The problem of supporting scientific and educational institutions is considered. A method of selective financing of scientific and educational institutions that create innovative technologies taking into account their investment in innovative developments is proposed. On the basis of statistical data on the indicators for assessing the activities of scientific and educational institutions and the indicator of the innovative potential of a scientific and educational institution from the production of innovations (PNn), their rating was calculated. The essence of PNn is to compare the indicators of the volumes of income of the special fund Dsfn and the volume of expenditures of the scientific and educational institution Vn. In order to stimulate scientific and educational institutions to create innovative technologies, it was proposed to introduce targeted investments. The problem of quantifying the rate of premium on the basis of an integrated approach in terms of indicators of innovative potential from the production of innovations and the rating of a scientific and educational institution for 2 institutions (namely: K and H) has been solved. Institution K will receive a large increase, and institution N will receive a smaller increase, the value of which will be 56.23 % and 43.76 %, respectively. The results showed the independence of the indicator of the innovative potential of a scientific and educational institution from the production of innovations from the previous rating of a scientific and educational institution, or vice versa. The proposed methodology has been tested by an experimental method, targeted investments have been determined based on an integrated approach in terms of indicators of innovative potential and the rating of a scientific and educational institution. This study is of practical interest to government authorities and grantors when allocating funds according to the vector of selective financing of scientific and educational institutions through targeted investments in the development of innovative technologies, and theoretically – to researchers dealing with issues of financial security, protectionism and public administration

This paper presents the regulatory framework for medicine in Slovenia and describes its financing. Financing approaches for medicine, with lower prices than the market, are being introduced at several levels. International comparisons show that the availability of medicine in Slovenia is at the average European level. An area in which we are far behind the most developed countries is the use of biosimilars. Suggestions are made to increase their consumption. This will improve cost management and allow new medicine to be introduced faster. This is especially important in the area of medicine for rare diseases (orphan drugs), where we keep facing highly high costs. Proposals to set up a special fund for orphan drugs mean a nonsystematic solution and diversification of funding to several financially and personnel-limited payers, which would weaken Slovenia's bargaining power against pharmaceutical companies and make the medicine less accessible. The current model of drug development and marketing is becoming increasingly socially unacceptable. That is why ideas about how to improve the way medicine is developed, patented, and funded to the benefit of society are emerging

Problem setting. The budget has a horizontal and a vertical structure. Yes, Art. 9 and 10 of the Budget Code of Ukraine stipulate that the relevant budget includes revenues and expenditures of the latter. According to Art. 13 of the same Code, the components of the budget are general and special funds, i.e. the legislator establishes the vertical structure of the budget (both state and local) [2, p. 49]. Analysis of recent research. The study of the vertical structure of the budget, components of its special fund at one time were the subject of research by such scientists as: V. Demyanyshyn, O. Dmytryk, N. Nechyporuk, V. Pihotsky and others. At the same time, at the present stage of development of budgetary legal relations in Ukraine, this issue remains out of the attention of scientists. Thus, the purpose of the article is to analyze the legal regulation of the elements of the special fund of the budget. Article’s main body. The article focuses on the consideration of the components of the special budget fund. It was emphasized that now more than ten funds are allocated as part of the special fund, which include such as: the State Road Fund, the State Fund for Radioactive Waste Management, the State Fund for the Development of Water Resources, etc. The analysis of the legal regulation of each of the above funds as components of a special fund budget. Conclusions and prospects for the development. Based on the analysis, we state that in the current conditions of development of budgetary and legal relations there is a need to make certain changes to the current budget legislation to improve its quality and unanimity of law enforcement. In particular, in the context of legal regulation of the components of the special fund of the budget it is necessary to: clearly define the procedure for selecting projects (areas) that will be financed from the relevant fund; apply measures of budgetary and legal influence for misuse of the fund, as one of the features of the elements of the special fund of the budget is the presence of a clearly defined purpose.

The Corona virus is a new virus that emerged at the end of December 2019, it is called Covid-19. The virus attacks the respiratory system which is very dangerous and deadly. The problem in the village of Utenkot, Muara Dua Subdistrict, in its implementation, the Uteun Kot Village Government has allocated a special fund of Rp. 597,650,000. This type of research is descriptive qualitative research using techniques to obtain data through interviews, observation and documentation. The research objective is to describe the implementation of the village fund program in the midst of the Covid-19 period through village funds in Gampong Uteun Kot along with the efforts made by geuchik in dealing with COVID-19. Data analysis techniques are achieved through data collection, data reduction, data presentation and data levers. Informants were determined intentionally, consisting of the Head of Muara Dua Sub-District, Gampong Geuchik, Tuha Pheut, Hamlet Head, Community Leaders, Youth Leaders and Community Members with ODP status. The results showed that Uteun Kot Gampong Geuchik had allocated Rp. 597,650,000 to provide direct cash assistance of Rp. 600,000 / household. Other efforts include orders for a covid-19 task force, public education, a covid-19 information system and provision of means of washing people's hands. In conclusion, the efforts made by Geuchik to tackle the corona-19 virus outbreak in Uteun Kot Village were providing direct cash assistance of Rp. 600,000 per household, of which only 120 households / HH received the assistance, the formation of a covid-19 task force, with comply with Health protocol.

In 2011, Jiangsu Province set up the guidance fund for sports industry. In 2016, Jiangsu Provincial Finance Department jointly issued the document with Jiangsu Provincial Sports Bureau, which was changed to “Jiangsu Special Fund for Sports Industry Development.” By 2019, Jiangsu Province has funded 1,009 sports industry development projects with a total investment of 796.6 million yuan. The effect of the investment has attracted extensive attention from the government, society, and enterprises. Entrusted by Jiangsu Sports Industry Guidance Center, this research team spent one year on the performance research of 1,009 projects supported by special funds for the development of sports industry, from the construction of evaluation index system to the design, issuance, collection, and processing of questionnaires. Using the methods of literature, questionnaire, expert interview, and mathematical statistics, this paper takes the performance management of the special funds for the development of sports industry in Jiangsu Province as the research object, based on the investigation and analysis of the current situation of the special funds for the development of sports industry in Jiangsu Province. It analyzes the special funds from four aspects: the rate of funds in place, the ratio of funds pulled, the completion rate of project implementation, and the rate of fund prerecovery. Then, this paper expounds the current situation, effectiveness, and problems of the performance management of the special funds for the development of sports industry and puts forward some countermeasures and suggestions for improvement.

This chapter investigates the extensive work of French refugee pastors for the Reformation of church and society in Geneva. John Calvin with other French Reformed pastors were able to help create a separate relief fund for religious refugees as a parallel organization to the general hospital through the financial support of wealthier refugees and transnational network of donors under the management of church leaders. The establishment of the French Fund provided a relief agency for refugees that did not rely on any state funding. As a model in Reformed religion, this institution in the church and the Consistory helped reinforce the Reformed religious identity among displaced French Protestants. As a spokesperson for the pastors, Calvin helped establish a safety net for poor foreigners by preaching on communal care and generosity, by reorganizing church leadership and discipline, and by supporting a special fund for refugees in response to the practical needs arising from migration.

Small, medium, and micro enterprises make important contributions to economic growth and employment. Based on evidence from of the tire processing industry in Ecuador, this article assesses the development prospects for such companies in the context of the transition to a circular economy. The methodological basis of the study is scenario planning. Five scenario hypotheses are proposed and the probability of their implementation is estimated. The most optimal scenario (in which all five hypotheses are realized) is feasible and subject to a set of measures, including the development of new management and marketing tools, the involvement of universities and research centers in the creation of new low-cost waste processing technologies, and the organization of a special fund to support research and development in companies focused on the circular model.

The article is devoted to the development of methodological tools for budget financing of the agricultural sector of the economy of Ukraine. It is substantiated that the agricultural sector is a basic component of sustainable development of the national economy, a multiplier of general economic growth. The low quality of budget planning was diagnosed, which negatively affected the formation of the system of budget financing of the agricultural sector of the Ukrainian economy. Systemic shortcomings of the financial support of the agricultural sector of the economy from the State Budget of Ukraine identified: repeated adjustment of planned expenditures for the general and especially for the special fund, due to non-fulfillment of planned volumes and untimely budget allocations for the needs of the agricultural sector, lack of continuity the amount of funding for government programs, etc. It is established that agriculture of Ukraine is financed by 2/3 from the general fund of the State budget, from the special - by a third; the main source of funding for other sectors of the agricultural sector is the general fund. The types of models of state regulation of the agricultural sector of the economy in terms of basic features are identified - the type of financial policy, the level of state intervention, targeting, consequences for the market environment, and countries that apply the relevant models. According to this set of features, American and European types of models are distinguished. The type of capital reproduction model in the agrarian sector of Ukraine's economy is diagnosed as an intermediate type (between American and European) with a specific mechanism of financial regulation, in which direct methods of state regulation with appropriate levers and tools are preferred. It is emphasized that the target vector of state support should be positive dynamics in creating added value in the agricultural sector of the economy and stabilizing the financial stability of agricultural enterprises, which will form the basis of expanded capital reproduction and encourage accelerated sustainable development of the agricultural sector. The main directions of budget financing of the agrarian sector of the economy of Ukraine are formed: increase of absolute volume and specific weight in the general expenses of the Consolidated budget of Ukraine at the level of the contribution of the branch to the GDP of the country; improving the quality of budget planning of expenditures, limiting the possibility of adjusting their volumes for the general and special fund; expenditures to support food security and export potential of the agricultural sector of the economy under protected items; ensuring structural changes in favor of the development budget and its formation on a medium-term basis; prohibition of discretion in the financing of state and regional target programs in accordance with the approved passports, specification of these expenditures in accordance with the departmental and program classification, to ensure the transparency of the budget process.
