This research paper deals with identifying the basic prerequisites for the IT companies’ development in terms of tightening requirements for personal data protection. The article aimed at assessing the impact of personal data protection policy on the company development through the assessment of the efficiency of the use of intangible assets. The following methods were used in achieving this aim: comparative analysis, the method of horizontal analysis of company performance, correlation and regression analysis, graphical analysis, as well as the method of expert survey of the impact of macro-environmental factors on the company profitability level. It is established that the degree of personal data protection of customers of IT companies directly affects the financial performance of companies and contributes to the development of IT companies. The article proves that poorly developed personal data protection system of Ukrainian companies is related to the regulatory framework of the creation and registration of personal databases. The main world trends in the development of personal data protection were identified through the study of the provisions of international policy frameworks as compared to the legislation of Ukraine. The main area of application of the results obtained by the author are IT companies, in particular in the management of profitability in the context of strengthening the personal data protection. The obtained results are a contribution to scientific achievements in the field of personal data protection and business development for Central European countries. This is primarily due to the novel research objective.

Der regulatorische Rahmen zum Klimaschutz ist seit 1976 sowohl international als auch national spezifiziert und verschärft worden. Mit dem KSG sind zuletzt sektorscharfe Emissionsziele verankert worden. GEG und BEG stellen dabei den aktuell gültigen regulatorischen Rahmen für bauliche Mindestanforderungen und Fördermaßnahmen dar. Die langjährige Entwicklung im Gebäudesektor zeigt, dass die jährlichen Emissionen seit 1970 um circa 50 % reduziert worden sind. Zugleich würden mit einer Fortschreibung des langjährigen Trends die festgelegten Klimaziele bis 2045 deutlich verfehlt. Der überwiegend vor 1978 erbaute deutsche Wohngebäudebestand verursacht zwei Drittel der Emissionen im Gebäudesektor, zeigt aufgrund des geringen baulichen Wärmeschutzes sowie überwiegend fossil beschickter Heizungsanlagen ein erhebliches Potenzial zur Dekarbonisierung und wird vorliegend fokussiert betrachtet. Die erforderliche Erhöhung der Sanierungsquote hat ökobilanzielle Implikationen mit Auswirkungen auf das verfügbare Emissionsbudget. Zur Erreichung der Klimaziele bedarf es ganzheitlicher Anreizmaßnahmen in Kombination mit einem entschiedenen Monitoring und innovativen Sanierungsmethoden.

Global warming is accelerating the speed of sea level rise, and more and more island countries are under threat. In our essay, we build the model and develop the environmentally displaced persons allocation policy and cultural protection policy. We use the data from 43 island countries that most at risk of cultural loss to predict changes in environmentally displaced persons population. The sea level submergence model is built by simplifying complex 3D model and computer simulation. Through the model, the environmentally displaced persons population is predicted to reach 6.3 million in 100 years. Therefore, we need to combine the efforts of the international community and NGOs to help environmentally displaced persons.

The protection of the rights and interests of Kunjing children is related to the national economy and people's livelihood. In recent years, the categorized protection policy for children in needs is the focus of the government and academia, but the related research does not pay close attention to the longitudinal context of its internal operation. Based on this, this paper adopts the method of qualitative research to study the operation mechanism of categorized protection for children in needs through field investigation and explore the problems in the process of matching and implementation of protection content by constructing the operating framework of "monitoring-evaluation-treatment". The study found that at present, there are still some problems in the categorized protection of children in needs in the country, such as imperfect construction of categorized protection policy, insufficient protection of institutions and professional personnel, difficult policy implementation and so on. In this regard, the country should promote the further implementation of categorized protection for children in needs by promoting the combination and perfection of protection projects, improving the coordination and linkage mechanism of departments, and strengthening the construction of grass-roots child welfare team.

Environmental protection policy is a widely discussed issue in scientific works. However, special attention should be also paid to the effectiveness of expenditures on environmental protection, and this is the main goal of this paper. The countries of the European Union were selected for this analysis due to the fact that, in recent years, this region has become an informal world leader with respect to the implementation of policy measures in the field of environmental protection. For that reason, the data envelopment analysis methodology was used, which allows the calculation of input-output efficiency for the years 2005–2015. The analysis shows that, among the 30 analyzed countries, the most effective in environmental protection actions is Finland. The hypothesis that higher environmental protection expenditures does not result in better environmental results has been confirmed. Our analysis confirmed the problem of the deteriorating efficiency of environmental expenditures across the selected European Union Member States, caused by increases in spending. This research may contribute to the discussion on environmental protection policy design and its assessment, as well as environmental policy results measurement.

This paper makes theoretical, empirical, and methodological contributions to the study of social policy diffusion, drawing on the case of social protection in Africa, and Zambia in particular. We examine a range of tactics deployed by transnational agencies (TAs) to encourage the adoption of cash transfers by African governments, at the intersection between learning and coercion, which we term ‘coercive learning’, to draw attention to the important role played by TA-commissioned policy drafting, evidence generation, advocacy, and capacity-building activities. Next, we argue for making individual agents central in the analysis of policy diffusion, because of their ability to reflect, learn, and interpret policy ideas. We substantiate this claim theoretically by drawing on practice theories, and empirically by telling the story of social protection policy diffusion in Zambia through three individual agents. This is complemented by two instances of self-reflexivity in which the authors draw on their personal engagements in the policy process in Zambia, to refine our conclusions about the interplay of structure and agency.

Abstract Intrusion intent and path prediction are important for security administrators to gain insight into the possible threat behavior of attackers. Existing research has mainly focused on path prediction in ideal attack scenarios, yet the ideal attack path is not always the real path taken by an intruder. In order to accurately and comprehensively predict the path information of network intrusion, a multi-step attack path prediction method based on absorbing Markov chains is proposed. Firstly, the node state transfer probability normalization algorithm is designed by using the nil posteriority and absorption of state transfer in absorbing Markov chain, and it is proved that the complete attack graph can correspond to absorbing Markov chain, and the economic indexes of protection cost and attack benefit and the index quantification method are constructed, and the optimal security protection policy selection algorithm based on particle swarm algorithm is proposed, and finally the experimental verification of the model in protection Finally, we experimentally verify the feasibility and effectiveness of the model in protection policy decision-making, which can effectively reduce network security risks and provide more security protection guidance for timely response to network attack threats.
