Mr. Jean-Pierre Hocké, director for Operational Activities, accompanied by Mr. Jean-Marc Bornet, ICRC delegate general for Africa, visited Luanda on 6 June where he was received by the President of the Republic, Mr. Dos Santos. He had talks with the Minister and Deputy Minister for Foreign Affairs, the Ministers for Health and for Planning, the Secretary of State for Social Affairs and the Vice-President of the “Angolan Red Cross”. The talks dealt with the setting up of an emergency programme of assistance for displaced civilian people victims of the events.

In February, the head of the ICRC delegation in the Republic of South Africa, Mr. N. de Rougemont, had interviews with the Minister of Police, the Commissioner of Police and senior officials of the Ministry for Foreign Affairs. They discussed several points, including the possibility for ICRC delegates to visit categories of detainees not previously visited in the Republic of South Africa and to organize meetings, on the border with Angola, between delegates stationed in Windhoek and others in N'Giva (southern Angola), in order to facilitate the exchange of family messages and the dispatch of parcels to Angolan prisoners of war detained in Namibia/South-West Africa.

Operations Director's mission. — From 25 February to 7 March 1976, Mr. J.-P. Hocké, Director of the Operations Department, was in Luanda. The purpose of his visit was to discuss with the authorities of the People's Republic of Angola what would be the activities of the ICRC in the postwar situation. Mr. Hocké had talks with the Prime Minister, Mr. Lopo di Nascimento, and with the Minister for Health and the Director of Information and Security. He also met leaders of the Angolan Red Cross, a Society which is in process of formation.

Mr. Jean-Pierre Hocké, ICRC Director for Operational Activities, went on mission to Ethiopia from 24–30 April. While in Addis Ababa, he was received by Lieutenant Colonel Mengistu Haile Mariam, Head of State and Chairman of the Provisional Military Administration Council. Their talks centred mainly on ICRC assistance to Ethiopia.

The regional delegate of the International Committee of the Red Cross (ICRC) for Southern Africa was in Angola from 9 to 26 October 1974. He was received by Vice-Admiral Antonio Rosa Coutinho, president of the Angolan Military Junta, and General Altino de Magalhães, chief military commander. He also met the president and members of the Red Cross in Angola.

The delegates of the International Committee of the Red Cross who have been in Addis Ababa for several weeks have not yet been authorized to go to Asmara. To the ICRC's offers to provide the victims of the conflict in Eritrea with assistance and protection, the Ethiopian Minister for Foreign Affairs has replied that the Government has the situation in hand and that there is no emergency. The ICRC is still prepared to play its traditional humanitarian role on behalf of the victims of the present conflict: the wounded and the sick, prisoners, and the civilian population.

The ICRC Vice-President, Mr. Richard Pestalozzi, and the delegate general for Africa, Mr. Jean-Marc Bornet, went on a mission to Angola from 18 to 28 March. They had talks with the authorities concerning the ICRC's activities on the central Planalto and in the southern part of the country.

The ICRC having been invited as an observer to the ministerial conference of the non-aligned countries, held in Luanda from 2 to 7 September, Mr. Jean-Pierre Hocké, Director for Operational Activities at the ICRC, and Mr. Jean-Marc Bornet, delegate-general for Africa, were received by Mr. José Eduardo Dos Santos, President of the People's Republic of Angola. This meeting provided an opportunity for reviewing the assistance activities undertaken by the ICRC in aid of populations displaced by the fighting in several regions of the country.

In December 1981, Mr. Roger Santschy, in charge of the Southern Africa sector at ICRC headquarters, Geneva, visited the ICRC delegations in Mozambique, the Republic of South Africa, Namibia and Zimbabwe, with the purpose of taking stock of ICRC activities in those countries.

Mr. Jean-Marc Bornet, ICRC delegate-general for Africa, was in Mozambique from 12 to 14 September where he had discussions with the authorities concerning the activities of the ICRC in the country. In particular, he met representatives from the Ministries of Health and Foreign Affairs, as well as the President and the Secretary-General of the “Mozambique Red Cross”.

The fate of displaced persons in Angola continued to be of grave concern to the ICRC during the first weeks of the new year, all the more so as its efforts to provide food aid to the victims of the conflict situation were seriously hindered by the danger to which transport is exposed and by the impossibility of obtaining the authorities' agreement to allow the ICRC to work according to its customary procedure. The ICRC put forward concrete proposals both to the Government (in particular during the mission by the ICRC delegate-general for Africa, at the end of 1983) and to the directors of the “Angolan Red Cross”, with a view to resuming its normal assistance programmes. Unfortunately, these proposals had not produced any result by the end of February.
