The goal of this article is to outline and to analyse the key challenges to be faced by the Polish energy market, as it is only at the beginning of the energy transition process. The dynamics of energy policy adaptation process to the challenges of the energy security dimensions, in the face of the energy and climate policy set by the European Union and the expected transformation goals, may cause the growth of the energy security deficit both on a national and regional scale. Given the centralized model of energy infrastructure management, reliance of domestic generation capacity on conventional sources and insufficient development of cross-border networks, Poland is particularly exposed to a security deficit related to the transformation of its energy system, which may also negatively affect other countries in the East- Central Europe region. Using program documents and sector analyses, the article analyses possible strategies for ensuring energy security, setting the issues in the context of the specificity of the Polish energy sector and opportunities for development of regional cooperation between Central and Eastern European countries. As a result, the article reveals an assessment which shows an insufficient recognition by Poland both the external and internal factors determining the pace and direction of energy modernization, as well as a failure to adapt energy policy objectives to the specifics of low-carbon energy sources and the potential provided for by regional energy markets.

India is currently the world’s third-largest emitter of greenhouse gases (GHGs) after China and the United States and is set to experience continued growth in its population, economy, and energy consumption. Exploring low-carbon development pathways for India is therefore crucial for achieving the goal of global decarbonization. India has pledged to reduce the emission intensity of its gross domestic product (GDP) by 33–35 per cent relative to 2005 levels by 2030 through its Nationally Determined Contribution (NDC), among other related targets for the renewable energy and forestry sectors. Further, countries, including India, are expected to respond to the invitation of the Conference of the Parties (COP) to the Paris Agreement to communicate new or updated NDCs with enhanced ambition and long-term low-GHG development strategies for 2050. To design effective policy packages to support the planning and achievement of such climate targets, policymakers need to identify policies that can reduce GHG emissions in a timely and cost-effective manner, while meeting development-related and other national objectives. The India Energy Policy Simulator (India EPS), an open-source, system dynamics model, can enable an integrated quantitative assessment of different cross-sectoral climate policy packages for India through 2050 and their implications for key variables of interest such as emissions, GDP, and jobs. The tool was developed by Energy Innovation LLC and adapted for India in partnership with World Resources Institute. It is available for open access through a Web interface as well as a downloadable application. This technical note describes the structure, input data sources, assumptions, and limitations of the India EPS, as well as the setup and key results of its reference scenario, referred to as the business-as-usual (BAU) scenario in the model. It is intended as an update to the first technical note on the India EPS (Mangan et al. 2019) and accounts for the changes incorporated into the model since the first version.

In 2003, the UK Government adopted a target to reduce carbon emissions by 60 percent by 2050, a longer term commitment than is required under the Kyoto Protocol. Given that increasing low carbon generating capacity is essential to achieve the required carbon reductions, renewable energy policies are a central element of overall climate change policy. To facilitate the building of renewable capacity, greater responsibility has been placed upon the English regions, with the advent of regional sustainable energy strategies, though there remain many profound tensions between the liberalized UK energy system and the adoption of a more strategic approach to renewable energy at the regional scale. This paper uses a ‘discourse analysis’ framework to explore wind energy policy in the North West of England from the perspective of competing coalitions. In the light of this assessment, it is concluded that the implementation of national energy policy at regional and sub-regional scales can be considered as a process of coalition building, where Government is reliant on building partnership between state and non-state actors to achieve its objectives.

Abstract Under the global rhetoric of 'the green economy' Renewable Energy Resources (RES) projects have proliferated across the world. This article examines the growth of photovoltaic projects in post-crisis Greece, grounded in a green energy discourse. The aim is to provide insights into how green economies are built and what new appropriations they (might) entail. It is based on a Foucauldian oriented discourse analysis, in depth semi-structured interviews and review of a variety of other sources. The article argues that justificatory discourses for green growth implicated in 'green grabbing' involve the complex interplay of neoliberal and disciplinary 'environmentalities.' These seek to construct 'green economy' entrepreneurs and compliant subjects. A relatively undocumented and understudied aspect of green grabs is the appropriation of public and private financial resources for photovoltaic projects, with significant negative impacts on livelihoods. In Greece, this has resulted in the accumulation of capital by a few large RES companies, as well as significant impacts on the livelihoods of domestic and small business electricity consumers and small/medium photovoltaic investors through debt.
