The paper discusses a new approach to ensuring the safety of controlled intersections. In the course of research, the authors found a change in the main characteristics of the traffic flow, which requires constant monitoring in the implementation of the intersection control using a traffic light. The heterogeneity of the composition of the traffic flow is determined and the influence of this parameter on the duration of the resolving signal is established. In addition, the authors determined the influence of weather conditions on the duration of the traffic light cycle and developed an approach to take into account changes in this factor in the calculation of the mode of operation of the traffic light object. As a result of the model experiment, the economic and environmental efficiency of the developed approach is determined. The results obtained in the course of the study are an integral part in the implementation of intelligent transport systems, which confirms the relevance and feasibility of the study. The use of this approach, in addition to integration into the its system, allows to reduce the accident rate of controlled intersections due to the rational distribution of the time of the traffic light object and reduce vehicle delays on the approaches, which together ensures the safety of regulated areas.

The article presents the concept of implementing a network of average speed measurements in the West Pomeranian. The author focused on solutions of Intelligent Transport Systems to improve the safety of road transport. The first part of the article discusses the state of road traffic safety in the West Pomeranian. In the next part, the solutions of Intelligent Transport Systems used to record the speed of road vehicles and the method of data recording and processing were discussed. In the third part, the accident maps and the locations of the stored sectional speed measurements were analysed, on the basis of which the proposition of places for the implementation of the network of average speed measurements was created due to the high accident rate.

Abstract The implementation of Intelligent Transport Systems (ITS) nowadays is associated with a strong need to solve problems related to the high accident rate, as well as low efficiency of transportation process management. The topic of this paper is the characterisation of selected intelligent transport services and the determination of their influence on road traffic safety and efficiency. Two services implemented within the framework of the National Traffic Management System in Poland were distinguished, namely: transmitting information to drivers and incident detection. A general analysis of the relationship between the functioning of ITS services and safety on national roads, as well as traffic efficiency therein was conducted.

Transport telematics systems integrate information technology with telecommunications for the purposes of transport systems. This helps to improve the safety of vehicles and facilities involved in transport tasks. At the same time, the efficiency of using transport infrastructure and means of transport increases. The development and use of specialised IT applications that use data from transport telematics systems helped to create Intelligent Transport Systems (ITS). Currently, in Poland (in Europe and in the world), more and more advanced services offered by Intelligent Transport Systems are being developed and implemented. It is particularly relevant in road transport, especially because Poland’s road safety is insufficient compared to other European countries. The article presents the authors’ proposed indicators and criteria that can be used for assessing ITS services in the context of road safety. The authors conducted analyses to study the application of AHP (Analytic Hierarchy Process), if ITS services were to be used to improve road safety. Then, it will be possible to choose one solution from all the assessed ones.

Variable speed limits (VSLs) as a mean for enhancing road traffic safety are studied for decades to modify the speed limit based on the prevailing road circumstances. In this study the pros and cons of VSL systems and their effects on traffic controlling efficiency are summarized. Despite the potential effectiveness of utilizing VSLs, we have witnessed that the effectiveness of this system is impacted by factors such as VSL control strategy used and the level of driver compliance. Hence, the proposed approach called Intelligent Advisory Speed Limit Dedication (IASLD) as the novel VSL control strategy which considers the driver compliance aims to improve the traffic flow and occupancy of vehicles in addition to amelioration of vehicle’s travel times. The IASLD provides the advisory speed limit for each vehicle exclusively based on the vehicle’s characteristics including the vehicle type, size, and safety capabilities as well as traffic and weather conditions. The proposed approach takes advantage of vehicular ad hoc network (VANET) to accelerate its performance, in the way that simulation results demonstrate the reduction of incident detection time up to 31.2% in comparison with traditional VSL strategy. The simulation results similarly indicate the improvement of traffic flow efficiency, occupancy, and travel time in different conditions.

The tremendous increase in the urban population highlights the need for more efficient transport systems and techniques to alleviate the increasing number of the resulting traffic-associated problems. Modeling and predicting road traffic flow are a critical part of intelligent transport systems (ITSs). Therefore, their accuracy and efficiency have a direct impact on the overall functioning. In this scope, a new approach for predicting the road traffic flow is proposed that combines the Petri nets model with a dynamic estimation of intersection turning movement counts to ensure a more accurate assessment of its performance. Thus, this manuscript extends our work by introducing a new feature, namely turning movement counts, to attain a better prediction of road traffic flow. A simulation study is conducted to get a better understanding of how predictive models perform in the context of estimating turning movements.

Abstract Port towns are strategic places from the point of view of transport systems. They form integration junctions for various transport branches , apart from the traditional - road and railway ones , also for water( sea) transport which is active there. Moreover, air transport comes also into consideration , whose efficient functioning must be connected with good accessibility, that concerns sea transport as well. Efficient and safe servicing the ports is crucial for their functioning. Problems associated with the overloading of lorries, which leads to degradation of road surface structure , observed in Gdynia, are discussed as an example in this paper. Problems of road traffic safety (RTS) are presented in this paper on the example of Gdańsk. The two issues: the road traffic safety and road surface degradation constitute only some transport problems of port towns , but they are very important, from the point of view of their specificity, for integration junctions of all the transport branches for people and goods. However, in discussing selected aspects of transport in port towns it is necessary to refer to the managing of integrated transport system with taking into account its traffic safety aspects.

The objective of the article is to develop a system of principles and methods aimed at improving management of transport flows on the street and road network of a large city with traffic lights regulation. The suggested methodology is based on the methods used in Russia and abroad to improve road traffic safety and quality, results of a survey of experts in the field of road design and traffic management, monitoring at regulated crossings, and analysis of road accidents in the city of Volgograd. The primary customer property of a regulated crossing is road safety. Elimination of causes of road traffic accidents associated with road traffic, structural geometric, signalling, and technical conditions is the most important task regarding a regulated crossing. Enhancing road traffic quality at low levels of network load supposed considering demand for transportation, increase in travel comfort, coordination, and flexibility of traffic lights operation. High degree of network load supposes that more attention is paid to traffic capacity of the street and road network elements, restrained access of vehicles to areas of greater congestion, increased duration of a green light cycle (for more than 120 seconds, if this does not affect traffic safety and network congestion degree).
