Legal Methods of Mainstreaming Climate Change Adaptation in Chinese Water Management

Current climate variability and anticipated climate change challenge our water systems and our financial resources. The sharing of economic losses due to weather related hazards and the sharing of costs that result from protecting lives and property take place in different forms, but are currently insufficient. In this paper we discuss three different rationales for financing disaster losses through public and private arrangements, as well as options for financing adaptation, with a special focus on water management. We propose that financial arrangements for risk sharing and climate change adaptation should be reconsidered, in a more structured approach, to be able to deal with both disaster losses and the costs that arise because of climate change adaptation, e.g. for water management, in both developing and developed countries.

Water is very important for human consumption, production and services and also for inspiration, recreation, landscapes, ecosystems and wild life. UN and EU policies highlights the interaction of historical scientific, economic, societal and environmental factors and the linkage of water policies with biodiversity protection and Climate Change adaptation.&#160; According to the European Green Deal (2019), for a fair and prosperous society, with a modern, resource-efficient and competitive economy working across sectors and disciplines, will be needed, also involving local communities. Moreover Political and management processes may take benefits from specific participatory Tools.The Emilia-Romagna Regional Agency for Prevention, Environment and Energy (Arpae) helps sustainability developing &#160;actions for water protection, water use, flood management and education to sustainability. &#160;Arpae Hydrological Service (HS) supports flood management and water management, as also design and management of hydraulic structures, through the Flood Early Warning System FEWS and&#160; the Drought Early Warning System DEWS. Arpae HS also collect and publish hydrological time series (water, solid transport) and stage-discharge equations.Within FP7 Enhance (2017) multi risk analysis and Public Private Partnership (PPPs) experiences were supported by&#160; modeling tools combining flood /earthquake/Climate Change scenarios in a densely populated, highly developed land reclamation territory. An Application of the System for Economic and Environmental Accounting for Water (UN SEEA -Water) was developed in 2017. Within Interreg Proline-CE (2019), the FEWS and DEWS Systems, respectively supporting the Flood Forecasting Center and the Observatory on Water Uses, were proposed as Best Management Practices (BMPs) for land and water management useful for drinking water protection. BMPs where tested through workshops, questionnaires,&#160; meetings and technical visits, useful for dissemination and&#160; stakeholders involvement. H2020 Clara was useful to experience co-design/co-development approaches, to explore market segments and business models for water knowledge and climate services, and to set dedicated Policy Briefs for Water and Climate Change Adaptation; Arpae HS developed a set of modeling services&#160; (Clara PWA) related to water management, solid transport, water quality and habitat availability, useful to understand the&#160; influenced of climate change and the needs and proposal coming from market and &#160;the institutions. Interreg boDEREC-CE is a current project on pharmaceutical and personal care pollutants (PPCPs), aimed at developing tools and strategies for protection of drinking water, water ecosystems and public health from pollution, bacterial resistance, toxicity and pathogens.Arpae HS through these experiences has gained awareness of the inter linkage of hydrology with other sectors (economy, Earth sciences, ICT, health, ecology, society) and of the importance of developing specific decision support tools maximizing stakeholder participation, societal dissemination, transparency, education to sustainability and experts involvement.

Abstract Climate change adaptation in water management is a water governance issue. While neither climate change nor water respects national borders, adaptation in water management should be treated as a transboundary water governance issue. However, transboundary water management is, in essence, more complex than national water management because the water management regimes usually differ more between countries than within countries. This paper provides 63 lessons learned from almost a decade of cooperation on transboundary climate adaptation in water management under the UNECE Water Convention and puts these into the context of the OECD principles on water governance. It highlights that good water governance entails a variety of activities that are intertwined and cannot be considered stand-alone elements. The paper also shows that this wide variety of actions is needed to develop a climate change adaptation strategy in water management. Each of the lessons learned can be considered concrete actions connected to one or more of the OECD principles, where a range of actions may be needed to fulfil one principle. The paper concludes that developing climate change adaptation measures needs to improve in parallel the water governance system at transboundary scale.

Projections indicate that the Mediterranean region is an area where drastic changes in climate will occur, which will significantly affect water resources. In a context of increasing pressure on water resources as a result of the reduction in water availability, it is essential and urgent to structure water management in a way that allows for adaptation to the challenges that the changing climate will bring to an already water scarce region. It is necessary to generate experiences and methodologies that are based on real case studies that will lay the foundations for the generalisation of practices of climate change adaptation in water management. In this study, we have developed a ready to use analytical framework to evaluate the coherence of water management plans and programs with climate change adaptation principles. We have tested the applicability of the framework that was developed on the Tordera River Basin Adaptation Plan (TRBAP). The analytical framework has proven to be easy to apply and to allow for identifying the inclusion or exclusion of key climate change adaptation features appropriately. We have structured this analytical framework as a starting point contributing to further assessments of how climate change adaptation is incorporated in water management.
