This Introduction was written in November 2002, when the 16th Congress of the Chinese Communist Party was being held where more than 2000 delegates (representing 66 million Party members) decided on future policies and changes in the leadership. The way these decisions were prepared and endorsed reminds us how China differs from Western democracies. However, apart from the political structures, to what extent is China different?The following five essays, all written by Chinese scholars, allow us a glimpse into contemporary Chinese culture through informative reports on philosophy, cultural studies, fiction, gender construction and women's poetry, and traditional Chinese medicine. Of course, these articles are far from covering all aspects, or even all major aspects, of Chinese culture, yet they offer us views of specific areas by experts who, from their insiders' vantage points, lead us into the heart of the intellectual debate in contemporary China.Although the authors of these essays, with few exceptions, hesitate to generalize on present conditions and possible future scenarios, their arguments have something in common and suggest, perhaps unknowingly, important clues for understanding Chinese culture. When reading these essays, I am struck by the following, recurrent aspects.

تعد الصين أكبر دولة في العالم من حيث عدد سكانها إذ وصل العدد إلى ألف وثلاثمائة مليون نسمة، وهو يمثل أقل من ربع سكان العالم. وقد صارت هذه الدولة بعد الانفتاح السياسي والإصلاح الاقتصادي قوة عالمية تغزو العالم كله بمنتجاتها المتنوعة، الأمر الذي جعل العالم كله ينظر إليها بإعجاب وتقدير. ومع هذا التقدم الهائل في الجانب المادي أصبح الفراغ الروحي مشكلة كبيرة تقلق قادة الصين السياسيين ومفكريها، وقد أدى هذا الفراغ الروحي مع توفر وسائل إشباع الرغبات الجسدية إلى انتشار الفساد الأخلاقي على جميع المستويات بالرغم من سيادة الفكر الكنفوسى الواقعي على الثقافة الصينية بشكل عام. ومن هنا يحاول هذا البحث معرفة موقف الصينيين المعاصرين من الدين عامة، ومن الإسلام خاصة مستهدفا إلى التعرف على كيفية توصيل نور الإسلام إلى قلوبهم. والبحث يتكون من مقدمة، وأربعة مباحث، وخاتمة مع توصيات. وقد اعتمد الباحث فى جمع المعلومات على المنهج الوصفى والإستقرائى القائم على الملاحظة والتجربة كما اعتمد فى دراسة الموضوع على المنهج التحليلي والنقدي لبيان ضرورة القيام بدعوة الصينيين إلى الإسلام باعتباره المنقذ الوحيد من الضلال والفساد والهلاك. ومن أهم ما توصل إليه الباحث إثبات فشل المبادئ الشيوعية في توجيه سلوك الإنسان، وتنمية القيم، وتأكيد عظمة الإيمان بالله واليوم الآخر في استقامة الإنسان، وتحسين صورته، وتحقيق السعادة الدائمة. الكلمات المفتاحيّة: الدين، الصينيون المعاصرون، الدعوة، الانفتاح السياسي، الإصلاح الاقتصادي، الفكر الكنفوسى، المبادئ الشيوعية. Abstract China is the world's most populous country with a population of 1.3 billion, representing a quarter of the world's population. This country after political openness and economic reformation has become a global force that invades the whole world with its diverse products, which has made the whole world admired and appreciated China. With this tremendous progress on the material side, the spiritual vacuum has become a major problem for the political leaders and thinkers of China. This spiritual vacuum, with the means to satisfy physical desires, has led to the spread of moral corruption at all levels, despite the predominant Confucius thought of Chinese culture in general. Hence, this research attempts to explore the position of contemporary Chinese people of religion in general and Islam in particular, aiming to identify how to connect the light of Islam to their hearts. The research consists of an introduction, four questions, and a conclusion with recommendations. The researcher relied on the descriptive and extrapolation method based on observation and experiment. He also adopted the study of the subject on the analytical and critical method of explaining the need to invite the Chinese to Islam as the only savior of misguidance, corruption and destruction. One of the most important findings of the researcher is to prove the failure of the principles of Communism in guiding human behavior, developing values, and confirming the greatness of faith in Allah and the Last Day in the integrity of man, improving man’s image and achieving lasting happiness. This article examines the role played by the political indoctrination of the Chinese People’s Liberation Army (PLA) during China’s socio-economic reforms of 1987–2007. This period was a time of political transition during which the Chinese Communist Party transformed its ideology from a focus on revolution to a self-proclaimed unrivalled single-party regime. This article looks at how the party conveyed this ideological change to the armed forces. One of the four PLA general headquarters/departments, the PLA General Political Department (中国人民解放军总政治部), was responsible for the indoctrination of servicemen and -women. Examining the work of this agency over the 20 years following its major ideological effort in 1987, this article challenges the dominant literature according to which political indoctrination hinders military professionalization. The crux of this argument is that the General Political Department’s purpose behind indoctrination of the armed forces was not only to assert party control but also to build esprit de corps. Based on a series of previously untapped periodicals published by the General Political Department, this analysis contributes to understanding processes of authoritarian resilience in the contemporary Chinese state.

AbstractAgainst a long trend decline in the membership of political parties in Western democracies, there has been an unexpected surge in the UK since 2015. Interestingly, this phenomenon has also been observed amongst British expatriates, despite their historically very low levels of engagement. Our paper explores this development using a multi-methods approach to investigate its impact across the three main parties, comparing the relative importance of supply-side and demand-side factors in each case. We show that the creation and development of British parties abroad are the result of two contrasting dynamics: a top-down one, which gives legitimacy and structure and in some cases, resources, and a bottom-up one, which gives purpose but also networks. Our survey of British expatriate party members reveals a diversity of triggers and motivations for membership, making an original contribution to the wider literature on party membership and on the political engagement of emigrants.

The formulation of policies constitutes a core business of political parties in modern democracies. Using the novel data of the Political Party Database (PPDB) Project and the data of the Manifesto Project (MARPOR), the authors of this chapter aim at a systematic test of the causal link between the intra-party decision mode on the electoral manifestos and the extent of programmatic change. What are the effects of the politics of manifesto formulation on the degree of policy change? Theoretically, the authors distinguish the drafting process from the final enactment of the manifesto. Empirically, they show that a higher autonomy of the party elite in formulating the manifesto leads to a higher degree of programmatic change. If party members constrain party elite’s autonomy, they tend to veto major changes.

This article reviews how Chinese scholars debate the policy of building smart courts in the context of judicial reform. This policy entails the automation and digitisation of judicial processes. It is part of broader judicial reforms that aim to create a more accurate and consistent judiciary. The article identifies four reform concepts that guide the debate: efficiency, consistency, transparency and supervision, and judicial fairness. This review is a meta-synthesis, using practices of narrative and systematic literature reviews, focusing on evaluating and interpreting the Chinese scholarship and reform concepts. It reviews how Chinese scholars discuss the implications of judicial automation and digitisation. Additionally, it analyses the normative concepts behind the reform goals within China’s political-legal context. The analysis finds that the generally positive evaluation in the debate can be explained by an instrumentalist understanding of the reform concepts and the political purpose of courts in the Chinese political-legal context.

Political socialization research has been characterized by a number of poorly documented but widely accepted generalizations. In particular, it has been assumed that indetgenarational consistency in political attitudes is the usual, if not the inevitable, outcome of the political socialization process in Western democracies.
