Intellectual resources, in the form of human (labor) and information resources are increasingly important in an economic environment wherein firms limited resource potential impedes innovation. Their assessment, analysis, accounting and distribution are necessary for the effective implementation of innovation activities. However, Russias regions differ in the number of staff engaged in research and development and firm innovativeness. Furthermore, geography can present barriers to innovation that undermine firm competitiveness, which ultimately aggravates the socio-economic development of Russia. This problem can be solved by transforming the methodological tools used in the regional development strategy. Whilst each region is distinctive, the authors propose a methodology for assessing the minimum acceptable levels of available intellectual resources necessary for the implementation of an innovative project. This methodology considers activity at different project stages and can be scaled to any economic level and innovative project. The proposed method evaluates the minimum optimal distribution of intellectual resources necessary for the successful implementation of innovative activities, which are considered necessary for transforming the Russian economy and building resource potential. This methodology also allows to assess the sufficiency of available intellectual resources, create a system of metrics for their accounting and replenishment, and utilize intellectual resources across multiple innovative projects simultaneously.

Development of economic is a must for a region, even though the region is classified as prosperous and prosperous. However, level of affluence and affluence must be increased, at least be guarded, based on this basis economic development is still needed. To optimize the direction of economic development, it’s necessary to know the potential sectors in Sanggau Regency, so its can generate significant economic growth. This research had purpose to describe the pattern of changes in economic growth and determine the potential sectors in Sanggau Regency, so the results can be taken into consideration in policy formulation and future development planning in Sanggau Regency. The method that was used in this research is descriptive with a quantitative approach. With analysis data technique uses 3 approaches is the Location Quotient (LQ) Analysis Method, Shift Share (SSA) and Klassen Typology. Sectors in Sanggau Regency which are classified as regional superior sectors include Agriculture, Forestry and Fisheries, Mining and Quarrying, and Processing Industries. Therefore, it’s hoped that the regional development strategy will prioritize the leading sectors in the area.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

The purpose of the article is to reveal the directions of regional strategic development methodical bases’ formation on the basis of benchmarking.The article reveals the peculiarities of benchmarking methodology application in modern regional strategy. The study of regional development was conducted on the basis of a systematic approach and using situational analysis. The application of a systematic approach allows us to consider the region as a system with established goals and organized as a whole set of interacting elements. The situational approach most fully reflects the problems that arise in management activities and allows you to identify situational factors that affect the development of regions. It is proven that it is expedient to use the method of spatial benchmarking as a tool of situational analysis. The study of the methodological principles of benchmarking made it possible to formalize the stages of the benchmarking study of regional development.Studies of the strategies of different regions of Ukraine revealed the need and importance of applying a situational approach to management. This made it possible to formulate criteria for selecting a standardregion and to identify three groups of indicators of the study of specific regions, which allowed to form possible clusters using the method of hierarchical cluster analysis.As a result of research there are carried out calculations of the competitive analysis of regions of Ukraine and revealed strategic prospects concerning development of certain regions.According to the results of the study, it is concluded that the formation of regional development strategy requires detailed research, which is methodologically based on the principles of benchmarking analysis, there are opportunities to vary the list of indicators and criteria that determine the standard-region. The application of benchmarking in the management system allows you to systematically find and evaluate all the benefits of the best experience of the standard-region and create opportunities for their use in your own region. Introduction. Electoral processes in the post-socialist countries have determined their political and party fragmentation, dividing regions into more conservative or liberal ones, those supporting or opposing the “firm leadership” of the country, Eurosceptic or Eurooptimistic. The main objective of the article is to present a comparative analysis of the outcomes of parliamentary elections in the regions, given the existing socio-political splits and the peculiarities of formation of the electoral cleavages. Materials and Methods. The study was based on the results of the ten parliamentary elections held in the Slovak Republic in 1990–2020. The empirical material covers the macro (national) and micro (regional) levels. The comprehensive comparative method made it possible to single out the main socio-political splits that either confirm or refute electoral cleavages in the regions of the country. Results. The main socio-political splits in the Slovak Republic have been identified. Given the results of the parliamentary elections in the regions of Slovakia, six electoral cleavages have been recorded (1998, 2002, 2006, 2010, 2016, and 2020). Two socio-political splits of “Meciarism – anti-Meciarism” (1998) and “Fico – anti-Fico” (2020) proved to be of particular significance for the country. The fragmentation of the Slovak political and party space is represented by two groups of regions: West and East (liberals and social populists), as well as the Center (conservatives). Discussion and Conclusion. The results of the study can be used when devising an efficient regional development strategy based on minimizing the risks of radicalization of the political space and reducing the overall level of populism in the country.

China’s regional planning and development has been a key national priority since the start of economic reform and opening up. China’s regional development strategy has constantly evolved and has shifted to prioritizing integrated areas and mega-clusters to promote internal connectivity, increase urbanization and employment, and consequently, domestic consumption. This is distinct from past regional rebalancing initiatives, which were mainly aimed at reducing regional income gaps and relieving pressure from population flows to developed coastal regions. To support regional integration and sustain economic growth, institutional or structural policies to remove factor market distortions are just as necessary as increased investment in physical infrastructure, given that China’s domestic market is huge but highly fragmented. As China faces rising external geopolitical and global economic uncertainties, its regional development strategy will be to emphasize more on “dual circulation” to boost domestic demand and strengthen China’s supply chain resiliency, while still enhancing trade linkages with global markets to spur competition and support its industrial upgrading efforts.

Background. The tourism industry has a special place in the management of the development of united territorial communities (UTC). In recent years, communities have demonstrated that tourism is one of the key areas in the regional development strategy. Theaim of the article is to identify and substantiate the development of tourism in the UTC of Zhytomyr region as one of the priority areas of the regional economy. Materials and methods. Methods of comparison, analysis and collection of informa­tion were used in the research. Results. Tourism stimulates the main sectors of Ukraine’s economy and is the inte­gral part of the development of international cooperation and integration of the country in the world economy. This requires a balanced state policy of integrated tourism deve­lopment. However, there are no common approaches to managing this sector at the state and regional levels. That is why an important component of effective tourism development is the development of a new state policy for tourism development based on a marketing approach in management. Conclusion. Specialized, recreational and tourist complexes of regions occupy a special place in the management of tourism development at the regional level. It is necessary to take a number of measures for the successful development of domestic tourism in UTC, including Zhytomyr region, such as conduct an inventory of tourist attractions, monuments, infrastructure; establish a public-private partnership; create community impro­vement plans; join forces with neighboring UTCs to create tourism products; present tou­rist offers to tour operators, agencies, other partners and establish partnerships with them.
