Hong Kong is a densely populated city with high-rise developments, and as in other metropolitan cities, the amount of waste generated from construction projects in the city is increasing annually. The capacity of existing landfills is expected to be saturated by the 2020s. Construction waste management has been implemented for years but the performance is still not satisfactory. The aim of this research paper is to explore and formulate strategies and measures for effective construction waste management and reduction in highly urbanized cities such as Hong Kong. A desktop study on construction waste management practices was carried out for a preliminary understanding of the current situation in Hong Kong. Semistructured interviews and focus group meetings were further conducted to shed light on how to improve construction waste reduction and management in Hong Kong. The main contributions of this research study are the potential short-term, medium-term, and long-term strategies, which are related to the design stage, tender stage, construction stage, and government support. The five major strategies recommended are financial benefits to stakeholders, public policies in facilitating waste sorting, government supports for the green building industry, development of a mature recycling market, and education and research in construction waste minimization and management.

River revitalization, also called river restoration, has been implemented globally to restore urban river ecosystems that would benefit both the environment and local residents in various ways. The Hong Kong government has been attempting to revitalize local urban rivers; however, the perception and value of river restoration have not been assessed. With the application of a contingent valuation method, a questionnaire survey was designed to capture the attitude, place attachment, and willingness to pay (WTP) of Hong Kong residents in the context of urban rivers and river revitalization, and a proposed scenario for revitalization is given. The relationships among WTP, attitude and place attachment were explored through regression analysis. A total of 400 questionnaire samples were collected from Hong Kong residents, and over 75% of respondents were willing to pay for the proposed scenario. The results from regression analysis indicated that attitude, place dependence, place identity, and place social bonding positively influenced WTP and WTP bid amounts. In contrast, the place effect was unexpectedly found to be negatively correlated with WTP. Implications were drawn from these results, and recommendations were made concerning the features to be restored and conserved in future river revitalization work and the need to provide quality urban nature-based spaces for citizens.

Promotion of green housing is of utmost importance in the achievement of sustainability in the built environment. While the states often use legislation or offer subsidies to motivate developers to build green, market forces can lead to green housing provision without any state intervention if the market players are willing to pay extra for the green attributes of housing. This study aims to explore residents' willingness to pay (WTP) and preferences for green housing attributes based on the findings from a structured questionnaire survey in Hong Kong. The housing attributes under investigation include the uses of green materials and construction methods (e.g. timber from sustainable sources), energy-efficient technologies (e.g. LED lighting) and water-saving devices (e.g. grey water recycling system). Results indicate that apart from moral or altruistic reasons, residents' WTP was mainly motivated by economic incentives. Green housing attributes which can directly reduce residents' utility bills corresponded to greater WTP. Besides, environmental attitude was found a strong determinant of the WTP. Policy implications of the research findings then follow.

Purpose – This study aims to evaluate the relationship between the major factors of social value and the willingness to pay amount for conserving a historic site, using Hong Kong as a case study of a dense urban city with immense tension between conservation and development. It also evaluates, in monetary terms, the social values, which are almost impossible to measure in built heritage conservation. Design/methodology/approach – It adopts evaluation ratings and the contingent valuation method to estimate Hong Kong citizens’ willingness to pay (WTP) for the conservation of the Central Police Station compound. Findings – The results of 256 surveys suggest that the extent to which the historic site can provide a “sense of place and identity”, “social inclusion” and “community participation” is positively correlated to the WTP amount. The respondents’ satisfaction with the new use of the site, their work location and education level affected the amount they were willing to contribute to the conservation project. The reasons given for not being willing to contribute were also analysed to provide insights for cultural heritage policy. Originality/value – The findings provide an enhanced understanding of the relationship between the major factors of social value and the WTP amount. This study proposes a partial tool to elicit the non-market value of heritage site which should be supplemented with experts’ evaluation to assist decision-making. It enhances public participation, particularly in the public–private partnership model of heritage conservation. Thus, it provides valuable insights for policymakers and planners to understand the public’s perception on the value of heritage conservation in cities facing immense redevelopment pressures.
