The paper presents a description of methods of changing the maintenance strategy concerning measures of intervals between maintenance levels based on the example of a selected railway vehicle type. The process starts with monitoring the vehicle after it is put into operation and the operational database is built, through the statistical and RAMS analyses, to the approval of changes in the maintenance system documentation by qualified railway safety bodies. Following the applicable formal and legal requirements, one of the key problems involved in the introduction of changes in the railway vehicle maintenance system is an assessment of the proposed changes for safety.

Based on the example of 6Dg type diesel locomotives, the paper presents a new maintenance strategy concerning periodical checks at the P1 maintenance level. Currently, such locomotives are sent off to service points every 102 hours of operation or every 14 days for a P1 level check. Studies demonstrate that the average distance to be covered by a locomotive to arrive at a service point is in excess of 60.0 km, and the quantity of fuel consumed is more than 88 litres. It is costly and time consuming to have locomotives out of service and considerable resources of the railway carrier are engaged which could be made use of in the transport process. The aim of the newly developed strategy of P1 checks is to eliminate the need for locomotives to exit their routes to reach rolling stock maintenance points. The control/diagnostic and maintenance activities specified in the Maintenance System Documentation will be performed by so-called mobile maintenance points. The development of the new strategy required: identification of the current condition of the maintenance system, development of the concept of a new strategy of P1 maintenance checks, conduct of studies and operational analyses for SM42 series locomotives, performance of a durability, reliability analysis, assessment of safety together with an analysis of the risks involved in the proposed changes. In order to review and assess the efficiency of the new strategy, an observed operation of selected locomotives was conducted together with a railway carrier. During the study, the maintenance activities and processes were monitored and the costs of P1 checks were recorded. The analysis of efficiency of the new strategy of performing P1 checks without the need for a locomotive to exit its route to reach a rolling stock maintenance point demonstrated that depending on the distance covered by the locomotive to reach a maintenance point, the unit costs of a P1 level check are lower by up to 67.1% compared with the currently applied method.

In December 1973 the Prime Minster of Jamaica appointed a National Council on Libraries, Archives and Document Services (NACOLADS) to advise the government on the development of an integrated network information system. It was thought that this could best be done by using UNESCO's NATIS concept. Several working parties were established, and among their recommendations were the creation of a series of networks as the basis of a national information system, the establishment of a National Library (achieved in 1979), new legislation for the National Archives and Records Center (passed in 1982), and copyright legislation, with provision for legal deposit. NACOLADS incorporated all the recommendations into a national information plan, published in 1978. A revised edition in 1986 included recommendations for redressing a number of shortcomings (e.g. the need for improved salaries and conditions of service). In 1990 NACOLADS was renamed NACOLAIS (National Council on Libraries, Archives and Information Systems), and given additional responsibility for the expansion of NATIS in Jamaica. A copyright law was eventually passed in 1993, but laws for a national information policy and legal deposit remain to be enacted. Some believe that the experience of NATIS in Jamaica can be used as a model for the establishment of national information systems in other small Third World countries.

Quay cranes are particular transportation devices for which operation's safety and CRAMP parameters (Cost, Reliability, Availability, Maintainability, and Productivity) should be fulfilled with regard to a harbor maintenance strategy. The maintenance process is first considered within a holistic modeling framework in order to cope with the current practices of treating strategic, operational and engineering maintenance issues independently without taking into account their interactions within an entire Enterprise System. Proactive maintenance is then highlighted as a new model aiming to globally optimize the components operation parameters throughout three interacting prognosis, diagnosis and monitoring processes. Technical issues related to Intelligent Maintenance System are finally proposed in order to support proactive maintenance operations at the enterprise field level and applied to quay cranes in a particular site within the frame of the European Eureka ‘Robcrane' project.

The importance of maintenance has escalated significantly by the increase in automation in manufacturing processes. This condition changed the perspective of maintenance from being considered as an inevitable cost to being seen as a key business function to drive competitiveness. Consequently, maintenance decisions need to be aligned with the business competitive strategy as well as the requirements of manufacturing/quality functions in order to support manufacturing equipment performance. Therefore, it is required to synchronise the maintenance strategy and operations with business and manufacturing/quality aspects. This article presents the design and development of a Knowledge Based System for Integrated Maintenance Strategy and Operations. The developed framework of the Knowledge Based System for Integrated Maintenance Strategy and Operations is elaborated to show how the Knowledge Based System for Integrated Maintenance Strategy and Operations can be applied to support maintenance decisions. The knowledge-based system integrates the Gauging Absences of Prerequisites methodology in order to deal with different decision-making priorities and to facilitate benchmarking with a target performance state. This is a new contribution to this area. The Knowledge Based System for Integrated Maintenance Strategy and Operations is useful in reviewing the existing maintenance system and provides reasonable recommendations for maintenance decisions with respect to business and manufacturing perspectives. In addition, it indicates the roadmap from the current state to the benchmark goals for the maintenance system.

The purpose of this paper is to provide a framework that can identify and evaluate the effectiveness of a given maintenance strategy and to rank components of maintenance system. The framework is developed using DEMATEL method on maintenance strategy as a guideline. To gain a richer understanding of the framework, a questionnaire is constructed and answered by experts. Then the DEMATEL method is applied to analyze the importance of criteria and the casual relations among the criteria are constructed. The scope of the paper is limited to performance measurement of maintenance strategies. It is found that the framework is applicable and useful for the strategic management of the maintenance function. It is observed that the influencing and preferred infrastructures for designing Learning and Training are three components, that is, optimal maintenance, CMMS, and RCM which are interdependent on each other and are the fundamental components to realize the designed goals of maintenance process. This paper provides an overview of research and developments in the measurement of maintenance performance. Many tools and techniques have been developed in other fields. However, the applicability of those tools to maintenance function has never been tried. In that respect this topic is novel. It helps in managing maintenance more effectively.

Walkability analyses have gained increased attention for economic, environmental and health reasons, but the methods for assessing walkability have yet to be broadly evaluated. In this paper, five methods for calculating walkability scores are described: in-radius, circle buffers, road network node buffers, road network edge buffers and a fully integrated network approach. Unweighted and various weighted versions are analyzed to capture levels of preference for walking longer distances. The methods are evaluated via an application to train stations in central Tokyo in terms of accuracy, similarity and algorithm performance. The fully integrated network method produces the most accurate results in the shortest amount of processing time, but requires a large upfront investment of time and resources. The circle buffer method runs a bit slower, but does not require any network information and when properly weighted yields walkability scores very similar to the integrated network approach.
