Nexus between vulnerability and adaptive capacity of drought-prone rural households in northern Bangladesh

Abstract Background The adverse effects of climate variability and extremes exert increasing pressure on rural farm households whose livelihoods are dependent on nature. However, integrated and area-specific vulnerability assessments in Ethiopia in general and the study area, in particular, are scarce and insufficient for policy implications. Therefore, this study aims to quantify, map, classify, and prioritize the level of vulnerability in terms of the components of exposure, sensitivity, and adaptive capacity in the Northeastern Highlands of Ethiopia. The study area is divided into six livelihood zones, namely, Abay-Beshilo Basin (ABB), South Wollo and Oromia eastern lowland sorghum and cattle (SWS), Chefa Valley (CHV), Meher-Belg, Belg, and Meher. A total of 361 sample households were selected using proportional probability sampling techniques. Survey questionnaire, key informant interview, and focus group discussions were used to collect the necessary data. Rainfall and temperature data were also used. Following the IPCC’s climate change vulnerability assessment approach, the climate vulnerability index (CVI) framework of Sullivan and Meigh’s model was used to assess the relative vulnerability of livelihoods of rural households. Twenty-four vulnerability indicators were identified for exposure, sensitivity, and adaptive capacity components. In this regard, Iyengar and Sudarshan’s unequal weighting system was applied to assign a weight to indicators. Results The results revealed that Belg and Meher were found to be the highest exposure livelihood zones to vulnerability with an aggregated value of 0.71. Equally, SWS, ABB, Belg, and CHV livelihood zones showed moderate level of sensitivity to vulnerability with an aggregated value between 0.45 and 0.60. The study noted that livelihood zone of Belg (0.75) was found to be at high level of livelihood vulnerability. ABB (0.57) and CHV (0.45) were at a moderate level of livelihood vulnerability while Meher-Belg (0.22) was the least vulnerable livelihood zone due to a high level of adaptive capacity such as infrastructure, asset accumulation, and social networks. Conclusion It was identified that disparities of livelihood vulnerability levels of rural households were detected across the study livelihood zones due to differences in the interaction of exposure, sensitivity, and adaptive capacity components. The highest levels of exposure and sensitivity combined with low level of adaptive capacity have increased households’ livelihood vulnerability. More importantly, the biophysical and socioeconomic sensitivity to livelihood vulnerability were exacerbated by slope/topography, soil erodibility, and population pressure. Therefore, designing livelihood zone-based identifiable adaptation strategies are essential to reduce the exposure and sensitivity of crop-livestock mixed agricultural systems to climate calamity.

AbstractFemale- and male-headed rural households have unequal opportunities in climate change adaptation. Efforts in climate change adaptation in regions with deeply entrenched sociocultural norms should also account for the varied gender components of climate change. The broad objective of this study is to integrate gender issues into climate change adaptation thereby distilling lessons and evidence for policymakers on how to approach the necessary transformation of gender relations in climate change interventions. The study employed focus group discussions to uncover the structural factors undermining women’s adaptive capacity, thereby making them vulnerable to climate change impacts. In addition to this, in-depth interviews were also conducted. For the in-depth interviews, 27 farmers were sampled using a snowballing method, while four focus groups were carried out differently for male and female farmers. Ten extension personnel and ten representations from the ministry of agriculture were also surveyed using in-depth interviews. Results from the study showed that female farmers in the region were more vulnerable to climate change as a result of the deeply rooted cultural systems and unwarranted assumptions about women. Findings also suggested that women with high adaptive capacity were less vulnerable to climate impacts. We conclude that gender-responsive climate change adaptation is important in achieving balanced relations that will ensure climate resilience in more equitable and nonhierarchical ways.

Rural farming households in semi-arid regions in Kenya are vulnerable to climate change impacts due to overreliance on rain fed agriculture and low adaptive capacity. Farming households’ adaptive capacity development is detrimental to enable them cope with short and long term impacts. Information Communication and Technology (ICTS) play an essential role in adaptive capacity development by ensuring access to information and knowledge related to agriculture and climate. The mobile phone is one of dominant ICT tool with wider ownership and promising technology for information accessibility. The increasing mobile penetration rate in Kenya has initiated the development of a wide range of agricultural related mobile phone services and applications targeting rural households to increase their agricultural productivity and strengthen their adaptive capacity in the face of climate change. This study examines households use and benefit from the developed mobile phone services and applications to access information related to agriculture and climate change. Using data of 120 households’ multinomial probit analysis is applied to identify factors that determine the adoption of the mobile phone. Findings reveled that through developed mobile phone services and applications, Kenyan rural households are able to access; mobile money banking, extension services, obtain credit, agriculture information, weather information and market information. Access to these services increases household capacity and reduce information asymmetry. Feature phone and smart phones are the types of mobile phone used across households. Multinomial probit analysis elicits that probability of feature phone adoption increases with a decrease in household income while that of smart phone increases on male headed households, increases with an increase in household income and accessibility to credit.

Climate change (CC) and its impacts on the socio-economy and the development of communities has become an issue causing very special concern. The rise in global temperatures, in sea levels, extreme weather phenomena, and salinization have occurred more and more and have directly influenced the livelihoods of rural households in the Red River Delta – one of the two regions projected to suffer strongly from climate change in Vietnam. For farming households in this region, the major and traditional livelihoods are based on main production materials as agricultural land, or aquacultural water surface Changes in the land use of rural households in the Red River Delta during recent times was influenced strongly by the Renovation policy in agriculture as well as the process of industrialization and modernization in the country. Climate change over the past 5 years (2005-2011) has started influencing household land use with the concrete manifestations being the reduction of the area cultivated and the changing of the purpose of land use.
