We present an analytic formula to extract the longitudinal structure function in the next-to-leading order of the perturbation theory at low x, from the Regge-like behavior of the gluon distribution and the structure function at this limit. In this approach, the longitudinal structure function has the hard-Pomeron behavior. The determined values are compared with the H1 data and MRST model. All results can consistently be described within the framework of perturbative QCD, which essentially show increases as x decreases.

The combination [Formula: see text] is derived from SLAC data on polarized proton and deuteron targets, evaluated at Q2=10  GeV 2, and compared with the results of SMC experiment. The agreement is satisfactory except for the points at the three lowest x, which have an important role in the SMC evaluation on the L.H.S. of the Bjorken sum rule.

This report presents the latest results on structure functions, as available at the Lepton-Photon Symposium 1999. It focuses on three experimental areas: new structure function measurements, in particular from HERA at low x and high Q2; results on light and heavy flavor densities; and determinations of the gluon distribution and of αs. As the talk was delivered at a historic moment and place, a few remarks were added recalling the exciting past and looking into the promising future of deep inelastic scattering (DIS).
