At the height of the Polish-Soviet War in August 1920, the Polish army interned thousands of its Jewish soldiers at Jabłonna near Warsaw. Although the internees were released after several weeks, the events gave rise to numerous domestic and foreign policy debates and shaped Polish-Jewish relations in the years to come. ‘Jabłonna’ stands pars pro toto for the problems of the Polish state and Polish society in dealing with a heterogeneous population at the beginning of the interwar period. In recent decades, the events surrounding the internment have been taken up and contextualised sporadically by historians and publicists, but usually without them having made recourse to the available archival sources.

Abstract Adaptation to climate change, in terms of both academic and policy debates, has been treated predominantly as a local issue. This scalar focus points towards local agency as well as the contested responsibilisation of local actors and potential disconnects with higher-level dynamics. While there are growing calls for individuals to take charge of their own lives against mounting climatic forces, little is known about the day-to-day actions people take, the many hurdles, barriers, and limits they encounter in their adaptation choices, and the trade-offs they consider envisaging the future. To address this gap, this article draws on 80+ interviews with urban and rural residents in Western Australia to offer a nuanced analysis of everyday climate adaptation and its limits. Our findings demonstrate that participants are facing significant adaptation barriers and that, for many, these barriers already constitute limits to what they can do to protect what they value most. They also make visible how gender, age, and socioeconomic status shape individual preferences, choices, and impediments, revealing compounding layers of disadvantage and differential vulnerability. We argue that slow and reflexive research is needed to understand what adaptation limits matter and to whom and identify opportunities to harness and support local action. Only then will we be able to surmount preconceived neoliberal ideals of the self-sufficient, resilient subject, engage meaningfully with ontological pluralism, and contribute to the re-politicisation of adaptation decision making.

Abstract This article situates the subject of the academic–practitioner (AP) exchange within an International Relations-orientated critique of the imperial dynamics of counterterrorism practices and racial subjugation. It uses an analytical framework that upholds the significance of racial hierarchy to knowledge production. A key contribution of this article is to situate the AP nexus within the circumstances of liberal democratic counterterrorism regimes, to demonstrate how race becomes meaningful to the knowledge that is produced about Islamophobia. The main argument of this article is that in present policy debates concerning the existence of systemic racism, one of the mechanisms enabling counterterrorism practitioners to regulate the AP exchange is that of institutionalized whiteness. Exploring two scenarios of AP exchanges in the United Kingdom and Canada, where counterterrorism practitioners were challenged to reconcile with academic explanations of Islamophobia as a systemic issue, this article uses colour-line inspired critiques of white logic to identify instances where anti-racist knowledge was subjugated in the name of imperialism. The article finds that in each scenario discussed, practitioners demonstrate trajectories of white logic by contesting the suitability of anti-racist knowledge put forward by academics, on the basis of racial hierarchy and self-aggrandizement. It concludes by discussing how a lack of practitioner–academic consensus continues to affect the dissemination of knowledge concerning systemic racism, thus prompting considerations of what this means for an anti-racist future.

Abstract This article examines Japanese colonial policy studies (shokumin seisaku gaku) with a particular focus on its relationship with the distinct region of ‘Nan'yo’ (the South Seas). Specifically analysing the works of Takekoshi Yosaburo (1865–1950), Nitobe Inazo (1862–1933) and Yanaihara Tadao (1893–1961), it seeks to uncover the ways in which the exponents of this study area accounted for Nan'yo based on their conceptions of race. It also shows how they inflicted envisaged racial hierarchies on the southern Pacific and how such attempts were related to colonial policy debates behind the practice of Japanese imperialism. Part of the findings point out that Takekoshi's and Nitobe's comparable projections of strict racial hierarchies on the Malays served to justify the southward colonization of the Japanese. Yanaihara's depiction of Nan'yo islanders as radically underdeveloped was tailored to championing Japan's sustained espousal of the League Mandate. The article argues that their accounts of Nan'yo formed part of a transnational knowledge chain about colonial and racial victimization. Like their western counterparts including Gustav Le Bon, Paul Leroy-Beaulieu, Paul S. Reinsch and J. A. Hobson, they built purported racial pyramids with the tropical areas at their bottom, the bulk of which correspond to today's global South. They have been accomplices in this colonial present.

This chapter considers how city lobbying affects the overall policy environment from the perspective of the state. While results at the city level suggest that there are individual winners and losers from the lobbying process, this chapter shows how aggregate lobbying trends can systematically bias state transfers toward the interests of high-income cities, making them less progressive on average. At the same time, local officials don’t lobby for funding alone. Through a series of short case studies, this chapter also examines how the lobbying efforts of cities are shaping current policy debates in state legislatures, including preemption battles over minimum wage laws. While difficult to quantify the effects of these activities, taking a more holistic view of city lobbying paints a more nuanced and positive picture about its policy consequences.

Part II of the book takes up questions of curriculum, beginning with the natural sciences. The aim throughout Part II is to identify what all students should share. The sciences bring material benefits, not only to the societies out of which new research comes but also to the entire human population. Hence it is important to train young people who can build on past achievements to make new advances in the future. Scientific education is not merely for the few who fill this important role, or even for the larger number who will draw on established science in their daily employment. The results of science should be as widely available as possible, not simply because of the intrinsic value of understanding but, more importantly, because policy debates often turn on scientific details. General education in science should preserve the curiosity most children have, and instill scientific literacy. The chapter argues that this is best done by distinguishing the curriculum for specialists from a broad general education in science, and it formulates concrete proposals for how this might be achieved.

As policy debates concerning LGBTQ+ students and staff continue across the American education system, there is not a clear description of the prevalence of local policy protections, even in states with legislative mandates, nor a strong understanding of how to expand reform initiatives. After conducting a document analysis of policies with a statewide, representative sample of districts, this study uses Illinois as a case study to describe several educational policy levers to scale gender and sexual diversity (GSD) reforms across federal, state, intermediary, and local institutions. The results indicate all districts complied with top-down legislative mandates, but few policies referenced gender or sexual diversity if not state-mandated. A minority of districts enacted policies through administrative guidance (27%), often using language from a state intermediary organization. Results from the regression analysis suggest local factors, such as district size, per pupil spending, and rurality, contribute to adopting guidance, but not policy protections. This study indicates both top-down and bottom-up pathways matter for expanding GSD-related reforms.

The state-led investment in digital infrastructure under the ruling party’s political agenda of “Digital Bangladesh” has given rise to scholarly and policy debates, especially around issues of digital surveillance and media censorship. Such concerns have intensified during the COVID-19 pandemic. This article analyzes contemporary Bangladesh in the context of emerging trends related to the digitalization of society. In particular, I employ the concept of “digital pitfalls” to explore the state’s use of surveillance and the politics of fear to limit freedom of expression and silence critical voices in the digital age.

Abstract Shrinkage, depopulation and the related structural decline threaten development trajectories of more than a quarter of European territories from the present until 2050. In April 2021, the European Commission has launched the Conference on the Future of Europe to involve citizens and players beyond the traditional actors in shaping future policy agendas. The initiative consists of a wide-scale citizen engagement policy offering them a digital framework to actively contribute to the most relevant debates from April to December 2021. Given that shrinkage is a neglected theme in traditional policy arenas, this article examines the proposals of European citizens for reviving the future of shrinking areas. Through content analysis, the article highlights a limited relative presence of shrinkage in the Conference debate. Nevertheless, the results offer insights into the thematic concentration and the affinity of shrinkage with the most popular policy debates. The article also discusses the content of citizens’ ideas for the future of shrinking areas, thus offering concrete proposals that may fuel the definition of future policy agendas.
