Governments and corporations exclaim that “energy transition” to “renewable energy” is going to mitigate ecological catastrophe. French President Emmanuel Macron makes such declarations, but what is the reality of energy infrastructure development? Examining the development of a distributional energy transformer substation in the village of Saint-Victor-et-Melvieu, this article argues that “green” infrastructures are creating conflict and ecological degradation and are the material expression of climate catastrophe. Since 1999, the Aveyron region of southern France has become a desirable area of the so-called renewable energy development, triggering a proliferation of energy infrastructure, including a new transformer substation in St. Victor. Corresponding with this spread of “green” infrastructure has been a 10-year resistance campaign against the transformer. In December 2014, the campaign extended to building a protest site, and ZAD, in the place of the transformer called L’Amassada. Drawing on critical agrarian studies, political ecology, and human geography literatures, the article discusses the arrival process of the transformer, corrupt political behavior, misinformation, and the process of bureaucratic land grabbing. This also documents repression against L’Amassada and their relationship with the Gilets Jaunes “societies in movement.” Finally, the notion of infrastructural colonization is elaborated, demonstrating its relevance to understanding the onslaught of climate and ecological crisis.

Urban waterfronts represent hybrid locations of ecological, economic, and social zones of transition and dispersal, spatially reified between land and water. Yet, through advancements in technology and the emergence of globally linked economies, the structure and function of urban waterfronts as economic and industrial drivers is becoming increasingly complex. As cities seek to redevelop their waterfronts in response to these changes, recent research and scholarship has focused on understanding the ecological, social, and economic benefits derived from urban waterfronts. This research reveals that their benefits are unevenly distributed among local and regional populations as sites of accumulated inequity and inaccessibility that are generative for only a relatively small percentage of the people living in a metropolitan area. Set within this paradoxical nexus, this paper frames a call to scientists, planners, academics, and waterfront activists to expand urban waterfront research from an indicator and benefits model to incorporate three conceptual tools for better understanding key dimensions of waterfront reclamation within the context of green infrastructure research: urban hybridity, functional performance and hierarchies of access. We explore these key dimensions in relation to the waterfront redevelopment of Tacoma, Washington, USA. By acknowledging the hybridity of urban waterfronts, we illustrate that their relative performance and accessibility require ongoing empirical study and practical intervention. Our theoretical explorations plot some of the potential areas of investigation for examining the structural and functional transitions of urban waterfronts as critical locations for green infrastructure development for the 21st century.

Lack of sustainable strategic approaches has led to non-functional, unsafe, inaccessible, and fragmented urban green infrastructure within cities. In sub-Saharan African cities, the development and management of urban green infrastructure are not realized in many instances due to a lack of priorities and resources. The objective of the study is to develop strategic approaches that help to overcome the challenges of urban green infrastructure and promote a sustainable development and management system in Ethiopia with special references to the emerging towns of Oromia special zone that surrounds Finfinne. To design sustainable strategic approaches for an urban green infrastructure development and management system, the study collected data using key informant interviews, focus group discussion and document reviews. Findings identify seven potential strategic approaches that are needed to create a sustainable urban green infrastructure development and management system. Hence, improving the quantitative, qualitative, and accessibility standards on the provision of urban green infrastructure is needed for sustained development. Moreover, advanced development in budget allocation, capacity building, legal and institutional framework, awareness creation, and stakeholder’s involvement are also needed to promote a sustainable development and management system of urban green infrastructure in the urban centers of Ethiopia in general and emerging towns in particular.
