Economic and social cooperation through the United Nations seems destined to face new challenges and alternatives in the coming years as a result of the changed composition of the United Nations membership, the increased bargaining power of the African, Asian, and other states seeking economic and technical assistance, and the precedent of UN operations in the Congo.

The United Nations Educational, Scientific, and Cultural Organization (UNESCO) held its eleventh General Conference in Paris from November 14 to December 15, 1960, under the presidency of Mr. Akale-Work Abte-Wold (Ethiopia). Ninety-eight member states of UNESCO participated in the Conference compared with the 75 that were members in 1958 at the time of the tenth General Conference. The General Conference approved the program of activities for 1961–1962 and unanimously voted a budget of $32,513,228 to finance it; to this amount was added over $12 million provided by the United Nations Technical Assistance Fund to enable UNESCO to carry out many additional educational and scientific projects. UNESCO was also to act as executing agency for seventeen projects concerning higher technical education, for which the UN Special Fund was to provide more than $11 million in 1961–1962. Also allocated by the Conference was $915,000 for the construction of an additional building in Paris, the total cost of which was to be $3,535,000.

International cooperation for the promotion and encouragement of human rights and fundamental freedoms is one of the very purposes of the United Nations, according to article 1 of the Organization's Charter. The mandate is clear. In order to live up to this purpose, much work has been undertaken by establishing international human rights standards and by encouraging and persuading states to comply with these same standards.This presentation, by way of an overview, briefly describes the international human rights instruments and the classification and contents of the standards contained therein. The methods employed by the United Nations and non-governmental organization (NGOs) for the realization of the standards are also outlined, including monitoring procedures, technical assistance and other activities concerned with the protection and promotion of human rights. Finally, the presentation identifies UN institutions where human rights issues and procedures are debated and decided upon.

To say that there is room tor improvement in the U.N. development operations would be the understatement of this Development Decade. The truth is that the U.N. launched its development program without an overall policy or a sound strategy III organized for the task, it is still stumbling along an uncharted path.The Expanded Program of Technical Assistance, or EPTA (so called because it had some modest precursors), was the first program of significant size that brought together the entire U.N. family, i.e.. the United Nations and its specialized agencies. Almost from birth it was caught in a procedural tangle. Expediency, compromises, ad hoc decisions—especially to accommodate the conflicting agency interests and viewpoints—became its hallmark.

Meeting in its 110th session in Mysore, India, the ILO Governing Body completed action on a number of projects designed to extend, in cooperation with the United Nations, technical assistance to economically under-developed areas. The Governing Body also authorized the Director-General (Morse) to raise with the Trusteeship Council a number of questions arising out of the reports of the administering authorities and relating to the applicability of ILO conventions and recommendations in trust territories. At the same session, the Governing Body approved procedures for the establishment of a nine-member commission to examine infringements of trade union rights, the first international fact-finding and conciliation commission on freedom of association. The members of the commission, to be chosen “for their personal qualifications” and expected to “discharge their duties with complete independence,” were to be selected by the Governing Body at its 111th session, to convene in Geneva on March 8, 1950. The commission was created in accordance with a request of the Economic and Social Council of August 1949 and was to function on behalf of the United Nations as well as the ILO. The Governing Body defined the commission as “essentially a fact-finding body” which was also authorized to consult with the government or governments concerned “with a view to securing the adjustment of difficulties by agreement.” Complaints alleging the violation of trade union rights were to be referred to the commission by either the Governing Body or the International Labor Conference.

Sir David Owen, who should have given this lecture, died very suddenly and unexpectedly at the end of June.U Thant said in a tribute: ‘David Owen was literally the first member of the United Nations Secretariat. He joined the United Nations directly from the San Francisco Conference in 1945…. As the first and only Executive Chairman of the Technical Assistance Board he was key organizer of what has now become the United Nations Development Programme…. When he left the United Nations a year ago to assume his new post as Secretary General of the International Planned Parenthood Federation he was continuing the work to which he had devoted his life, the application of human ingenuity and technological progress to problems of peoples of the world. It is a tragedy, and a loss to all mankind, that his life and his new career have been so abruptly cut short.’

The annual report of the Food and Agriculture Organization to the sixteenth session of the United Nations Economic and Social Council included the report of the sixteenth session of the FAO Council, a brief summary of the main features of the FAO program of work and budget for 1954 and 1955, an indication of the contents of The State of Food and Agriculture 1953, and reference to issues on which the United Nations General Assembly and Economic and Social Council passed resolutions during the preceding year. Respecting the world food situation the report stated that a recent assessment of the trend of food requirements had been made by FAO on the basis of population estimates supplied by the Population Division of the United Nations for countries other than the USSR, eastern Europe, and China. FAO found that the annual increase in world population was about 30 millions; that the situation was at least as critical as was reported to ECOSOC last year; and that world food production, aided by favorable weather in a majority of countries in the last two crop years, was increasing in most countries, but in general less rapidly than the growth of population. In the previous twelve months FAO had made intensive preparation for three regional meetings on food and agricultural programs and outlook which, in accordance with the request of the sixth session of the FAO conference, were to be held during mid-1953 in the far east, Latin America, and the near east. These meetings, complementary to the whole of the organization's work in the field of technical assistance, would be similar to those held in Latin America and the near east prior to the sixth FAO conference.
