The local government units in the Philippines are at the forefront of disaster management including responding to the impacts of climate change. With the necessity to address this problem, this study aimed to determine the initiatives of the local government units (LGUs) in Batangas on climate change. The study made use of descriptive research which involved quantitative and qualitative methods in gathering data. Research triangulation was used. The subjects of the study were the Disaster Risk Reduction Management and planning officers of three component cities and twenty-seven municipalities of Batangas. Frequency counts, percentages, and average weighted mean were used in the statistical analysis of data. Results of the study revealed that LGUs in Batangas comply with the provisions of Republic Act No. 10121, otherwise known as Philippine Disaster Risk Reduction and Management Act of 2010. LGUs to organize disaster risk reduction and management councils at the local level. Likewise, cities and municipalities of Batangas implement policies through local ordinances to adopt and strengthen RA 9003. They are implementing initiatives that encourage businesses to promote climate-smart services and practices. Assessment of farming practices, extension services and linkages with GOs, NGOs and other agencies in the implementation of climate change initiatives needs to be improved.

Purpose The recently released fifth IPCC report indicates a high agreement among global actors on the need to integrate climate change adaptation (CCA) and disaster risk reduction (DRR). However, there remains little local level evidence on how DRR and CCA could be linked, the sorts of adjustments that are required for the two concepts to be integrated and the challenges ahead. This paper aims to provide an empirical insight on the possible links and departures between DRR and CCA. Design/methodology/approach The study used a qualitative case study approach to excavate lessons from an existing DRR intervention for CCA using a local-level adaptive capacity assessment framework as a normative criteria. Data was collected both from primary and secondary sources. The primary data collection involved the use of participatory rural appraisal techniques with village communities in Chifra District, Afar Regional State, Ethiopia. Findings The findings showed that the DRR interventions studied addressed parts of the elements of adaptive capacity at the local level. The findings also showed the limitation of the DRR intervention, which could be attributed to both the nature of the DRR interventions in general and implementation problems of the case study intervention in particular. The limitations show cases where full integration of DRR with CCA could be challenging. Originality/value The paper argues why the two approaches may not be integrated fully and also shows the need to focus on the design of DRR interventions in achieving both short-term (reducing disaster risks) and long-term objectives (enhancing adaptive capacity).

The private sector for long has been looked upon as a funding source to cushion the disaster and climate change damages and losses. In recent times, there is a more proactive approach with the private sector increasingly engaging in activities to promote Disaster Risk Reduction (DRR) and Sustainable Development Goals (SDGs) as a part of their business strategies. Despite significant strides being made by the private sector in this regard, the strategies that are good for the business, environment, and sustainability are yet to take off at a large-scale. Many private organizations are still facing the challenge of identifying the right target sector and stakeholders for fulfilling their sustainability requirements. However, the greatest strength of the private sector is its ability to innovate. As part of this innovative design, the concept of thematic incubation for corporate sustainability is explored. The products and services developed through these thematic incubators are envisaged to result in the achievement of global development agendas and promotion of sustainability performance for multiple stakeholders including government, academia, private sector, and the community at large. This concept allows a win-win situation with the culmination of long-lasting social and environmental goals along-with achieving profit-with-purpose. The paper identifies the concept of sustainability with respect to the interest of the stakeholders, as well as its alignment with that of sustainable development and disaster risk reduction. The paper presents an exploratory case of the thematic incubation for disaster risk reduction, climate change, and sustainable development as a possible approach to corporate sustainability. The paper details the process of thematic incubation along with possible challenges and advantages of the same. In all, thematic incubation has been identified as a lynchpin to ensure the effective utilization of resources and setting in motion a culture of innovation, entrepreneurship, use of science, and sustainability at the local level.

Purpose The paper aims to examine one local government’s efforts to increase local-level engagement in building community disaster resilience. Presenting the empirical evidence of stakeholder engagement activities that increase risk awareness and encourage collective action, the study addresses a key priority for the Post-2015 Framework for Disaster Risk Reduction (Hyogo Framework for Action 2) to identify methods for increasing local-level implementation of disaster risk reduction and climate change adaptation. Design/methodology/approach A qualitative, case study approach is used to explore the case in depth. A review of literature from the multidisciplinary areas of communication, social and political theory frames data collection and analysis. Data collection includes observation, document analysis and interviews with policymakers, practitioners and local stakeholders to document achievements and lessons learnt from all perspectives. Findings Preliminary results indicate that strong political leadership and inter-departmental coordination have contributed to engaging local-level participation in disaster risk reduction in the Municipality of Amadora, Portugal. Findings indicate that the implementation of a wide spectrum of public engagement initiatives has increased awareness of hazard risks amongst specific demographic groups and improved community and government capacity to identify and implement risk reduction strategies. Research limitations/implications As this study is a work-in-progress and data analysis is in the early stages, interview transcripts included in this paper are limited to members of the team and their Director, Amadora Town Councillor for Civil Protection Services. Practical implications It is commonly acknowledged that to date, achievements of the Hyogo Framework for Action 2010-2015 largely remain at the national level and have not reached local levels in a substantial manner. Addressing the need for more industry-led research to explore examples of successful stakeholder participation, the paper’s findings can be used by emergency management practitioners who recognise the need to merge climate change adaptation, risk reduction and local-level engagement to encourage public participation, inclusiveness and proactive planning. Originality/value Co-authored by an Australian academic and a member of Amadora’s Campaign Team, the paper is a combination of empirical data from one city’s practical experience to develop and implement communication strategies in developing and implementing strategies to build community disaster resilience, analysed within a framework of communication, social and political theory.

<p>Agricultural practices and technologies play a crucial role in the adaptation to climate change and disaster risk reduction, especially in contexts of high social and environmental vulnerability as in the Meso American Dry Corridor. This area, home to more than 40 million people and half of the smallholders basic grain farmers, is highly sensitive to El Niño phenomenon, associated to 30-40% decrease of precipitation and long periods of water shortages. This in turn makes agricultural production difficult to success and maintain subsistence livelihoods of the rural poor. Thus, adaptation to climate variability is key for sustainable development in the dry corridor.</p><p>In this study we develop a methodology to systematically review Good Agricultural Practices (GAP) for climate change adaptation and disaster risk reduction to gain a comprehensive overview of adaptation options that can guide policy recommendations at the local level. The food-water-energy nexus approach has been considered in this methodology.</p><p>The methodology starts analyzing good agricultural practices (GAP) already identified in the Meso American Dry Corridor documented by different types of actors (International organizations, NGOs, local and national governments, academia, private sector). They were classified in different agricultural subsectors (farming, livestock, agroforestry, forestry and fishing and aquaculture) regarding climate variability and several natural hazards such as drought and flood. Then, a live spread sheet database was developed where the best practices were organized following the criteria defined based on literature review and expert knowledge. These  criteria were established to assess each potential good practice taking into account agroecological adequacy, socioeconomic viability, increase in resilience and environmental co-benefits, and specific consideration to the water-energy nexus. Finally, a group of 145 GAP were identified for the region.</p><p>Most of the GAP correspond to crop production, and they are mostly related to drought management and coping with interannual climate variability. It is observed that GAP are frequently implemented as a combination of practices and techniques as well as to face several hazards at the same time. In this regard, the analysis of water resources and the energy component should be seen under the food-water-energy nexus approach to ensure that a complete assessment of a potential GAP.</p>

Climate change adaptation and mitigation measures a complicated process and community livelihoods are being seriously impacted. The current local community reality is that climate change and associated disasters are becoming more intense, unpredictable, frequent and costly impacting on rural and urban areas. Disaster Risk Reduction is very important. United Nations General Assembly already set the global policy with the hope that the impact of future disaster events on the community is substantially reduced. Solutions to internal refugee crises start at the local level and require that everyone plays a part: every city, every neighbourhood including farming areas, and every individual can contribute. Leaders must create spaces where everyone can live in safety, become self-reliant, and contribute to and participate in their local community, and not allow people to shift into slum areas after disasters strike. The UNISDR suggests community’s use of the recovery, rehabilitation and reconstruction phases after a disaster to increase the resilience of nations and communities; through integrating disaster risk reduction measures into the restoration of physical infrastructure and societal systems, and into the revitalization of livelihoods, economies, and the environment.

Purpose The purpose of this paper is to advance the dialogue between the disaster risk reduction (DRR) and adaptation community by investigating their differences, similarities and potential synergies. The paper examines how DRR and adaptation can inform development to tackle the underlying drivers of disaster risk. Design/methodology/approach Based on a risk-based approach to the management of climate variability and change, the paper draws from a critical review of the literature on DRR and adaptation. The study finds that known and emerging risk from disasters continues to increase dramatically in many parts of the world, and that climate change is a key driver behind it. The authors also find that underlying causes of social vulnerability are still not adequately addressed in policy or practice. Linking DRR and adaptation is also complicated by different purposes and perspectives, fragmented knowledge, institutions and policy and poor stakeholder coordination. Findings The author’s analysis suggests that future work in DRR and adaptation should put a much greater emphasis on reducing vulnerability to environmental hazards, if there is truly a desire to tackle the underlying drivers of disaster and climate risks. Originality/value This will require coherent political action on DRR and adaptation aimed at addressing faulty development processes that are the main causes of growing vulnerability. The study concludes with a first look on the new Sendai Framework for Disaster Risk Reduction and how it aims to connect with adaptation and development.
