Through the Scientific Panel Planning process, First Nations in Clayoquot Sound have had the opportunity to identify and map their culturally significant areas in order to ensure their protection in forest management activities. In this study, individuals involved in forest management from government, industry, and First Nations sectors were interviewed to measure the success of this undertaking. It was found that despite many challenges, First Nations cultural values mapping in Clayoquot Sound has been beneficial for all parties involved in forest management. Key benefits has been an improvement in consultation effectiveness for all parties, and increased confidence among First Nations that their values are being protected. Funding should be provided to allow this process to be completed for the remainder of the landbase. Key words: First Nations, cultural values mapping, British Columbia, Nuu-chah-nulth

Stakeholder participation in collaborative watershed planning in Washington State was examined in three watershed planning unit cases in order to understand how stakeholders participate in collaborative watershed planning, the nature of plans developed, and stakeholder perceptions of plan implementation. Through document analysis and interviews, we found broad and inclusive representation of stakeholders in the planning processes, and that a majority of stakeholder comments were reflected in the final plans. Plans were of good quality and provide a strong foundation for implementation. Factors that facilitate plan implementation include the collaborative planning process itself, funding and community support, and leadership along with early and sustained involvement. Factors that hinder plan implementation include lack of adequate funding, various legal issues, and challenges in involving landowners in plan projects.

The article reviews the implementation of the perspective planning in the USSR during the period of the New Economic Policy — NEP, from methodological discussions to the development of five-year plans — sectoral and for the entire national economy. The article analyzes the discussion of the proposal of the first five-year plan submitted by S. Strumilin at the congress of planning bodies in March, 1927. It is shown that the sharp criticism of this plan for being imbalanced by the leading economists of the country, in particular, V. Bazarov and N. Kondratiev, is valid. The author points out the influence of political factors on the planning process. The popular cliche that the forced industrialization in the five-year plan was necessary to prepare for the war is refuted.
