The demand for accountability and measurement regarding educational programs in community colleges makes the decision-making process of advisory committees more important than ever. The role of the advisory committee for educational workforce programs is changing, and becoming increasingly necessary, due to legislative actions and consistent changes in the workforce. Business, industry, and higher-education institutions are adapting programs to fit thriving regional economies, and calling upon advisory committees to make major decisions within their organizations. Perceptions of and experiences with the decision-making processes that educational practitioners and workforce advisory-committee members utilize to make informed decisions for workforce-education programs are vital to their success. This chapter reveals the best practices that business and industry use to make informed decisions, including how to utilize those practices to include educational entities.

The advisory committee represents the institution, as the voice of the department, utilizing effective practices and strategies in decision-making. Because workforce education is technical and complex in nature, experienced and knowledgeable industry-based individuals are needed to advise, guide, and make decisions to achieve optimum outcomes. Key individuals have the ability to influence a group to achieve a common goal. The members have established respect and trust among the stakeholders, and are better prepared to handle the leadership roles and achieve results for the committee. The committee focuses on equal representation and balance; decision-making process; and acting as the voice of the project. This chapter focuses on the role of advisory committees. The chapter will also concentrate on the characteristics that comprise an advisory committee, and address identifying the most effective members to include on a committee.

ABSTRACTBecause of the importance of including ethical considerations in planning efforts for pandemic influenza, in February 2005 the Centers for Disease Control and Prevention requested that the Ethics Subcommittee of the Advisory Committee to the Director develop guidance that would serve as a foundation for decision making in preparing for and responding to pandemic influenza. Specifically, the ethics subcommittee was asked to make recommendations regarding ethical considerations relevant to decision making about vaccine and antiviral drug distribution prioritization and development of interventions that would limit individual freedom and create social distancing. The ethics subcommittee identified a number of general ethical considerations including identification of clear goals for pandemic planning, responsibility to maximize preparedness, transparency and public engagement, sound science, commitment to the global community, balancing individual liberty and community interests, diversity in ethical decision making, and commitment to justice. These general ethical considerations are applied to the issues of vaccine and antiviral drug distribution and use of community mitigation interventions. Children’s environmental health (CEH) has a 25-year history at the US Environmental Protection Agency (EPA), during which the agency has advanced CEH through research, policy, and programs that address children’s special vulnerability to environmental harm. However, the Trump administration took many actions that weakened efforts to improve CEH. The actions included downgrading or ignoring CEH concerns in decision-making, defunding research, sidelining the Children’s Health Protection Advisory Committee, and rescinding regulations that were written in part to protect children. To improve CEH, federal environmental statutes should be reviewed to ensure they are sufficiently protective. The administrator should ensure the EPA’s children’s health agenda encompasses the most important current challenges and that there is accountability for improvement. Guidance documents should be reviewed and updated to be protective of CEH and the federal lead strategy refocused on primary prevention. The Office of Children’s Health Protection’s historically low funding and staffing should be remedied. Finally, the EPA should update CEH data systems, reinvigorate the role of the Children’s Health Protection Advisory Committee, and restore funding for CEH research that is aligned with environmental justice and regulatory decision-making needs.
