FROM THE FRONTIER TO GERMAN SOUTH-WEST AFRICA: GERMAN COLONIALISM, INDIANS, AND AMERICAN WESTWARD EXPANSION

This article argues that positive perceptions of American westward expansion played a major (and so far overlooked) role both for the domestic German debate about the necessity of overseas expansion and for concrete German colonial policies during the late nineteenth and early twentieth centuries. During and after the uprising against colonial rule (1904–7) of the two main indigenous peoples, the Herero and the Nama, of German South-West Africa (Germany's only settler colony), colonial administrators actively researched the history of the American frontier and American Indian policies in order to learn how best to “handle” the colony's peoples. There exists a substantial literature on the allegedly exceptional enchantment of Germans with American Indians. Yet this article shows that negative views of Amerindians also influenced and shaped the opinions and actions of German colonizers. Because of its focus on the importance of the United States for German discussions about colonial expansion, this article also explores the role German liberals played in the German colonial project. Ultimately, the United States as a “model empire” was especially attractive for Germans with liberal and progressive political convictions. The westward advancement of the American frontier went hand in hand with a variety of policies towards Native Americans, including measures of expulsion and extinction. German liberals accepted American expansionism as normative and were therefore willing to advocate, or at least tolerate, similar policies in the German colonies.

AbstractThe passage of the Affordable Care Act in the United States has opened a policy window for the establishment of an independent Medicaid agency for the Navajo Nation. This article explores several policy options to improve health care services for Native Americans. Although there is a lack of scholarly research on the impact of healthcare reform and the effectiveness of current health care programs for American Indians, policymakers should utilize evidence-based research to inform policy decisions.

Abstract Identity in Native North America is defined by legal, racial, linguistic and ethnic traits. This article looks at the nomenclature of both Indian, Eskimo and Native, and then places them in a historical context, in Canada and the United States. It is argued that ideas about Native Americans derive from medieval concepts, and that these ideas both constrain Native identity and ensure the survival of American Indians despite accelerating loss of language.

The success of Garveyism in Africa, the Caribbean, the United States, and elsewhere in the African diaspora calls attention to the manner in which pan-Africanism has spread not merely through the flow of ideas, associations, and cultural traditions generated and sustained by intellectual elites, but through modes of popular knowledge production. Following the spread of Garveyism beyond the organizational limits of the Universal Negro Improvement Association and in the guise of rumor and millenial prophecy offers scholars a method of tracking the breadth and depth of the movement’s wide-ranging influence. It helps us understand precisely why white authorities across the colonial world viewed Garveyism (and its publication Negro World) with such alarm. It invites a larger rethinking of the trajectories of pan-Africanism as a political device and about the parameters of the black global imagination more broadly. This chapter pays specific attention to the dynamics of Garveyism’s spread in South West Africa (Namibia).

Esotericism enters the Dighton Rock debate through the French mythographer Antoine Court de Gébelin and Monde Primitif (1781), who believes it to be Phoenician. Ezra Stiles also favours the Phoenician interpretation and incorporates it into his Gothicist-tinged Election Sermon (1783) which presents the United States as a place of White destiny. American westward expansion produces encounters with the mysterious earthworks of the Ohio and Mississippi valleys and fuels the rise of American archaeology. Thomas Pennant in Arctic Zoology (1784) makes an influential case for the Bering Strait hypothesis of the Indigenous arrival in the Americas. Corneille de Pauw publishes Recherches philosophiques (1768-69) arguing the degenerative effect on all life of the climate of the Americas.The Anglo-Irish antiquarian Charles Vallancey argues Dighton Rock was the work of ancient migrants from Asia who were moved aside by the inferior Tartar ancestors of Native Americans. Vallancey’s theory finds near-simultaneous acceptance in a circle of theorists around Stiles as an explanation for the so-called Mound Builders. The author defines this interpretation of American prehistory as the multiple migration displacement scenario.

This chapter examines the history of yellow fever, the role it played in shaping slavery in the United States, and its part in the country’s westward expansion. Yellow fever was an endemic disease of West Africa that traveled to the New World and elsewhere aboard trading ships with their cargoes of slaves. The black African peoples, although easily infected, nevertheless withstood the effects in that fewer died from the infection than Caucasians, American Indians, or Asians. Ironically, as smallpox and measles devastated natives along the Caribbean coast and islands, growing numbers of African slaves were brought to replace those plantation laborers. When the value of Africans over natives became apparent, by virtue of the blacks’ resistance to yellow fever, the importation of these Africans increased still further. Because it was so lethal to susceptible humans, yellow fever actually disrupted exploration into the Caribbean. In fact, American expansion became possible only after a team led by Walter Reed arrived in Cuba to combat the disease and prove it was transmitted by the Aedes aegypti mosquito.
