Abstract Background This paper provides insight into the opportunity offered by shared autonomous vehicles (SAVs) to improve urban populations’ spatial equity in accessibility. It provides a concrete implementation model for SAVs set to improve equity in accessibility and highlights the need of regulation in order for SAVs to help overcome identified spatial mismatches. Methodology Through the formulation of linear regression models, the relationship between land-use and transportation accessibility (by car and public transport) and socio-economic well-being indicators is tested on district-level in four European cities: Paris, Berlin, London and Vienna. Accessibility data is used to analyse access to points of interest within given timespans by both car and public transport. To measure equity in socio-economic well-being, three district-level proxies are introduced: yearly income, unemployment rate and educational attainment. Results In the cities of Paris, London and Vienna, as well as partially in Berlin, positive effects of educational attainment on accessibility are evidenced. Further, positive effects on accessibility by yearly income are found in Paris and London. Additionally, negative effects of an increased unemployment rate on accessibility are observed in Paris and Vienna. Through the comparison between accessibility by car and public transportation in the districts of the four cities, the potential for SAVs is evidenced. Lastly, on the basis of the findings a ‘SAV identification matrix’ is created, visualizing the underserved districts in each of the four cities and the need of equity enhancing policy for the introduction of SAVs is emphasized.

This report summarizes the primary output of this project, a book of COVID-era street reconfiguration case studies called Rethinking Streets During COVID-19: An Evidence-Based Guide to 25 Quick Redesigns for Physical Distancing, Public Use, and Spatial Equity. COVID-era needs have accelerated the process that many communities use to make street transformations due to: a need to remain physically distanced from others outside our immediate household; a need for more outdoor space close to home in every part of every community to access and enjoy; a need for more space to provide efficient mobility for essential workers in particular; and a need for more space for local businesses as they try to remain open safely. This project is the third in a series of NITC-supported case study books on best practices in street reconfigurations for more active, sustainable, and in this case, COVID-supportive uses. Geographical and political research on urban service delivery—who benefits and why—has proliferated during the past two decades. Overall, this literature is not characterized by a particular attention to the importance of method in drawing conclusions about spatial equity based on empirical studies. Specifically, there has been scant interest in the effect of geographic methodology on assessing the relationship between access and socioeconomic characteristics that are spatially defined. In this paper we take a spatial analytical perspective to evaluate the importance of methodology in assessing whether or not, or to what degree the distribution of urban public services is equitable. We approach this issue by means of an empirical case study of the spatial distribution of playgrounds in Tulsa, Oklahoma, relative to that of the targeted constituencies (children) and other socioeconomic indicators. In addition to the ‘traditional’ measure (count of facilities in an areal unit), we consider a potential measure (based on the gravity model), average travel distance, and distance to the nearest playground as indicators of accessibility. We find significant differences between the spatial patterns in these measures that are suggested by local indicators of spatial association and other techniques of exploratory spatial data analysis. The choice of access measure not only implies a particular treatment of spatial externalities but also affects conclusions about the existence of spatial mismatch and inequity.
