The relative effectiveness of protected areas, a logging ban, and sacred areas for old-growth forest protection in southwest China

Human activity has greatly reduced the area of old-growth forest in Europe, with some of the largest remaining fragments in the Carpathian Mountains of south-western Ukraine. We used satellite image analysis to calculate old-growth forest disturbance in this region from 2010 to 2019. Over this period, we identified 1335 ha of disturbance in old-growth forest, equivalent to 1.8% of old-growth forest in the region. During 2015 to 2019, the average annual disturbance rate was 0.34%, varying with altitude, distance to settlements and location within the region. Disturbance rates were 7–8 times lower in protected areas compared to outside of protected areas. Only one third of old-growth forest is currently within protected areas; expansion of the protected area system to include more old-growth forests would reduce future loss. A 2017 law that gave protection to all old-growth forest in Ukraine had no significant impact on disturbance rates in 2018, but in 2019 disturbance rates reduced to 0.19%. Our analysis is the first indication that this new legislation may be reducing loss of old-growth forest in Ukraine.

AbstractIn regions where primeval forests have vanished it is unclear whether forest protection can sustain specialized old-forest biota, and over what time scale. We report on population expansion of an old-growth specific fungus of European conservation concern, Amylocystis lapponica, in the forest reserve network of Estonia. This conspicuous species was known for 40 years from only single records in one old-growth forest and was categorized nationally as Critically Endangered. During the last 10 years A. lapponica has expanded over the eastern half of the country, with nine subpopulations, in 12 localities, now known, all in long-protected old-growth forests and several > 50 km apart. In most of the new localities historical absence of the species can be reliably assessed based on earlier surveys. The historical remnant subpopulation has also increased. The population size (c. 100 mature individuals) in Estonia indicates the species should be recategorized nationally as Endangered. This success story suggests that more than 50 years of non-intervention may be needed even in large old-forest reserves for old-growth specialist species to recover.

Forest degradation continues to increase globally, threatening biodiversity and the survival of species. In this context, identifying intact, old-growth forest stands is both urgent and vital to ensure their existence and multiple contributions to society. Despite the global ecological importance of the Valdivian temperate rainforests, they are threatened by forest degradation resulting from constant and intense human use in the region. Identification of remnant intact forests in this region is urgent to global forest protection efforts. In this paper, we analyzed whether forests-canopy alterations due to logging produce a distinctive canopy gap structure (e.g., a gap area and a fraction of canopy gaps in the forest) that can be used to remotely distinguish intact from altered forests. We tested this question by comparing the canopy gap structure of 12 old-growth temperate rainforests in south-central Chile (39–40° S), with different levels of canopy alterations due to logging. At each stand, we obtained aerial or satellite very high spatial-resolution images that were automatically segmented using the Mean-Shift segmentation algorithm. We validated the results obtained remotely with ground data on the canopy gap structure. We found that, in the variables, canopy gap fraction, gap area frequency distribution, and mean gap area could be measured remotely with a high level of accuracy. Intact forests have a distinct canopy gap structure in comparison to forests with canopy alterations due to logging. Our results provided a fast, low-cost, and reliable method to obtain canopy gap structure indicators for mapping and monitoring intact forests in the Valdivian ecoregion. The method provided valuable information for managers interested in maintaining and restoring old-growth forest structures in these southern-temperate rainforests.

SUMMARYOld-growth forests around the world are vanishing rapidly and have been lost almost completely from the European temperate forest region. Poor management practices, often triggered by socioeconomic and institutional change, are the main causes of loss. Recent trends in old-growth forest cover in Romania, where some of the last remaining tracts of these forests within Europe are located, are revealed by satellite image analysis. Forest cover declined by 1.3 % from 2000 to 2010. Romania's protected area network has been expanded substantially since the country's accession to the European Union in 2007, and most of the remaining old-growth forests now are located within protected areas. Surprisingly though, 72% of the old-growth forest disturbances are found within protected areas, highlighting the threats still facing these forests. It appears that logging in old-growth forests is, at least in part, related to institutional reforms, insufficient protection and ownership changes since the collapse of communism in 1989. The majority of harvesting activities in old-growth forest areas are in accordance with the law. Without improvements to their governance, the future of Romania's old-growth forests and the important ecosystem services they provide remains uncertain.

Old-growth forest reserves in Slovenia: the past, present, and future Slovenia has a small number of old-growth forest remnants, as well as many forest reserves approaching old-growth conditions. In this paper, we describe some of the basic characteristics of these old-growth remnants and the history of their protection in Slovenia. We then trace the long-term development of research in these old-growth remnants, with a focus on methodological changes. We also review some of the recent findings from old-growth research in Slovenia and discuss future research needs. The conceptual understanding of how these forests work has slowly evolved, from thinking of them in terms of stable systems to more dynamic and unpredictable ones due to the influence of natural disturbances and indirect human influences. In accordance with this thinking, the methods used to study old-growth forests have changed from descriptions of stand structure to studies that address natural processes and ecosystem functions.

To achieve the dual goal of poverty alleviation and ecological restoration, the policy of ecological forest rangers (EFRs) was implemented in rural poverty-stricken areas in China, where local residents commonly depend on nearby forest resources for livelihoods. This study aimed to analyze the short-term and long-term effectiveness of the EFRs policy in China mainly in poverty alleviation and income growth, with a brief discussion on the ecological effect of the policy. A questionnaire survey was conducted in four counties in the Karst rocky desertification region in southwest China. By combing through the early literature on REDD+, community forestry, leasehold forestry, etc., this paper summarizes the experience and lessons of similar community forest management models, aiming to explain the unsustainability of EFRs policy from the perspective of forest tenure and governance. The findings of the effectiveness analysis of EFRs policy in the four poverty-stricken counties reflect different degrees of effect in rural households with different income levels. We believe that the EFRs policy has played important roles in short-term regional poverty alleviation while its potential for long-term income growth has not been stimulated. For the amendment of EFRs policy, we put forward the following points: (1) It is necessary to redesign the selection and recruitment mechanism, as well as the exit mechanism of EFRs adapting to the local conditions. (2) It is advisable to further improve the local assessment and monitoring system of forest protection quality of EFRs and optimize the establishment of benefit linkage mechanism between protection effectiveness and EFRs remuneration. (3) The EFRs remuneration standards should be dynamically raised to assure the active participation of EFRs in forest protection. Furthermore, there is a need for one more effective integration model of forest protection and rural livelihoods improvement, which is considered as a potential future research direction.
