There are more than 40 reclamation cases in Indonesia during these 10 years. The classical purpose of reclamation addressed for increasing the benefit of natural resources and community welfare, but in fact in some cases it contributes the environmental problem and social conflict. Benoa coastal bay is one of the proposed to be reclaimed by private sector and had declined by most local people. The aims of this research are analyzing the sustainability of marine and coastal resources in Benoa coastal bay reclamation site based on environmental dimension. This research is conducted using quantitative multi-dimensional scaling (MDS) approach for assessing the sustainability of marine and coastal resources. The assessment result shows that the reclamation will made the environmental less sustainability (49,88% out of 100%). Further consideration is needed if the reclamation is still planning to be implemented in Benoa coastal bay.

Land is one of limited natural resources. The high requirement of land made technology develop by reclamation method. The purpose of reclamation should be for increasing the benefit of natural resources and community welfare, but in fact the reclamation contribute the environmental problem and social conflict. The aims of this research are analyzing the sustainability of marine and coastal resources in Benoa Bay Reclamation Site based on 4 dimension, there are Environmental, Social, Economic, and Marine Spatial Utilization. This research was conducted quantitative approach by Multidimensional Scaling (MDS) for assessing the sustainability of marine and coastal resources. The result of research shows sustainability value of each dimension in sequence starting from the lowest is Marine Spatial Utilization (44,31%-Less Sustainable), Social (49,79%-Less Sustainable), Environmental (49,88%-Less Sustainable). The overall sustainability value of marine and coastal resource analysis in Benoa Bay reclamation site is 43,15% (Less Sustainable). Further consideration is needed if the reclamation plan is to be implemented in Benoa Bay.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

Tujuan penelitian ini adalah untuk menganalisis status keberlanjutan usahatani padi berdasarkan lima dimensi keberlanjutan: ekologi, ekonomi, sosial-budaya, hukum dan kelembagaan, dan teknologi dan infrastruktur, dan untuk mengetahui atribut yang sensitif dalam keberlanjutan pertanian padi di Subak Intaran Barat, Desa Sanur Kauh dilihat dari lima dimensi pembangunan berkelanjutan. Penelitian ini menggunakan metode survei dan analisis data menggunakan teknik ordinasi RAP-FARM melalui Multi Dimensional Scaling (MDS) untuk menilai indeks dan status keberlanjutan usahatani padi dalam pembangunan pertanian. Penelitian ini juga mengidentifikasi atribut sensitif yang mempengaruhi indeks keberlanjutan masing-masing dimensi melalui analisis leverage. Dimensi terukur adalah dimensi ekologis, dimensi ekonomi, dimensi sosial budaya, dimensi kelembagaan, dan dimensi teknologi dan infrastruktur. Hasil analisis menunjukkan bahwa penilaian RAP-FARM dari usahatani padi sawah di Subak Intaran Barat memiliki nilai indeks keberlanjutan 73,48, yang dikategorikan ke dalam kategori cukup berkelanjutan. Dimensi ekonomi, teknologi dan infrastruktur memiliki status berkelanjutan yang berkelanjutan sementara dimensi ekologi, sosio-budaya, dan kelembagaan memiliki status berkelanjutan. Analisis leverage menunjukkan bahwa ada 10 atribut dari 29 atribut yang berpengaruh pada indeks keberlanjutan usahatani padi. Atribut yang paling sensitif adalah koperasi kelembagaan petani di dimensi kelembagaan.

Social conflict in Iceland over property rights in natural resources has prompted a call for the introduction of a provision into the Constitution of Iceland declaring natural resources ‘the property of the nation’. The paper explores the social conflict concerning property rights in water and, based on recent proposals and recommendations for Constitutional amendments, the possible implications of such a Constitutional provision in light of existing water rights and how it accommodates the considerations raised.
