This study combines timber production and environmental values, applying a dynamic forest-level economic model with any number of forest age-classes. The model includes endogenous timber price or nonlinear harvesting costs and various possibilities to specify the dependence of environmental values (related e.g. to species persistence) on the forest age-class structure. The nonlinearities in the net benefits from timber production have the consequence that fluctuations in optimal timber harvesting may totally vanish or at least become smaller than in forest scheduling models without ad hoc even flow constraints. If environmental values are specified to depend on the fraction of forest land preserved as old growth, the optimal long run allocation between timber production and old growth is represented by an equilibrium continuum. Thus the optimal long run allocation depends on the initial age-class distribution. The continuum and the dependence of initial age-class distribution vanish when the rate of discount approaches zero. If the environmental values of age-classes increase smoothly with age, the long run equilibrium may simultaneously include multiple rotation periods. The model determines the optimality of producing timber and environmental values separately at different parts of the forest or at the same piece of forest land. Numerical computation suggests that the optimal solution always converges toward some optimal long run stationary age-class distribution.

Around 80% of the Austrian forest area is private property. Recently, in addition to traditional and business economic research, sciences for sociology and innovation have also discovered the private forest property as a research subject. With respect to different property types, it is shown that the Austrian forest belongs more and more to non-traditional forest owners who show little interest in forestry. For years the actual wood production decreases significantly where rationalization (large forest properties) or adjustments of the timber production to price fluctuations (small forest properties) are taken as counter measures. In general, the intensity and type of innovation activity strongly depends on the size of the property.

National forest lands are often managed in a way which departs from the classical Faustmann rotation criterion. This is true, at least in part, because national forest lands are also managed for nontimber purposes such as recreation, wilderness, and wildlife. This paper derives cutting rules to be used in situations where forest uses other than timber production are affected by the design of the cutting program (e.g., timber age, methods of cutting, and replanting). Both "external effects" in consumption and in production are considered. The paper also contains a discussion of whether forest owners should be induced ("bribed") or forced through regulations to behave in a socially optimal way when there are multiple uses of forest land.

Abstract There are an estimated 432,000 family forest owners in Alabama and they control 67% of the State's forestland. About two-thirds owned less than 10 ac. and about 88% of the family forest owners have holdings of less than 50 ac; collectively, this group of owners with 1–49 ac of forestland own 15% of Alabama's family forestland. The corollary to this finding is that a majority (85%) of the state's family forestland is owned by the minority (12%) of owners who own 50 ac or more. Between 1994 and 2004, the amount of forestland owned by family forest owners with small (less than 10 ac) and large (more than 500 ac) forest holdings increased, while the total area of forestland owned by people with intermediate-size holdings, in general, decreased. Compared with 10 years ago, the number of family forest owners 45–54 years old is higher but they tend to own smaller parcels of forestland. During the same period, the number of owners 65 years or older decreased, but, on average, the size of their holdings increased. Recreation and investments have become more important objectives of ownership, whereas timber production as a primary ownership objective decreases. The probability of an owner having harvested trees, having a management plan, or having sought forest management advice increased as the size of the forest holding increased.

Modern forest policy must take the following two conditions into account:1. Forest policy is an intersectoral policy involving elements of regional policy, nature conservation and landscape protection policy, as well as agricultural, clean-air, climate and economic policies.2. It is the joint task of the federal authorities, cantons, municipalities,relevant organisations and forest owners. Over the next few years, Buwal will develop a forestry programme for Switzerland together with all the relevant actors,which will fulfil both current and forthcoming forest policy requirements at both national and international levels.

The Kyoto Protocol makes provisions for carbon sinks from forest management to be taken into account as a contribution towards fulfilling a country's emission reduction target. Additional emission allowances are allocated for these forest carbon sinks. If Switzerland uses this extra contingent of allowances to the full it would then only have to reduce emissions by 4.5% instead of the actual target of 8%. Emission allowances from carbon sinks can be traded on the emissions trading market and be claimed by forest owners. An assessment of the income that could be anticipated was carried out in four forestry companies: with the CO2 price set at 10 CHF per ton it was seen that a potential revenue of between 6 and 71 CHF per hectare and year could be realised. However, the legal basis for allocating emission allowances from carbon sinks to forest owners has yet to be created. In view of the fact that the two chambers of Parliament refused the introduction of the Forests Act Revision Bill, it is not clear if and in what form this will be done. For the period after 2012, the rules will be renegotiated at the international level and it is expected that the carbon stored in harvested wood products will be taken into account. Accordingly, wood removed from the forest would no longer be automatically counted as a CO2 source in the emission balance.
