<p>Grass-roots governance is an important part of the emergency management system for public emergencies. Grass-roots governance represented by villages and communities has become a key part of emergency governance for public emergencies. The role of this is worth our expectation and discussion. Based on the research progress of relevant domestic grass-roots governance, this article discusses the superiority of grass-roots governance in responding to emergencies in terms of governance space and functions in order to give full play to its active role in emergency public emergency management.</p>
