This chapter discusses the development of improved citizen services taking into consideration integration of agent-based modelling and simulation experience into conceiving, design and implementation activities with a strong focus on technology enabled service systems. Service design is formalized here towards the integration of customer experience, validated through service interaction modelling. Integration of user experience at design stage in the value co-creation process is a possible immediate evolution direction of projects in the Smarter Cities perspective. Guidelines for integrating a modelling and simulation perspective in service design are presented along with the Socio-Technical Systems Engineering process. The case study presented here is dedicated to Smart Transport. The chapter opens a larger discussion on specific research directions and knowledge transfer related to Smart Transport as highlighted in EU projects.

The resilience of small and medium-sized enterprises (SMEs) to disruptive events is significant as this highly prevalent category of business forms the economic backbone in developed countries. This article provides an overview of the application of a computational modelling and simulation approach to evaluate SMEs' operational resilience to flooding based on combinations of structural and procedural mitigation measures that may be implemented to improve their premises' resistance to flooding and safeguard their business continuity. The approach integrates flood modelling and simulation with agent-based modelling and simulation (ABMS) within a modelled geographical environment. SMEs are modelled as agents based on findings of semi-structured interviews with SMEs that have experienced flooding or are at risk of flooding. In this paper, the ABMS has been applied to a new case study of the major flood event of 2007 in Tewkesbury. Furthermore, to enable an evaluation of the operational resilience of manufacturing SMEs in terms of the relative effectiveness of flood mitigation measures, a new coefficient based on production loss is introduced. Results indicate structural mitigation measures are more effective than procedural measures. While this result is intuitive, the approach provides a means of evaluating the relative effectiveness of combinations of mitigation measures that SMEs may implement to enhance their operational resilience to flooding. Terrorism is a form of extraordinary crime that not only leads to lives and material losses, but also creates a continuing fear in society. Backed by the many cases of terrorism with suicide bombing mode, especially in the case of Bali Bombing 1 and 2, then born special datachment 88 (Densus 88) which has the obligation to combat terrorism. Unfortunately, in cracking down on the perpetrators of terror, even those still suspected as terrorist suspects, Densus 88 often uses violence and even shoots off on the spot. The late Siyono was one of the victims of repressive measures carried out by Densus 88. In other cases, Densus 88 is also often proven to mis-arrest after the suspect has lost his life. This condition is certainly contrary to the spirit of democracy and efforts to guarantee human rights protection in Indonesia. This paper discusses: (1) the Standard Operational Procedure of terrorist suspected arrest process by Densus 88 and its comparison with anti terrorism agency in other country; and (2) Guarantees and legal protection in the fulfillment of the rights of suspected terrorists.
