A 5 day long training programme of the teachers of BOU on the capacity building for open and distance learning materials was held during 12-15 and 19 March 2006 with a view to upgrading skill, knowledge and quality for their better educational exposure in imparting distance education. Fifty terminologies concerning ODL materials were used to evaluate the effectiveness of the training programme through pre and post evaluation. In pre-evaluation at the beginning of the training session out of 50 only 25 terminologies were assessed to be acquainted satisfactory with the participants’ knowledge while the rest 25 were assessed at the end of the training programme yielding significantly as much as 39% improvement on the term like ISSN followed by 27% in tele-conferencing. Based on the result, it is revealed that the training has been found effective in imparting appropriate required knowledge of technology including ODL educating materials such as writing of self learning modules, preparing scripts for radio, television, audio-video tapes, e-learning techniques, video conferencing, tele-conferencing, mediated communications etc. with the expectation that the training would have the useful impact on the teachers’ educating efficiency of BOU teachers. The probable definitions on the acquaintancy of terminologies used have been incorporated. Key words: Training, evaluation, capacity building, ODL.

Utilization of information and communication technology (ICT) in open and distance education is very important. Universitas Terbuka (UT-The Indonesia Open University) gradually began developing and using ICT applications for a variety of purposes, both academic and administrative. In the academic services, UT provides learning materials specifically designed for independent learning. The students can using learning materials provided by UT through the internet such as online tutorial (tuton), web supplement, internet television (I-TV), and online exercise independent (LM-Online). The objectives of the research were: (i) to describe students attitude for using information and communication technology in open and distance learning, and (ii) to describe the relationship between the students characteristics with their attitude for using information and communication technology in open and distance learning. This research was conducted with the survey methods and observations in the Regional Office (UPBJJ-UT) in Serang dan Bengkulu. The 52 students samples were randomly selected as respondents. The data were analyzed through Spearman rank correlation test. The result showed students attitude for using information and communication technology in open and distance learning is pretty good. The result showed educational students background were significantly correlated with their attitude for using web supplement and I-TV. A student region of residence were significantly correlated with their attitude for using I-TV. There was also a significant correlation between the availability of internet facilities and computer ownership with their attitudes for using tuton, web supplement and I-TV. Pemanfaatan teknologi informasi dan komunikasi ( TIK ) dalam pendidikan terbuka dan jarak jauh sangat penting. Universitas Terbuka (UT) secara bertahap mulai mengembangkan dan menggunakan aplikasi ICT untuk berbagai keperluan, baik akademik dan administratif. Dalam pelayanan akademik, UT menyediakan bahan ajar yang dirancang khusus untuk belajar mandiri. Para mahasiswa dapat menggunakan bahan pembelajaran yang diberikan oleh UT melalui internet seperti tutorial secara online (Tuton), suplemen web , televisi internet (I- TV), dan latihan mandiri online (LM - Online). Tujuan dari penelitian ini adalah: (1) untuk menggambarkan sikap mahasiswa untuk menggunakan teknologi informasi dan komunikasi dalam pembelajaran terbuka dan jarak jauh, dan (2) untuk menggambarkan hubungan antara karakteristik mahasiswa dengan sikap mereka dalam menggunakan teknologi informasi dan komunikasi pada media pembelajaran terbuka dan jarak jauh. Penelitian ini dilakukan dengan metode survei dan pengamatan di Kantor Wilayah (UPBJJ-UT) di Serang dan Bengkulu. Sampel sebanyak 52 mahasiswa dipilih secara acak sebagai responden. Data dianalisis melalui uji korelasi Rank Spearman. Hasil penelitian menunjukkan sikap mahasiswa menggunakan teknologi informasi dan komunikasi dalam pembelajaran terbuka dan jarak cukup bagus. Selanjutnya hasil penelitian menunjukkan latar belakang pendidikan mahasiswa secara signifikan berkorelasi dengan sikap mereka untuk menggunakan suplemen web dan I-TV. Tempat tinggal mahasiswa secara signifikan berkorelasi dengan sikap mereka untuk menggunakan I- TV. Ada juga hubungan yang signifikan antara ketersediaan fasilitas internet dan kepemilikan komputer dengan sikap mereka untuk menggunakan Tuton , suplemen web dan I- TV .

Covid-19 is an unprecedented crisis that has affected almost all industry players including education. It has transformed our way of life and introduced a new normal to how things are done. As an effort to contain the outbreak of pandemic Covid-19, universities have shifted to online learning. In line with this, Universiti Teknologi MARA (UiTM) has decided to execute open and distance learning (ODL) for the current semester until 31 December 2020. ODL introduces a different learning environment as compared to the traditional classroom that requires students to be self-reliant in learning new things. Hence, the purpose of the study is to explore students’ experiences in the process of knowledge transfer through ODL specifically for accounting subjects. A questionnaire was distributed to students who were taking the subject of Introduction to Financial Accounting and Introduction to Cost Accounting in UiTM Pahang Kampus Raub and a total of 206 responses were received. The study found over half of the students enjoy learning through ODL but only one-third were looking forward to having ODL for the next semester. Poor internet connection is the main reason found in the study that makes ODL not preferred by the students. At the same time, few features were highlighted by the students about ODL such as the advantage of pre-recorded video to catch up the new material and flexibility for them to learn at their own pace.

As a member of the United Nations, Zambia is committed to the observance of human rights enshrined in the Universal Declaration of Human Rights of 1948. This is evidenced, among others, by the fact that Zambia is a signatory to the Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child. Zambia has a permanent Human Rights Commission that includes a subcommittee on child rights whose focus is on child abuse and education. Zambia also has a National Child Policy and National Youth Policy whose main objectives are to holistically address problems affecting children and youth. This paper focuses on the progress and challenges currently facing Zambia and the role of open and distance learning in addressing those challenges.

It is assumed that open and distance learning institutions develop study materials that adequately engage learners with quality content to assist their content mastery. However, distance learners continue to underperform, which raises the concern that high drop-out and failure rates may be ascribed to the study materials. This mixed-methods case study examined instructional material developed for secondary school learners studying via the open and distance learning mode. The study was informed by Sweller’s Cognitive Load Theory to evaluate the process of designing and developing instructional materials while Gorsky, Caspi and Trumper’s Theory of Instructional Dialogue was used to map interaction with and within the selected study materials. A self-designed evaluation rubric included language related criteria to gauge the accessibility of content. A questionnaire survey was undertaken with purposively identified participants: five material developers, 176 learners, and six tutors. Six semi-structured group interviews and twenty individual face-to-face interviews were conducted. Open coding and SPSS reports were used for qualitative and quantitative data analysis, respectively. Findings related to non-alignment of materials with learner profile, and the national syllabus, while inadequate proficiency in the language of instruction remained problematic. The outcomes of this study highlight the importance of well-trained material developers and focused ODL policies for quality assuring effective content design and development to accommodate diverse learners with limited English proficiency.
