanding of strategies for rebuilding trust and confidence in government administrations through transformation of government.
