Abstract Introduction Activity-Based Funding (ABF) is a new reimbursement model for public hospitals in Ireland. Little data exists regarding cost estimates for acute surgical admissions in Ireland. This study presents a novel method of direct-cost estimation for Testicular Torsion (TT) care in Ireland. Method Hospital In-Patient Enquiry (HIPE) data, covering all public hospital admissions in Ireland, were analysed to derive annual incidence rates for TT between 2009-2018. The monetary cost of each case was calculated by cross-referencing the Diagnosis-Related Group (DRG) with reference prices for inpatients and day-cases in public hospitals in 2019. Annual cost was adjusted using the Consumer Price Index for Health (Ireland) Results N = 1,746 patients under 25 years underwent orchidectomy or orchidopexy for TT between 2009 and 2018. The direct cost of TT care in public hospitals between 2009 and 2018 was €6,331,402. Costs increased 54% over 10 years, from €513,232 in 2009 to €788,700 in 2018 (2019 Euros). Just over two-thirds of cases (70%, n = 1,230) were reimbursed with public funding Conclusions This novel cost-estimation model may serve as a template for future direct-cost estimates for surgical interventions in Ireland. This will improve the accuracy of future economic evaluation for healthcare interventions in Ireland.

Cost estimation of software projects is risky task in project management field. It is a process of predicting the cost and effort required to develop a software applications. Several cost estimation models have been proposed over the last thirty to forty years. Many software companies track and analyse the current project by measuring the planed cost and estimate the accuracy. If the estimation is not proper then it leads to the failure of the project. One of the challenging tasks in project management is how to evaluate the different cost estimation and selecting the proper model for the current project. This paper summarizes the different cost estimation model and its techniques. It also provides the proper model selection for the different types of the projects.

The parametric cost estimation approach has proved to be an efficient method for analyzing complex systems such as spacecraft, missiles, ships, buildings, etc where cost varies according to a number of parameters. The cost to provision a telecom network also depends on a number of parameters; but little research effort has been applied to estimate cost using this approach. In estimating the cost of a telecom network, most published research has considered two parameters; distance and bandwidth of a link and ignored the effects of other parameters. We have modelled the cost based on distance, bandwidth, geographical terrain and technology simultaneously using a parametric cost estimation methodology applied to real data obtained from the Indian Telecom Company, BSNL. Using the model, we show how a cost optimized network can be designed given the real world constraints. Abstract Multidisciplinary design and innovative highly automated manufacturing methods are increasingly important to today’s aircraft industry: multidis-ciplinary design because it reduces lead-time and results in a better design, and automated manufacturing methods because they are more capable and reduce manufacturing cost. In this paper a cost estimation model is presented that integrates the manufacturing cost of friction stir welded connections within a multidisciplinary design decision tool. Due to the fact that friction stir welding is a new manufacturing method, the cost estimation model is based on the actual process physics, meaning what the process looks like in terms of processing speeds and characteristics. As an integral part of a multidisciplinary design framework, the developed cost estimation model contributes to a design support tool that assesses not only manufacturing but also structural and aerodynamic issues. It is shown that the cost model developed can be integrated into this more holistic design process support architecture. The predicted costs are accurate to the historical data and allow tradeoff of manufacturing and economic considerations within the context of the multidisciplinary design tool. The tradeoff capability is highlighted through a presented case study that compares the friction stir welding process as an alternative solution to more tradition riveting. Most importantly, this results in a quantitative tradeoff between two processes that shows the manufacturing cycle time of friction stir welding to be reduced by 60% and the recurring assembly cost by 20%.

For the purpose of encouraging enterprises to save energy and reduce emissions from the internal demand and providing insight and inspiration to future study,this article not only describes the carbon finance coefficient model based on factors related to carbon finance but also establishes cost estimation model of carbon emissions according to the factors affecting the cost of carbon emissions and carbon finance coefficient.The resulted shows that carbon emissions currency cost namely the monetary costs of carbon emissions is the market value and the currency value of carbon emissions cost based on the financial market conditions.The result of the present work introduces that the cost of carbon emission has a correlation with prevention costs,cost control,carbon content,industrial added value,carbon finance index and so on so that governments and enterprises should take some measures such as perfecting carbon finance system and setting up the cost control of system consciousness to reduce the cost of carbon emissions and protect our environment.

Cost estimation helps build confidence in the feasibility of the development of novel manufacturing processes. This paper focuses on the exploration of the cost estimation for novel manufacturing processes for decision support. One of the aspects of estimation is building credibility around the analysis, especially, in the early stages of planning. Cost estimating guidelines provide a good overview of the cost estimation steps but there is a requirement for guidelines for cost estimation model development. Through building on an understanding of the cost estimation principles, as well as cost estimation modelling, a high-level generic approach for process cost estimation is proposed. Further, a demonstration of a cost estimation modelling approach used for composites manufacturing in the automotive sector is provided, outlining the steps in cost estimation model development.

XPath query is the key part of XML data processing, and its performance is usually critical for XML applications. In the process of XPath query, there is inherent seriality between query steps, which makes it difficult to parallelize the query effectively as a whole. On the other hand, although XPath query has the characteristics of data stream processing and is suitable for pipeline processing, the data flow of each query step usually varies a lot, which results in limited performance under multithreading conditions. In this paper, we propose a pipelined XPath query method (PXQ) based on cost optimization. This method uses pipelined query primitives to process query steps based on relation index. During pipeline construction, a cost estimation model based on XML statistics is proposed to estimate the cost of the query primitive and provide guidance for the creation of a pipeline phase through the partition of query primitive sequence. The pipeline construction technique makes full use of available worker threads and optimizes the load balance between pipeline stages. The experimental results show that our method can adapt to the multithreaded environment and stream processing scenarios of XPath query, and its performance is better than the existing typical query methods based on data parallelism.

This chapter is an effort towards illustrating the use of expert panels (EP) as a means of eliciting knowledge from a group of enterprise resource planning (ERP) experts in an exploratory research. The development of a cost estimation model for ERP adoptions is very crucial for research and practice, and that was the main reason behind the willingness of experts to participate in this research. The use of EP was very beneficial as it involved various data collection and visualization techniques, as well as data validation and confirmation. Arguments for using EP over other group techniques are presented in this chapter. Experts modified and enhanced the initial cost drivers list and their sub-factors significantly, as they added, modified, merged and split different costs. Moreover, they ranked the cost drivers according to their weight on total costs. All of this helped the authors to better understand relationships among various cost factors.

A cost model is an important tool for product design and material selection. An efficient and effective cost estimation tool is necessary for early design evaluations. In this paper, a cost estimation model is presented that estimates the production cost for metal inert gas (MIG) welded joints. This model determines the cost incurred in fabricating each joint with a detailed explanation of each cost component / driver. Each cost component has been closely analyzed and the major cost components have been included in the cost model. We used this cost model to predict the cost of the forty two different joints joined using MIG welding technique. The results predicted by the MIG welding cost model have been compared to that quoted by an expert welder. Initial results show that the cost model and the expert cost estimates follow a similar general trend. Further study is needed to refine the MIG cost model.

One of the owner’s common problem before executing construction projects is the complexity in estimating the project cost in an early stage. Inaccurate cost estimation will force the owner to make further arrangement to the project budget. This study aims to develop an initial cost estimation model for superstructures of Precast I-girder Bridge. Cost estimation model was developed based on thirteen data of detail engineering design of I-girder bridge in Daerah Istimewa Yogyakarta (DIY). Factors influencing the cost of the superstructures of the I-girder bridge were identified. Bridge span and width, the size of the sidewalk, and railing’s type are considered as variables affecting the cost of superstructures. These variables are then arranged into two different analysis Multiple Linear Regression (MLR) analysis and Artificial Neural Network (ANN), in order to obtain the best estimation model. The results of the analysis showed that bridge span and width were the significant factors influencing cost. The correlation value of bridge span is 89.0%, bridge width is 74.2%, the size of the sidewalk is 66.1%, and railing’s type is 46.1% as identified factors that affect the cost of the superstructure. A comparative model of two approaches shows that the ANN has better accuracy than that of MLR, although the difference was not significant.
