‘Seven whole days’: The Obligation of the Clergy of the Church of England to ‘say daily the Morning and Evening Prayer’

All Christians are called to pray. The daily offering of Morning and Evening Prayer is a particular obligation of the clergy of the Church of England, as part of the ‘manner of life of clerks’ laid down in Canon C 26. However, despite the significant time devoted to these prayers by the clergy on a daily basis, there has been little detailed examination of this canonical obligation. This article explores the historical background to the obligation and its effect today.

The preface to the Book of Common Prayer, entitled Concerning the Service of the Church since 1662, but before that simply The Preface, was derived substantially from the preface to the revised Breviary of Quiñones, which was one of the sources for the revised daily offices of the Church of England. It appeals from what it considers the corruptions of the medieval office to the ‘godly and decent order of the ancient Fathers’. This order, it says, was devised for the systematic reading of holy scripture in the offices of the Church, and it was the intention of the compilers of the English Prayer Book to restore such a regular order of reading for the instruction of the people. It represented a revolt against three features of the lessons in the medieval breviary: first, against the frequent interruptions of the reading of scripture in course by the occurrence of feasts with proper lessons; secondly, the lack of completeness and continuity in the lessons themselves; and thirdly, the use of non-biblical material in the lessons. Even if the daily office of the breviary, which is based on the ecclesiastical year, were not interrupted by any immoveable feasts having proper lessons, it would still not provide for the reading of the whole of scripture, as its lessons are too short, and also the variable lessons are confined to the night office.

The Marriage (Wales) Act 2010 illustrates that a disestablished church will always occupy an intermediate position between an established church and one which has never been established: the Church in Wales needed an Act to reform its marriage law, whereas paradoxically the Church of England legislated for itself by Measure. The article outlines how the provisions on marriage evolved during the passage of the disestablishment legislation; accepts the validity of contemporaneous arguments based on inconsistency; and outlines previous occasions when the marriage laws of England and of Wales have fallen out of step. It concludes by accepting that the continued establishment of the marriage law in Wales is inconsistent, but that any change is likely to depend on a wholesale reform of marriage law.

A previous article in Rural History entitled ‘“Rustic and Rude”: Hiring Fairs and their Critics in East Yorkshire c. 1850–75’, examined a critique of hiring fairs and farm service mounted by the Church of England in the East Riding of Yorkshire during the mid-Victorian period. This discussion builds upon that article by offering a more detailed examination of the actual attempts to reform and abolish hiring fairs that emanated from that critique. The article examines three stages of reform and abolition stretching over the mid-Victorian period: a first stage that centred upon imposing a system of hiring based upon written characters; a second stage that focussed upon imposing segregated hiring for male and female servants, and a final abolitionist stage. The campaign's tactics and the various measures deployed against hiring fairs during each stage are detailed and their level of success evaluated and explained. The broader motivations of the campaign and the manner in which they signified deeper Church anxieties about the nature of the rural social order are also discussed in a concluding evaluation of the campaign's impact.

During the period in which these papers were given, there were great achievements on the ecumenical scene, as the quest to restore the Church’s unity was pursued enthusiastically by all the major Christiandenominations. The Papal visit of John Paul II to England in 1982 witnessed a warmth in relationships between the Church of England and the Catholic Church that had not been experienced since the early 16th century Reformation in England to which More fell victim. The Anglican-Roman Catholic International Commission was achieving considerable doctrinal consensus and revisionist scholarship was encouraging an historical review by which the faithful Catholic and the confessing Protestant could look upon each other respectfully and appreciatively. It is to this ecumenical theme that James McConica turns in his contribution.
