Цель статьи — представить особенности дуальной системы в профессиональном образовании Венгрии, основываясь на опыте работы Торгово-промышленной палаты Венгрии в этом направлении за последние три года (2019–2021). Предпринята попытка систематизировать управленческие решения по внедрению дуальной системы обучения в профессиональное образование страны на принципах государственно-частного партнерств. Теоретическая значимость заключается в описании современной модели профессионального образования Венгрии (принципы формирования дуальных образовательных программ в двух типах образовательных организаций, механизмов партнерства предприятий и образовательных организаций при координирующей роли торгово-промышленной палаты). Практическая значимость — в описании нормативных правовых решений, обеспечивающих жизнеспособность дуальной модели обучения в стране. The purpose of the article is to characterize the features of the dual system in vocational education in Hungary based on the experience of the Hungarian Chamber of Commerce and Industry over the past three years (2019–2021). Rhe author attempts to systematize management decisions on the introduction of a dual training system in the country’s vocational education based on the principles of public-private partnerships. The theoretical significance lies in the description of the modern model of professional education in Hungary (the principles of the dual educational programmes formation in two types of educational organizations, partnership mechanisms of enterprises and educational organizations with the Chamber of Commerce and Industry having the coordinating role). The practical significance lies in the description of regulatory legal solutions that ensure the viability of the dual model of education in the country.

This article explores the interplay between state formation and voluntary action in order to describe and understand the changing scope and type of voluntary activities and the varying role of the voluntary sector. It does so by following voluntary human service organisations within the sector of social welfare in Denmark over a period of 150 years. Four different phases of voluntary-state relationships are identified. The first phase of liberal social policy supported a dual model with a strong call for self-help and philanthropic initiatives. The next phase, in which social rights and public responsibility gradually were introduced and expanded, supported a collaborative model with a strong public–private partnership. The third phase, in which the idea of a universalistic welfare state dominated, tended to marginalise voluntary service production but strengthen interest representation. Finally, the fourth phase, in which heavy critique was thrust upon the welfare state, opened up new spaces for voluntary organisations to assume civil obligations.

Purpose – The purpose of the paper is to indicate the role of a cluster and a cluster-based policy in the process of regional development management as the tools serving the achievement of positive development effects in the region. Research method – The analysis was based on the review of domestic and foreign literature sources devoted to clusters, as well as the documents and the assumptions of the cluster policy at the EC level and the national and regional level, the participant observation as a member of research and implementation and advisory project teams in the field of cluster management and cluster policy in Poland and in the region. Results – A cluster can be used at any stage of the strategic management of regional development as an element of strategic analysis, as one of the key consultants in the process of regional development strategy projection, and ultimately as a tool for implementing the assumptions of regional development strategy. Originality / value – The proposed dual model of cluster policy in the Podlaskie Voivodeship using detailed assumptions, including developed clusters as a tool for managing regional development as a part of the cluster-based policy.

This paper shares a reflection based on a qualitative research case study that looked into the pertinence of developing and implementing a seven in-house strategy-based English textbook series that combines English for General Purposes (EGP) and English for Specific Purposes (ESP) among undergraduates in the dual model at a private university. The study was conducted with twelve undergraduates from four majors, three English teachers and the coordinator of the Foreign Language Centre of this university, who performed the role of the researcher and materials developer. The objectives underlying this work were to develop and implement in-house strategy-based textbooks and to characterise students and teachers’ perceptions regarding their pertinence in the dual model. The information-compiling instruments used in the study were a focus-group interview (to collect students' perspectives on the relevance of merging EGP and ESP content in an English series), and field notes from the English teachers (to gather their perspectives as participants-observers of the process). After analysing the collected data, the findings of the study revealed that (a) there was an increasing awareness of English as the global language to foster academic development, professional performance and work opportunities; (b) the EGP and ESP blending was regarded as the ideal complement for dual model programmes; and (c) developing and implementing contextualised in-house materials were deemed to be a congratulatory effort in the quest of helping students learn. Developing and implementing in-house materials, in an English Programme for undergraduates in the dual model narrowed the gap between the purpose of the theory and the real needs of the business apprenticeship. Despite the achieved results regarding the pertinence of the contextualised in-house EFL textbooks, an unusual academic decision that seemed subtly supported by several EFL teachers, banned the use of the series that had served as a learning awareness-raising pedagogical resource in undergraduates under the dual model of a private university.

This article examines the text of renowned nineteenth century Russian travellers notes, The Frigate Pallada, by Ivan Goncharov, the author of Oblomov. Using the teachings of Victor Shklovsky, Yurij Tynianov and Yurij Lotman on the role of the genre of travellers notes in the history of Russian literature, the author examines the chapter on the Cape Province. She demonstrates that in his descriptions of the two nations of the Cape Province - the English and the Boers - Goncharov is applying that which is known to him - his own cultural model of the Russian society of the mid-nineteenth century. In his examination of differences between the English and the Boers Goncharov applies the ideological dichotomy between the Slavophiles and the Westernisers. Goncharov, by "inverting" the "dual model of Russian culture" (Lotman & Uspensky, 1984a) draws comparisons between the Russians of the Oblomov Slavophile type on the one hand, and the English on the other hand as the model for the improvement of the industry of the economically backward Russian nation. To Goncharov the Boers resemble the Oblomov, old world side of dichotomy, which by inversions of the dual model can fluctuate between "the good" and "the bad" categories.
