Sustainable finance is essential for the implementation of adaptation and mitigation policies on natural sources and climate change. However, global and domestic finance for sustainable natural resources and forest management has been scared and unable to meet the practical needs for the last decades. Identifying innovative financing mechanism for sustainable natural resources management and climate adaptation and mitigation has been considered by globally communities as well as Vietnamese government as an important priority. This paper analyses new and innovative financing mechanisms for 2021- 2050, that are being considered and developed by a large number of countries, discusses opportunities and constraints for translating these mechanisms to the ground, and proposes policy recommendations for Vietnam to better access to these new funding sources.

Climate change could be seen as a 21st century phenomenon. This topic has been taken up equally by professionals as well as the general public. Adaptation and mitigation actions are needed, especially in cities where the concentration of population and an increased demand for resources (e.g., water, food, land) are expected in the coming years. Already, 400 cities have been declared to be in a “climate emergency” state. There are no longer any doubts that current environmental state requires actions and solutions for both the alarming climate situation and urban quality life development. If such action is not going to be taken, the environmental state will deteriorate. One possible solution could be the use of green infrastructure. This research compares approaches to green areas and green infrastructure development in Bratislava (Slovakia) and Wrocław (Poland). A comparison was made for projects realized between 2013 and 2018—i.e., since the publication of the European Union (EU) Strategy on Adaptation to Climate Change in 2013. The research presents an overview of delivered projects regarding land use. The overview, which is supported by a density map of implemented green projects, verifies whether the new greenery fits and fills in the existing natural areas. Secondly, the green projects were analyzed according to years and land use types using Tableau software. Moreover, the legislation of climate adaptation mechanisms and practical aspects of green infrastructure implementation are shown. Finally, actions concerning the greening of the cities were categorized into practical, educational, and participatory ones, and the potential of green infrastructure as a positive landscape, micro-climate, health, and aesthetic influence was examined.

Climate change amplifies social, political, economic, infrastructural and environmental challenges in many Global South cities, and perhaps no city is more vulnerable than Bangladesh’s capital of Dhaka. Climate-induced rural–urban migration is a profound concern, and Dhaka’s political leaders have embraced technology-based innovation as one solution pathway. This article explores the societal impact of Dhaka’s innovation environment strategies for climate change adaptation and mitigation. Employing a case study qualitative methodology, our three findings expand knowledge about innovation for urban climate adaptation and mitigation as understood by Dhaka-based entrepreneurs. First, the most effective innovations were not the most technologically advanced, but those with the highest degree of participant ownership. Second, gaps between recipient, corporate and governmental understandings of effective mitigation and adaptation harmed projects were driven by different definitions of risk and competing understandings of vulnerability. Third, even the most technical climate adaptation measures were inherently political in their application. We discuss how to better position urban climate innovation infrastructures in Bangladesh and beyond, including developing a better recognition of innovation lifecycles for urban climate adaptation and widening our definitions of “innovation” to better incorporate more effective and inclusive climate adaptation solutions.

Social, biospheric, and temporal dilemma preferences are known to affect people’s decision making regarding engagement in proenvironmental behavior and, more specifically, also their engagement with climate change. In this study, we focus on the role of three social dilemma preferences (biospheric, egoistic and altruistic values) and two temporal preferences (consideration of future and immediate consequences) as factors of adaptation support and mitigation intention. We found, across four independent preregistered studies (total N = 3,710) conducted in four different countries, that some dilemma preferences affect climate mitigation intention and adaptation support similarly, whereas others have a differential effect on the types of actions. Those with an eye on the immediate consequences of their actions and who are concerned about direct personal benefits are likely to support climate adaptation but not climate mitigation. Generally, though, people who consider future events and their implications in their decision making and those who consider benefits for the biosphere and other people are likely to engage both in climate mitigation and climate adaptation.

Climate change represents a planetary emergency that is exacerbating the loss of native biodiversity. In response, efforts promoting climate change adaptation strategies that improve ecosystem resilience and/or mitigate climate impacts are paramount. Invasive Alien Species are a key threat to islands globally, where strategies such as preventing establishment (biosecurity), and eradication, especially invasive mammals, have proven effective for reducing native biodiversity loss and can also advance ecosystem resilience and create refugia for native species at risk from climate change. Furthermore, there is growing evidence that successful eradications may also contribute to mitigating climate change. Given the cross-sector potential for eradications to reduce climate impacts alongside native biodiversity conservation, we sought to understand when conservation managers and funders explicitly sought to use or fund the eradication of invasive mammals from islands to achieve positive climate outcomes. To provide context, we first summarized available literature of the synergistic relationship between invasive species and climate change, including case studies where invasive mammal eradications served to meet climate adaptation or mitigation solutions. Second, we conducted a systematic review of the literature and eradication-related conference proceedings to identify when these synergistic effects of climate and invasive species were explicitly addressed through eradication practices. Third, we reviewed projects from four large funding entities known to support climate change solutions and/or native biodiversity conservation efforts and identified when eradications were funded in a climate change context. The combined results of our case study summary paired with systematic reviews found that, although eradicating invasive mammals from islands is an effective climate adaptation strategy, island eradications are poorly represented within the climate change adaptation and mitigation funding framework. We believe this is a lost opportunity and encourage eradication practitioners and funders of climate change adaptation to leverage this extremely effective nature-based tool into positive conservation and climate resilience solutions.

This paper explores the extent to which participatory budgeting (PB) contributes to climate change adaptation and mitigation, based on an analysis of initiatives from 15 cities and regions in the global South and North. PB contributions are far from marginal, with significant investments decided by local people. The paper highlights some of the numerous innovations introduced to integrate PB into climate adaptation and mitigation efforts. Through a scrutiny of 4,400 PB projects, the research identified six categories of climate-related projects encompassing hardware as well as software approaches, such as awareness-raising activities, community-based early warning projects and research. The paper advocates for solidarity PBs for climate justice, and raises awareness of the huge (and as yet largely untapped) potential for this to help address the dramatic impacts that climate change has on millions of people’s lives. It also points to questions for future research.

Abstract Coastal ecosystems are linked to socio-economic development, but simultaneously, are particularly vulnerable to anthropogenic climate change and sea level rise (SLR). Within this scope, detailed topographic data resources of Spercheios River and Maliakos Gulf coastal area in Greece, combined with information concerning the economic value of the most important sectors of the area (wetland services, land property, infrastructure, income) were employed, so as to examine the impacts of three SLR scenarios, compiled based on the most recent regional projections reviewed. Based on the results, in the case of 0.3 m, 0.6 m and 1.0 m SLR, the terrestrial zone to be lost was estimated to be 6.2 km2, 18.9 km2 and 31.1 km2, respectively. For each scenario examined, wetlands comprise 68%, 41% and 39% of the total area lost, respectively, reflecting their sensitivity to even small SLR. The total economic impact of SLR was estimated to be 75.4 × 106 €, 161.7 × 106 € and 510.7 × 106 € for each scenario, respectively (3.5%, 7.5% and 23.7% of the gross domestic product of the area), 19%, 17% and 8% of which can be attributed to wetland loss. The consequences of SLR to the ecosystem services provided are indisputable, while adaptation and mitigation planning is required.

This chapter introduces the role of development as a self-interested policy pursued by industrialized states in an increasingly connected world. As such, it is differentiated from traditional geopolitical accounts of interactions between industrialized and developing states as well as from assertions that the increased focus on development stems from altruistic motivations. The concept of targeted development—pursuing development abroad when and where it serves the interests of the policymaking states—is introduced and defined. The issue areas covered in the book—foreign aid, trade agreements between industrialized and developing countries, and finance for climate change adaptation and mitigation—are introduced. The preference for bilateral, rather than multilateral, action is discussed.

AbstractCities around the world are confronted with the need to put in place climate adaptation policies to protect citizens and properties from climate change impacts. This article applies components of the framework developed by Moser and Ekström (2010) onto empirical qualitative data to diagnose institutional barriers to climate change adaptation in the Municipality of Beirut, Lebanon. Our approach reveals the presence of two vicious cycles influencing each other. In the first cycle, the root cause barrier is major political interference generating competing priorities and poor individual interest in climate change. A second vicious cycle is derived from feedbacks caused by the first and leading to the absence of a dedicated department where sector specific climate risk information is gathered and shared with other departments, limited knowledge and scientific understanding, as well as a distorted framing or vision, where climate change is considered unrelated to other issues and is to be dealt with at higher levels of government. The article also highlights the need to analyze interlinkages between barriers in order to suggest how to overcome them. The most common way to overcome barriers according to interviewees is through national and international support followed by the creation of a data bank. These opportunities could be explored by national and international policy-makers to break the deadlock in Beirut.
