Public Service Mall (PSM) Grha Tiyasain Bogor City is one place that provides services to the public in terms of services. As a public service, Grha Tiyasa should measure whether the services offered to meet consumer expectations. The purpose of writing this paper is to analyze the capability of the process of issuing licensing services and consumer perceptions of services provided by PSMGrha Tiyasa. The process capability analysis criteria used are Pp and Ppk because the data is non-normal distribution. Analysis using Minitab 16.0. The results of the study show that the capability of the service process at the time of issuance of permits has a value of Pp = 1 and Ppk = 0.49. This value indicates that the process capability is excellent. The capability of the process of perception or assessment of consumers of services is quite good. This fact is indicated by the value of Pp = 5.52 and Ppk = 1.70.

In this paper, the improvement of performance design for mass production are shown by using statistical tolerance index Cpk and Cc. Recently, the demand for product performance is getting higher. Meanwhile, precision machining and measurement are also developing in manufacturing industry. To satisfy consumer in terms of product performance, we have proposed advanced tolerancing method by using statistical tolerance index (STI). In this study, it is assumed that the performance of each product can be quantified and depends on the only functional dimension. It is also assumed that the dimension distribution of each machined part follows normal distribution. Consequently, performance of mass production can be quantified statistically. To control performance, we introduce STI which is composed of process capability limitation. After all, performance design is to calculate STI so as to satisfy the demand for performance. There are two problems in performance design. One is a synthesis of STI and another is an allocation of STI. These problems are just like the conventional tolerance synthesis and allocation problems. In this paper, the former problem is formulated algebraically.

The paper develops two new control charts and process capability ratios based on the skew normal distribution to monitor the process average and evaluate the process capability of non-normal data. Both control charts reduce to Shewhart-type control charts when the underlying distribution of quality characteristic is symmetric. A simulation study is conducted to compare the performances of the proposed control charts with those of existing control charts. Simulation results indicate that considerable improvement over those of existing control charts can be achieved when the proposed control charts are used to monitor the process average of non-normal data. Two examples are presented for illustration.
