Planning for science: China’s “grand experiment” and global implications

AbstractChina’s rising capability in science, technology and innovation to a certain extent has to do with “a grand experiment” that started 15 years ago when the Chinese government released the National Medium and Long-Term Plan for the Development of Science and Technology (2006–2020) (MLP). MLP launched the indigenous innovation strategy and set goals to turn China into an innovation-oriented country. The junction when the old MLP phased out and a new MLP (2021–2035) will soon be introduced holds greater historical and practical significance for the Chinese and international scientific communities to make sense of planning for science. This paper reviews the progress achieved in implementing the MLP, analyzes the daunting challenges facing China to become an innovation-oriented nation, discusses the implications of planning science for the Chinese and international scientific communities, and speculates on what might be included in the new MLP.

Abstract National policy councils for science, technology, and innovation have become a common institutional arrangement in supporting governments to overcome the problems of coordination derived from the complexity of national innovation systems. These organizations are expected to involve stakeholders with strategic capacity in defining long-term goals for science, technology, and innovation, to coordinate efforts and to monitor execution. However, governments face several options to devise the proper council for their purposes, and the absence of a common framework may induce theoretical and analytical difficulties. This exploratory and descriptive study proposes a scheme for defining the structure of such a council and a comprehensive approach that is based on the novel Organisation for Economic Co-operation and Development (OECD) database; analyzing the results obtained for thirty-one countries. The results obtained from the index confirm heterogeneity, while the clustering suggests three types of councils. The proposed scheme provides a standard tool for the study and implementation of these councils.

Abstract The article deals with global experience in analysing the priorities based on their importance for country development and on national and international criteria using algorithm for the selection process. The main aspects of the process of development and implementation of international technology strategies were considered. The authors prove that through the analysis of innovation systems at macro level decision about the priorities in optimization with the aim to improve regulations in science, technology and innovation is provided. The main techniques and decisions were considered based on foresight-studies. Authors propose to create informative and analytical system for the foresight aims.
