The assessment of secondary school success is according to the number of students they are producing to join universities and other higher learning institutions. To increase access to all pupils from primary schools to access secondary schools, the government of Kenya upgraded previously extra county schools to national status to ensure regional distribution of schools across the nation. With the upgrade, the government was required to inject funds to enable facilities expansion. Despite the upgrade, the money allocated and disbursed to schools has always been inadequate to meet the needs of students. Therefore, this demands that school management makes plans for financial mobilisation to ensure that school operations are done without interruptions. The paper looks at the financial resource planning strategies that upgraded national schools in western Kenya have in place for the purpose of improving their performance. Data was collected from eight of the upgraded schools making up the study population where principals and teachers were the respondents. A sample of 156 respondents was selected to answer research questions through interviews and questionnaires. Analysis of data was performed using quantitative and qualitative methods. SPSS facilitated quantitative data analysis. The study found out that schools experienced financial shortfall arising from inadequate capitation grants from the government and delay in payment of schools by students. To cushion themselves, schools had made several financial plans like applying for grants for infrastructure development. Further, despite schools having large tracts of land, some school management did not put into use either through growing grass for dairy farming or planting crops for subsidising school food supplies. Computed correlation statistics showed a weak correlation that existed (r=0.191 and p=0.016) between financial planning dynamics and academic performance of upgraded national schools in the western region of Kenya. The paper concludes that financial resource planning strategies had minimal effects on the academic performance of upgraded national secondary schools in Kenya Certificate of Secondary examinations. The paper recommends that there is a need for school administration to work with stakeholders to identify profitable projects that can be implemented in their school to earn income.

Sustainable healthcare systems are gaining more importance in the era of globalization. The efficient planning with sustainable resources in healthcare systems is necessary for the patient’s satisfaction. The proposed research considers performance improvement along with future sustainability. The main objective of this study is to minimize the queue of patients and required resources in a healthcare unit with the consideration of staff absenteeism. It is a resource-planning model with staff absenteeism and operational utilization. Petri nets have been integrated with a mixed integer nonlinear programming model (MINLP) to form a new approach that is used as a solution method to the problem. The Petri net is the combination of graphical, mathematical technique, and simulation for visualizing and optimization of a system having both continuous and discrete characteristics. In this research study, two cases of resource planning have been presented. The first case considers the planning without absenteeism and the second incorporates planning with the absenteeism factor. The comparison of both cases showed that planning with the absenteeism factor improved the performance of healthcare systems in terms of the reduced queue of patients and improved operational sustainability.

Human Resource planning for construction project is described as a way of managing human resources within a growing nature of construction industry. Nonetheless, management of human resource is an extremely stimulating task. However, in spite of the substantial resources allocated to construction planning, there are rising concerns over its failure to achieve its goals and different application of planning strategies. It is against this backdrop that this research was carried out to examine the sustainability of Human resource planning for construction projects to justify the aforesaid statement. Furthermore, the researchers adopted a quantitative approach that provided a broader understanding of the research. SPSS Version 20 was used to obtain the descriptive and inference statistical analysis. Interestingly, majority of the literature findings were justified by the empirical findings noting that there is correlation between the two findings except where the respondent chose combination of the causes of neglect of HR planning on construction projects stressing that one cause cannot significantly neglect the process on construction projects. Conclusively, the research results indicated that through improving the practicality of Project HR planning by construction organisations, it would contribute significantly towards improving performance both at organisational and project level. The findings recommended guidelines for improving the visibility and adaptability of sustainable HR planning for construction projects and further provided justification for implementing its policies and procedures.

Abstract In this study, we introduce Efficiency Frontier, an economic assessment framework for business operations. The proposed framework emphasizes efficiency and sustainability. It aims to help organizations translate a complex metric system into a value index, conduct performance evaluation, and determine efficient resource planning strategies. Unlike the traditional methods that majorly focus on the achievement of performance targets, the proposed framework also accounts for the amount of resource that is invested in the achievement, which encourages managers to implement sustainable strategies that aim for long-term success. To validate the new framework, we systematically study the case of the City of Chicago’s 311 contact center with a base case analysis and a sensitivity analysis. In the base case, an Efficiency Frontier architected by a set of efficient solutions from 2013 to 2016 is used to identify outperforming scenarios given resource constraints. In the sensitivity analysis, we demonstrate the application of Efficiency Frontier in determining optimal resource planning strategies in conservative, moderate, and aggressive business investment scenarios. The base case Efficiency Frontier reveals that the marginal return on investment in improving the performance may diminish as investment increases. The sensitivity study suggests that optimal resource planning strategies should be adjusted according to value propositions. This work builds a framework for business leaders to economically assess their operational decision-making. Article highlights Efficient strategies can be identified by exploring the maximum value increase per unit of resource given cost scenarios The fund of a strategy should be reduced when the marginal return of the strategy begins to diminish. The framework’s ability to suggest cost-saving strategies is especially informative in resource-limited settings.

Across the breadth of acquired neurogenic communication disorders, mild cognitive impairment (MCI) may go undetected, underreported, and untreated. In addition to stigma and distrust of healthcare systems, other barriers contribute to decreased identification, healthcare access, and service utilization for Hispanic and African American adults with MCI. Speech-language pathologists (SLPs) have significant roles in prevention, education, management, and support of older adults, the population must susceptible to MCI.
