Tujuan dari penelitian ini adalah untuk mengetahui jenis program Corporate Social Responsibility (CSR) PT. Holcim Indonesia Tbk serta dampak dari program tersebut terhadap masyarakat lokal di Kabupaten Cilacap. Sebagai perusahaan yang kerap menjadi badan usaha terbesar di lingkungannya, Holcim sadar akan tanggung jawabnya terhadap masyarakat. CSR adalah bentuk regulasi diri sebuah perusahaan yang diintegrasikan dalam model bisnis. Salah satu kegiatan CSR Holcim adalah pemberdayaan masyarakat di wilayah salah satu plant Holcim yaitu Kabupaten Cilacap. Metode penelitian yang digunakan dalam melakukan analisis adalah melalui studi literatur, wawancara, observasi, kuesioner, dan Focus Group Discussion dengan para pengurus, kader, dan anggota masyarakat. Sedangkan responden yang menjadi sampel penelitian adalah 25 posdaya yang berdiri sebelum program CSR PT Holcim Indonesia Tbk dengan jumlah responden 111 orang, dan 11 posdaya yang merupakan bentukan PT Holcim Indonesia Tbk dengan jumlah responden 37 orang. Teknik analisis data yang digunakan adalah analisis deskriptif dan analisis kuadran. Berdasarkan analisis dari variabel yang telah diamati, hasil dari penelitian ini menunjukkan bahwa jenis program CSR yang dilakukan PT. Holcim Indonesia Tbk terhadap masyarakat Kabupaten Cilacap adalah berupa gerakan pemberdayaan masyarakat dan desa dalam bentuk Posdaya. Program ini berdampak pada terjadinya perbaikan dalam hal kepengurusan Posdaya serta kemandirian ekonomi masyarakat. Selain itu PT. Holcim Indonesia, Tbk melakukan pendampingan secara berkelanjutan serta evaluasi terhadap kegiatan yang telah dilaksanakan. Kata Kunci: Corporate Social Responsibility, Pemberdayaan Masyarakat, Posdaya, Keberlanjutan The purpose of this research is to know the types of Corporate Social Responsibility (CSR) program done by PT.Holcim Indonesia Tbk as well as the impact of the program on the local communities of Cilacap district. As one of the largest business entity in its environment, PT Holcim,Tbk aware of its responsibility towards the society. CSR is done by PT Holcim, tbk, as a form of self-regulation that is integrated in their business model. One of their CSR is done by empowering community in the region. This research is conducted in one of the Holcim plant in Cilacap district. The analytical methods used in this research are: studying the related literature, interviews, observations, questionnaires, and Focus Group Discussion (FGD) with the Executive Board, cadres, and community members of Posdaya. The research sample are 25 Posdaya that are established before PT Holcim Indonesia CSR program Tbk directed to the society with the total number of respondents are 111 people, and 11 Posdaya which were formed by PT Holcim Indonesia Tbk, with the total number of respondents are37 people.The data gathered then analyzed using descriptive analysis and quadrant analysis.The result of this research shows that the type of CSR programs done by PT. Holcim Indonesia Tbk. on Kabupaten Cilacap society are: The type of CSR done in the form of community empowerment movement that called as Posdaya. The program done by PT Holcim Tbk has an impact on the improvement of the managerial skills of the Posdaya organizing comitee, and the empowerment program is also improving the economic independence of the member of Posdaya as well as the district community. In addition, PT. Holcim Indonesia Tbk provides guidance on an ongoing basis to the Posdaya management and provides evaluations on the activities carried out by Posdaya. <p class="JOURNALABSTRACT-TITLE"><span lang="IN">Sebagai salah satu perusahaan yang bergerak dibidang produksi pemanfaatan sumber daya alam, PT. Cirebon Electric Power (CEP) telah melaksanakan berbagai program <em>Corporate Social Responsibility</em> (CSR), salah satunya ialah kegiatan penanganan sampah di Desa Pengarengan</span><span lang="EN-US">,</span><span lang="IN"> Kabupaten Cirebon melalui kelompok Penggerak Wisata Pengarengan (PESPA). Program ini menjadi penting untuk dilihat dikarenakan memiliki keunikan tersendiri, yakni keberadaan <em>multi-stakeholder</em> di sana yang ikut berperan aktif dan berkolaborasi dalam mengupayakan keberhasilan kegiatan tersebut, mengingat persoalan sampah di sana cukup meresahkan masyarakat. Penelitian ini menggunakan metode kualitatif-deskriptif yang dipadukan dengan teori implementasi CSR dan kerja sama <em>multi-stakeholder</em>. Data penelitian diperoleh melalui tiga tahap, yakni observasi, wawancara, dan <em>focus group discussion</em>. Hasil penelitian menunjukkan bahwa peran <em>multi-stakeholder</em> yang terlibat dalam kegiatan penanganan sampah ini antara lain: PT. CEP sebagai inisiator, <em>enabler, mentor,</em> dan <em>controller</em>; kelompok Formas PL sebagai <em>implementer</em> dan <em>controller</em>; Pemerintah Desa Pengarengan sebagai <em>regulator </em>dan <em>controller</em>; kelompok PESPA sebagai <em>implementer</em>; tokoh masyarakat sebagai <em>enabler</em> dan <em>controller</em>, dan; DLH Kabupaten Cirebon sebagai <em>regulator</em> dan sekaligus <em>implementer</em>. Namun demikian, kegiatan ini juga memiliki tantangannya tersendiri, yakni mengupayakan adanya konsistensi para <em>stakeholder</em> yang terlibat dan perlunya inovasi-inovasi pengembangan, seperti pemanfaatan sampah plastik menjadi berbagai macam kerajinan atau sampah organik menjadi pupuk kompos.</span></p>

Purpose The purpose of this paper is to investigate elements of socio-academic-related sustainability in educational institutes and propose a structure of an advising system that can aid the most critical stakeholders in such educational institutes, i.e the student. Hence, after reviewing the contemporary University Social Responsibility (USR) Venn diagram, the paper focuses on the need to develop a social and academic responsibility advisor (SARA) system as a catalyst toward fulfilling social responsibility to the most important stakeholder and alternatively leads to enhanced sustainability of such educational institutes. Design/methodology/approach A combination of research methods used in this paper, defined as by identifying the need for SARA from a literature survey. By distributing a questionnaire to students investigating their desire of an academic advisor system and by establishing a focus group to study the academic and social aspects and its implications to students’ “quality of life” as an essential aspect toward the educational institutes' sustainability. Various issues related to the features of the SARA discussed. Findings Literature review shows only a few articles combine both aspects of advising activities (social and academic), most of which are not interrelated to the sustainability of educational institutes. This paper highlights the need and connectivity of SARA to contemporary USR sustainability. The descriptive statistics of the questionnaire showed about 86 per cent of student participants interested in applying the proposed features. The outcome of the focus group resulted in more detailed features of academic and social aspects of the expected SARA system. Research limitations/implications The proposed features of SARA described where the inter-related social and academic activities could be managed, logged and used by students. The proposed “heterogeneous study group” was investigated by observation implemented in four different courses in two different semesters. The result was not conclusive, and further study recommended. Even though this experimentation was not conclusive, the lesson learned from this study highlighted different issues associated with “study groups” within a course. Practical implications Applicability of SARA would enhance the quality of life of students in general and provide a mechanism to motivate low aptitude students to get engaged with study and projects with high-aptitude students. Social implications Avoiding the “feel” of isolation by some students due to the inability to find study partner who can also act as mentor to a study group. The proposed “Heterogeneous study group” would provide a mechanism for “Practiced student-to-student Social responsibility”. Originality/value The paper highlights and proves the need for SARA in contemporary USR where SARA can act as a catalyst for enhancing the socio-academic zone of the reviewed USR Venn diagram. Features of SARA identified as an outcome of the study in this paper. Proposal of “Heterogeneous Study Group” was proposed as mechanism of “social learning”. “Group health” testing was proposed as a criteria resulted from a balance between collaboration, social affinity and project effort.

<p align="center"><strong><em>Abstract</em></strong></p><p><em>Corporate Social Responsibility (CSR) is an obligation that imposed on a company under Article 74 of Law No. 40 Year 2007 regarding Limited Liability Company (UUPT). CSR implementation has some problems because of the lack of regulations (UUPT) that thera no sanctions for the companies that do not implement CSR. Currently, many companies that do not implement CSR maximally. So that the implementation of CSR is currently less of legal responsibility. Therefor,  it is necessary to formulate a model of CSR’s accountability in order to fill the legal vacuum that occurs at this time in order to improve the welfare of society. This research used research and development / R&amp;D method. The location of research consits of PT Pertamina Hulu Energi (PHE) in Jakarta and some companies in Surakarta. The data used is derived from the primary data from informants, while secondary data in the form of journals, papers, reports, results of previous studies and other relevant publications. The Instrument collecting data using interviews, questionnaires, focus group discussions (FGD) and literature study. For the analysis used qualitative analysis techniques.</em></p><p><strong><em>Keywords : </em></strong><em>CSR, Legal responsibility, the welfare of society.</em></p><p align="center"><strong>Abstrak</strong></p><p>Tanggung jawab sosial perusahaan atau <em>Corporate Social Responsibility </em>(CSR) merupakan kewajiban yang dibebankan kepada suatu perusahaan berdasarkan Pasal 74 Undang-Undang Nomor 40 Tahun 2007 tentang Perseroan Terbatas (UUPT). Pelaksanaan CSR masih menjadi persoalan karena belum adanya peraturan pelaksanaan dari UUPT tentang pengawasan dan sanksi bagi perusahaan yang tidak melaksanakan CSR. Saat ini banyak perusahaan hanya melakukan CSR secara suka-suka tanpa ada pedoman yang jelas. Sehingga pelaksanaan CSR saat ini kurang dapat dipertanggungjawabkan secara hukum. Untuk itu perlu dirumuskan model pertanggungjawaban pelaksanaan CSR guna mengisi kekosongan hukum yang terjadi saat ini guna meningkatkan kesejahteraan masyarakat. Penelitian ini menggunakan metode penelitian dan pengembangan (<em>research and development </em>/ R&amp;D). Lokasi penelitian meliputi PT Pertamina Hulu Energi (PHE) di Jakarta dan beberapa Perusahaan di Surakarta. Data yang dipergunakan yakni data primer berasal dari informan, sedangkan data sekunder berupa jurnal, makalah, laporan, hasil penelitian terdahulu dan publikasi lainnya yang relevan. Instrumen pengumpul data menggunakan wawancara, kuesioner, <em>Focus Group Discussion </em>(FGD) dan studi kepustakaan.
