В данной статье автор поднимает проблему взаимодействия гражданского общества и государства. Одной из форм такого взаимодействия выступает деятельность консультативных (общественных) советов (палат). В связи с этим, в качестве примера проанализирован правовой статус Экономического и социального совета Испании. Рассмотрены причины его появления и история становления. Опираясь на текст Конституции Испании и Органического закона «Об учреждении Экономического и социального Совета» от 17 июня 1991 г., автор выделяет типичные и особые черты данного учреждения, а также раскрывает правовой статус его членов. In this article, the author raises the problem of interaction between civil society and the state. One of the forms of such interaction is the activity of advisory (public) councils (chambers). In this regard, the legal status of the Economic and Social Council of Spain is analyzed as an example. The reasons for its appearance and the history of its formation are considered. A unique phenomenon in Bangladeshi cultural heritage is the tendency to wear traditional costumes at the festivals. This research examines the influence of wearing traditional Bangladeshi costumes for the festival observance. Based on the theoretical background of Bangladeshi festival heritage, five factors were derived: togetherness, tolerance, simplicity, aestheticism, and cultural revival. This research empirically analyzed 310 participant’s data who attended UNESCO (United Nations Economic and Social Council)–recognized world intangible cultural heritage festival, “Pohela Boishakh” (first day of Bengali New Year) held in Bangladesh. Exploratory factor analysis showed that all five factors are statically significant for the impact of heritage festivals. Multiple regression analysis revealed four factors out of five statistically significant for festival importance, and all factors are significant for the tendency of wearing traditional costumes at the heritage festival.

COVID-19 pandemic becomes the major disaster happening through out every part of the world and change every single sector, including the humanitarian perspective. As the COVID-19 has spread, government worldwide restrict the movement of people, interruption on activists to deliver assistances, logistics challenge and hampering humanitarian responses. This article makes HUMANITARIAN CARE MALAYSIA BERHAD (MyCARE) as an example of a local Malaysian NGO in providing humanitarian assistance during the periods in the pandemic. MyCARE is a Non-Profit Organization (NPO) registered with the Companies Commission of Malaysia (SSM) [Reg. No: 729288-P], the member of South East Asia Humanitarian Communities (SEAHUM) and existing special consultative member of United Nations Economic and Social Council (ECOSOC).MyCARE’s humanitarian relief network covers South East Asia Archipelago including the Philippines, Cambodia, Southern Thailand and Vietnam; war-torn countries in the Middle East such as Palestine, Syria, Lebanon and Iraq; the stateless and displaced Rohingya people, as well as disaster-stricken areas regardless of racial and religious boundaries. MyCARE is also active in Malaysia in providing temporary shelters, rebuilding homes and provision of fresh water in the flood-stricken areas.This article wishes to share the humanitarian works by MyCARE, in which major assistance has been provided to a major natural hazard be affected during the COVID-19 pandemic in Malaysia, and urgent needs for countries such as Gaza and well as the Rohingya Refugee Camp in Cox’s Bazar, Bangladesh as the largest refugee camp in the world.International Journal of Human and Health Sciences Supplementary Issue: 2021 Page: S8

Chapter Ten examines policy analysis in the institutional arrangements created by the state to involve the social partners – employers, unions, framers and voluntary/community organisations – in the policy process, particularly the National Economic and Social Council (NESC). This method of policy analysis was developed in response to interest group dialogue which in Ireland took the shape of social partnership (1987-2008). The NESC’s early work is examined, followed by a discussion on the significant changes in its role after 1986. Its analysis of the economic crisis of the 1980s in A Strategy for Development 1986-1990 (NESC, 1986), played a central role in the resolution of that crisis. The NESC sees its role as a ‘boundary organisation’, managing the relationship between policy analysis and diverse actors.
