The paper deals with the exposition of the main barriers and drivers of renewable energy usage in rural communities. Climate change mitigation is causing governments, policymakers, and international organizations worldwide to embark on policies, leading to increased use of renewable energy sources and improvement of energy efficiency. Climate change mitigation actions, including the Green Deal strategy in the EU, require satisfying the expanding energy demand and complying with the environmental restrictions. At the same time, the prevailing market structure and infrastructure relevant to the energy systems are undergoing a crucial transformation. Specifically, there has been a shift from centralized to more decentralized and interactive energy systems that are accompanied by a low-carbon energy transition. Smart Grid technology and other innovations in the area of renewable energy microgeneration technologies have enabled changes in terms of the roles of energy users: they can act as prosumers that are producing and consuming energy at the same time. Renewable energy generation that is allowing for deeper involvement of the citizens may render higher social acceptance, which, in turn, fuels the low-carbon energy transition. The collective energy prosumption in the form of energy cooperatives has become a widespread form of renewable energy initiatives in rural communities. Even though renewable energy consumption provides a lot of benefits and opportunities for rural communities, the fast penetration of renewables and energy prosumption encounter several important barriers in the rural areas. This paper analyses the main barriers and drivers of renewable energy initiatives in rural areas and provides policy implications for the low-carbon energy transition in rural areas.

Chemical production is set to become the single largest driver of global oil consumption by 2030. To reduce oil consumption and resulting greenhouse gas (GHG) emissions, carbon dioxide can be captured from stacks or air and utilized as alternative carbon source for chemicals. Here, we show that carbon capture and utilization (CCU) has the technical potential to decouple chemical production from fossil resources, reducing annual GHG emissions by up to 3.5 Gt CO2-eq in 2030. Exploiting this potential, however, requires more than 18.1 PWh of low-carbon electricity, corresponding to 55% of the projected global electricity production in 2030. Most large-scale CCU technologies are found to be less efficient in reducing GHG emissions per unit low-carbon electricity when benchmarked to power-to-X efficiencies reported for other large-scale applications including electro-mobility (e-mobility) and heat pumps. Once and where these other demands are satisfied, CCU in the chemical industry could efficiently contribute to climate change mitigation.

Public policies influence reduction of greenhouse gas emissions. Also the extent to which policies are developed and implemented can influence the achievement of the national, regional and international climate change mitigation policy framework in the renewable energy sub-sector. This paper provides a critical overview of key policy options influencing the development of renewable energy sub-sector through climate change mitigation policy options in Tanzania. Questionnaire surveys were used to collect primary data from 100 relevant experts who represented 64 organizations in Tanzania. Secondary data were collected by literature review. The state of climate change mitigation policy options in the renewable energy sub-sector was assessed by using Statistical Product and Service Solutions (SPSS) version 26.0 and content analysis. The results showed Tanzania lacks adequate climate change mitigation policy and renewable energy policy frameworks. A specific national climate change policy and national renewable energy policy are needed to guide stakeholders to undertake climate change mitigation actions in the renewable energy sub-sector in Tanzania. Perceptions gained and recommendations made are essential for undertaking climate change mitigation actions in Tanzania, and can be relevant for other developing countries because of similar climate change mitigation contexts. Evidence shows that global climate change is increasing over time, and requires the adoption of a variety of coping methods. As an alternative for conventional electricity systems, renewable energies are considered to be an important policy tool for reducing greenhouse gas emissions, and therefore, they play an important role in climate change mitigation strategies. Renewable energies, however, may also play a crucial role in climate change adaptation strategies because they can reduce the vulnerability of energy systems to extreme events. The paper examines whether policy-makers in Israel tend to focus on mitigation strategies or on adaptation strategies in renewable energy policy discourse. The results indicate that despite Israel’s minor impact on global greenhouse gas emissions, policy-makers focus more on promoting renewable energies as a climate change mitigation strategy rather than an adaptation strategy. These findings shed light on the important role of international influence—which tends to emphasize mitigation over adaptation—in motivating the domestic policy discourse on renewable energy as a coping method with climate change.
