The threat of natural disasters in Indonesia can occur at any time and has caused suffering for humanity. The tourism industry also feels the impact and consequences of natural disasters. Tsunami on the coast of Banten at the end of 2018 has caused economic losses of up to hundreds of billions in the tourism sector. Mitigation of natural disasters, especially in the tourism industry, is still lacking the attention of the government. In the disaster management system, the state is the main actor who has full responsibility for dealing with the effects of natural disasters. The Government of Indonesia in 2005 ratified the 2005-2015 Hyogo Framework for Action as the government's guidelines in dealing with natural disasters, especially in the field of natural disaster mitigation. This study examines the implementation of HFA concerning natural disaster mitigation in the Special Economic Zone of Tanjung Lesung-Banten, and Cikadu Tourism Village Community. Socio-legal research is used as a research method and uses qualitative data analysis that is analytical descriptive and emphasizes primary data as the main data. This data was obtained by interview and observation. As for supporting primary data, library research is conducted. Based on the results of the study it can be seen that the Government of Indonesia has implemented the HFA by making Law No. 24 of 2007 concerning Disaster Management, but in practice law enforcement has not been felt by Banten coastal communities other than that there is no habit or cultural awareness of disaster response in the community.

Abstrak Isu terkait bencana telah menjadi sebuah kajian dalam Hubungan Internasional karena isu tersebut masuk ke dalam isu keamanan non-tradisional yang mengancam keamanan manusia. Isu mengenai kebencanaan menjadi sebuah isu yang memiliki tantangan tersendiri karena ia membutuhkan penanganan khusus dan perhatian besar sebab dampak yang ditimbulkan dari berbagai macam bencana amat merugikan manusia. Indonesia dan Australia sebagai dua negara yang meratifikasi kerangka kerja Hyogo Framework for Action (HFA) yang membahas mengenai upaya pengurangan risiko bencana telah lama bekerja sama dalam sektor bencana, salah satunya adalah dalam program rekonstruksi Aceh pasca tsunami tahun 2004 silam. Sejak saat itu kerja sama antara kedua negara terus berlanjut dan berkembang, salah satunya adalah kerja sama di bidang pengurangan risiko bencana yang ditandai dengan penandatanganan MoU Manajemen Risiko Bencana tahun 2016-2018 antara Department of Foreign Affairs and Trade (DFAT) Australia dan Badan Nasional Penanggulangan Bencana (BNPB) Indonesia. Salah satu wilayah yang menjadi fokus dalam kerja sama ini adalah provinsi Nusa Tenggara Timur (NTT) yang memiliki ancaman bencana paling tinggi keempat di Indonesia. Oleh karena itu penelitian ini akan membahas mengenai implementasi dan juga berbagai hambatan dari kerja sama pengurangan risiko bencana antara DFAT Australia dan BNPB Indonesia di provinsi NTT dengan menggunakan teori bantuan luar negeri dan ketangguhan bencana. Objective: This paper uses the Analytic Hierarchy Process (AHP) to rank main actions and their associated task areas outlined in the Hyogo Framework for Action (HFA) in the case of Nigeria. The focus is on three major challenges namely (1) stakeholder inclusiveness, (2) capacity building and communication and (3) local adaptation. Methods: The perceptions of a sample of 26 field disaster management experts on the HFA were studied and analyzed using AHP. The study found that "Disaster Preparedness" is the most important expected goal followed by "Risk Assessment and Early Warning." Results: Their priority indices are 0.258 and 0.219, respectively. "Local/City Governance" however, shows poor performance with a priority index of 0.085. Monte Carlo simulation was further applied to examine the robustness of the AHP assessments. Conclusion: The results are indicative of the perceptions of the performance levels attained and the areas that need improvement.

Artikel ini menjelaskan tentang bencana dan proyek kurikulum kebencaan di sekolah. Untuk maksud itu penulis menggunakan metode kajian pustaka yang diadon melalui persepektif sosiologi. Sebagai negara yang rawan bencana, Indonesia sudah semestinya menerapkan kurikulum kebencanaan di sekolah. Kurikulum tersebut harus menjadi “proyek kebajikan” yang ditempatkan sebagai Education for Sustainable Development melalui prinsip-prinsp yang mapan, seperti; relevansi, efektivitas, efisiensi dan fleksibilitas, serta mengacu pada prinsip-prinsip umum dalam PRB yang dijelaskan secara eksplisit di dalam Hyogo Framework for Action. Tujuan dari proyek kurikulum kebencanaan ini adalah untuk mewujudkan komunitas baru yang lebih kritis yang mampu memahami bencana secara total; kenapa terjadi bencana, bagaimana perilaku menghadapi bencana, dan apa yang harus dilakukan ketika bencana itu datang. Ujungnya adalah untuk menyelamatkan kehidupan masyarakat Indonesia dari resiko bencana yang lebih besar dan membahayakan di kemudian hari. Kata Kunci : Bencana, Proyek Kurikulum Kebencanaan di Sekolah, Komunitas Kritis

The importance of disaster risk governance was stated in the Hyogo Framework for Action (HFA) in 2005. However, effective measures towards strengthening disaster risk governance from the science and technology community have not been sufficiently implemented since then. In the Sendai Framework for Disaster Risk Reduction (SFDRR) in 2015, “strengthening disaster risk governance to manage disaster risk” was established as one of the four action items, and many roles for the science and technology community were stated in the SFDRR. This report introduces the discussions and outcomes regarding the role of the science and technology community in strengthening disaster risk governance at the Global Forum on Science and Technology for Disaster Resilience 2017.

Capacity assessment is a parameter in determining the success of disaster risk reduction. The reference for the assessment of capacity in Indonesia is the Hyogo Framework for Action (HFA) agreed by 160 countries in disaster risk reduction efforts. The implementation of the HFA in Indonesia is ACT 24/2007 about the disaster relief. The capacity assessment was conducted to find out how disaster mitigation efforts in Banjarnegara by looking at disaster mitigation priorities. The purpose of this study was to describe the score capacity in disaster management and disaster risk reduction efforts.The results of this research is the capacity score disaster relief in the region reached 70.46% from 88 indicators so that fall into the category B. It means capacity in Banjarnegara district into disaster management can already be said either. From these results, the main concern is the basic risk factors reduce the efforts through the establishment of "Desa Tangguh Bencana".
